SECTION 00 10 00 - Solicitation

Requirement is comprised of multiple requirements identified as an individual line item. Contractor is not required to submit a quote on each item.

1. DESCRIPTION OF WORK

Item 001: Hat Creek Work Center Engine Bay HVAC System Replacement

A. The project requires the furnishing of all labor, equipment, transportation, supplies, and materials to replace the HVAC system in the Engine Bay/Fire Station building located at the USFS Hat Creek Work Center. The work consists of:

1. Removing and disposing of one (1) A/C unit (Lennox HS14-651V-6P), one (1) Furnace unit (Lennox Pulse G1404/5-100-6), an evaporator coil, blower, refrigerant (R-22), one (1) thermostat, and all associated connections as necessary.

2. Replacing these units with energy star same sized units that will work and be compatible with each other and the existing HVAC ductwork and utility connections. Installing two systems (top floor and bottom floor) or split systems will be considered provided it meets heating and cooling requirements.

3. Installing gas, electrical, flue, refrigerant, and condensate connections to existing utility systems as required by the manufacturer for the new A/C unit, furnace, blower, and evaporator coil.

4. Replacing the existing A/C Unit and evaporator coil.

a. The capacity of the unit shall be 6 ton, 72,000 Btuh (nominal) of cooling or greater. The evaporator airflow shall be 1,800 cfm to match existing.

b. See Section 236200 - Packaged Compressor and Condenser Unit for product specifications.

5. Replacing the Furnace Unit (100,000 Btu Input, 95,500 Btu Output) and blower.

a. The furnace shall operate at 3,365 ft elevation.

b. See Section 235416 - Gas-Fired Furnaces for product specifications.

6. Replacing the thermostat.

7. Testing, adjusting, and air balancing the HVAC system after installation.

8. Verifying proper operation of all equipment.

B. A site visit is recommended due to the complexity of this system and possibility of alternatives for HVAC replacement, please contact Sylvia Qi, Facilities Engineer, (530) 816-0424.

C. Location: This project is located in Shasta County, California. The work site is at the USFS Hat Creek Work Center, 17696 Hwy 89, Hat Creek, CA 96040. The HVAC units to be replaced are located at the Fire Station building.

D. Directions: From Susanville, head west on Hwy CA36 for approximately 5 miles, turn right onto Hwy CA44 heading northwest for approximately 46 miles, and then turn right onto Hwy CA89 heading north. The Hat Creek Work Center is accessed off the west side of Hwy CA89 and is approximately 11 miles north of the CA89/CA44 intersection. See Location Map for more details.

Item 002: Hat Creek Ranger Station District Office HVAC Unit Replacement

A. The project requires the furnishing of all labor, equipment, transportation, supplies, and materials to replace one HVAC unit in the Main Office building located at the USFS Hat Creek Ranger Station. The work consists of:

1. Removing and disposing of one (1) Furnace unit (Bryant Plus 90 350MAV060100) located in attic, an evaporator coil, blower, refrigerant (R-22), one (1) A/C unit (Bryant Model 593CN060-D),one (1) thermostat, and all associated connections as necessary.

2. Replacing these units with energy star same sized units that will work and be compatible with each other and the existing HVAC ductwork and utility connections.

3. Installing gas, electrical, flue, refrigerant, and condensate connections to existing utility systems as required by the manufacturer for the new A/C unit, furnace, blower, and evaporator coil.

4. Replacing the Furnace Unit (100,000 Btu Input, 94,000 Btu Output) and blower.

a. The furnace shall operate at 3,327 ft elevation.

b. See Section 235416 - Gas-Fired Furnaces for product specifications.

5. Replacing the existing A/C Unit and evaporator coil.

a. Verify the Bryant Model 593CN060-D AC unit corresponds with the furnace to be replaced. There is a possibility that the corresponding unit is the Bryant Model 563CN036-C as there are several HVAC systems in the building.

b. Provided the corresponding AC unit is Bryant Model 593CN060-D, the capacity of the replacement unit shall be 5 ton, 60,000 Btuh (nominal) of cooling or greater. The evaporator airflow shall match existing.

c. See Section 236200 - Packaged Compressor and Condenser Unit for product specifications.

6. Replacing the associated thermostat.

7. Testing, adjusting, and air balancing the HVAC system after installation.

8. Verifying proper operation of all equipment.

B. A site visit is recommended due to the complexity of this system as there are multiple systems in the building, please contact Sylvia Qi, Facilities Engineer, (530) 816-0424.

C. Location: This project is located in Shasta County, California. The work site is at the USFS Hat Creek Ranger Station, 43225 East Hwy 299, Fall River Mills, CA 96028. The HVAC unit to be replaced is located at the District Office building.

