Modoc National Forest-Double Devil Wild Horse Corrals Hay Request Statement of Work

Product: Approximately 1,000 Tons (2,000,000 lbs.) of 6 string and/or 3 string rectangle bales of grass hay (combination of 3 and 6 string bales is acceptable). Bale size should not exceed 6 string bale rectangle bales.

Acceptable varieties of Grass Hay include, Meadow, Blue, Timothy, Orchard, Bermuda, Coastal, Brome and Fescue. Triticale or wheat hay shall not be accepted. Hay Shall be suitable for feeding to wild horses. Hay shall be well cured. Hay shall be free of dust, mold, foreign material, Russian thistle or Prickly herb, "cheat" grass, foxtails, corn stalk, bearded grain and other awns (spikelets) or any other weed or grass not considered healthy forage for horses. Product does not need to be certified.

Approximate size of 6 string bale shall be 4 ft. W x 4 ft. H x 8 ft. L and approximate size of 3 string shall be 18

in. W x 18 in. H x 36 in. L. Round bales are not permissible. Bales shall be uniform lengths; ragged bales shall not be accepted. Bales with loose twine or broken bales shall not be accepted.

Based on if multiple awards made and or variation in quantity of weight, the Government could accept more or less than 1,000 tons. In addition, the Government may also make an award for more than or less than 1,000 tons. The government reserves the right to reduce or increase the actual number of tons awarded at the quoted price based on budgetary limits.

Animals being Fed: The Grass hay will be fed to Wild Horses at Double Devil Wild Horse Facility.

Delivery: Hay shall be delivered to Double Devil Wild Horse Corrals @ 1430 County Road 74 Alturas, Ca 96101.

All deliveries shall be coordinated with designated point of contact at the Corrals. Vendor is responsible for delivering, unloading and stacking the hay. The hay will be unloaded and stacked on a solid surface within the Double Devil Wild Horse Corrals or in the hay barn. The vendor is expected to bring adequate equipment to complete the unloading and stacking of the hay.

To determine quantity each load shall be accompanied by certified weight slip, empty and loaded.

Deliveries can be make 7 days a week, between the hours of 8:30 a.m. to 3:30 p.m.

Initial delivery shall begin no sooner than September 1st, 2020 and conclude by September 15th, 2020. All subsequent deliveries shall conclude by September 15th, 2021 or sooner if all hay has been delivered. Deliveries will be incremental, but should be no less than 80 tons and no more than 250 tons of hay, delivery shall be completed by the 15th of each month (September 15th, 2020 thru September 15th, 2021 or sooner if all hay has been delivered).

Initial delivery shall begin no sooner than September 1st, 2020 and conclude by September 15th, 2020. All subsequent deliveries shall conclude by September 15th, 2021 or sooner if all hay has been delivered. Deliveries will be incremental, but should be no less than total tonnage divided by 13 months, delivery tonnage up to 100 tons per delivery can be made with no prior approval from the government, and anticipated deliveries in excess of 100 tons shall require prior approval by the government to ensure sufficient storage capacity is available. Delivery shall be completed by the 15th of each month (September 15th, 2020 thru September 15th, 2021 or sooner if all hay has been delivered).

Example: Based on 1,000 tons if thirteen deliveries are made the minimum delivery amount would be 80 tons with the last delivery being less. If 4 deliveries are made at the maximum deliver amount of 250 ton with all deliveries being the same.

Delivery schedule may change depending on if multiple awards are made and or if agreed to by all parties.

The government reserved the right to change Delivery schedule depending on if multiple awards are made, number of horses and storage capacity at the corrals and/or if agreed to by all parties.

Directions: From Alturas, Ca travel West on Highway 299 approximately 3 miles, turn left onto County Road 73 (AKA Barnes Grade/Crowder Flat Road), Continue on County Road 73 for 2.5 miles, just before the pavement ends, turn left onto County Road 74, towards Devils Garden Conservation Camp (Signs for both the Corrals and Camp present near the roadway), Continue approximately 2 miles down County Road 74, and turn right at the Double Devil Wild Horse Corrals Sign.