D. Directions: From Susanville, head west on Hwy CA36 for approximately 5 miles, turn right onto Hwy CA44 heading northwest for approximately 46 miles, turn right onto Hwy CA89 heading north for approximately 22 miles, and then turn right onto Hwy CA299 heading northeast towards Fall River Mills. Fall River Mills is situated between McArthur and Burney, CA. The Hat Creek Ranger Station is accessed off the south side of State Highway CA299 in central Fall River Mills. It is approximately 11 miles northeast of the CA89/CA299 intersection. See Location Map for more details.

Item 003: Old Station Visitor Center HVAC System Removal

A. The project requires the furnishing of all labor, equipment, transportation, supplies, and materials to remove and dispose of the packaged HVAC system in the Visitor Center building located at the USFS Old Station Visitor Center. The work consists of:

1. Removing and disposing of one (1) heating/cooling packaged HVAC unit (Trane YCC018F1L0BH), including the refrigerant (R-22), one (1) thermostat, exterior ductwork and all associated connections as necessary.

2. Removing electrical wiring and conduit back to the disconnect switch.

3. Capping the gas line.

4. Covering the existing exterior ductwork openings going into the crawlspace with fiber cement siding, prefinished, 5/16" thick, grooved woodgrain texture. Color to be selected by the COR.

B. Location: This project is located in Shasta County, California. The work site is at the USFS Old Station Visitor Center,. The HVAC unit to be removed is located at the Visitor Center A-frame building.

C. Directions: From Susanville, head west on Hwy CA36 for approximately 5 miles, turn right onto Hwy CA44 heading northwest for approximately 46 miles, and then turn left onto Hwy CA89 heading south. The Old Station Visitor Center is accessed off the east side of State Highway CA89 near the intersection with State Highway CA44.

It is approximately ¼ mile south of the CA89/CA44 intersection. See Location Map for more details.

Item 004: Eagle Lake Ranger Station District Office HVAC Unit Replacement

A. The project requires the furnishing of all labor, equipment, transportation, supplies, and materials to replace two (2) HVAC units in the District Office building located at the USFS Eagle Lake Ranger Station. The work consists of:

1. Removing and disposing of two (2) A/C units (unit 1A- Lennox HS22-411V, unit 1B- Lennox HS22- 511V), two (2) Furnace units (units 1A & 1B- Lennox GSR2104/5-80 located in attic), two (2) evaporator coils, two

(2) blowers, refrigerant (R-22), and all associated connections as necessary. See original mechanical drawings M0.2, M1.2 and M1.2a.

2. Replacing these units with energy star same sized units that will work and be compatible with each other and the existing HVAC ductwork and utility connections.

3. Installing gas, electrical, flue, refrigerant, and condensate connections to existing utility systems as required by the manufacturer for the new A/C units, furnaces, blowers, and evaporator coils.

4. Replacing two (2) A/C Units and evaporator coils.

a. A/C Unit 1A: The capacity of the unit shall be 3 ton, 37,000 Btuh (nominal) of cooling or greater.

The evaporator airflow shall be 1,800 cfm to match existing.

b. A/C Unit 1B: The capacity of the unit shall be 4 ton, 49,000 Btuh (nominal) of cooling or greater.

The evaporator airflow shall be 1,800 cfm to match existing.

c. See Section 236200 - Packaged Compressor and Condenser Unit for product specifications.

5. Replacing two (2) Furnace Units and two (2) blowers.

a. Furnace Units 1A & 1B: The capacity of the units shall be 80,000 Btu Input, 72,000 Btu Output.

b. The furnaces shall operate at 4,838 ft elevation.

c. The airflow (cfm) on the new blowers shall match existing.

d. See Section 235416 - Gas-Fired Furnaces for product specifications.

6. Testing, adjusting, and air balancing the HVAC systems after installation.

7. Verifying proper operation of all equipment.

B. A site visit is recommended due to the scope and complexity of this project, please contact Sylvia Qi, Facilities Engineer, (530) 816-0424.

C. Location: This project is located in Lassen County, California. The work site is at the Eagle Lake Ranger Station, 477-050 Eagle Lake Road, Susanville, CA 96130. The HVAC units to be replaced are located at the District Office building.

D. Directions: From Susanville, head west on Hwy CA36 for approximately 3 miles, turn right onto Eagle Lake Rd (County Road A1), heading northwest for approximately .2 miles, and then turn right into the Ranger Station.

Item 005: Almanor Ranger Station District Office Thermostat Replacement

A. The project requires the furnishing of all labor, equipment, transportation, supplies, and materials to replace the server room A/C unit, the BARD HVAC unit for Barrack B3, and four (4) thermostats at the District Office building located at the Almanor Ranger Station. The work consists of:

1. Removing and disposing the current server room A/C unit located outside the break room, the wall-mount HVAC unit and all associated connections as necessary, and the four (4) aged thermostats and all associated connections as necessary. Three (3) of the thermostats are in the main office, one is in the timber building.

2. Replacing the broken A/C unit with an Amana 3 Ton unit or an approved equal that will work and is compatible with the existing HVAC control system. Install according to manufacturer directions and recommendations, performing minor modifications to control panel and connections as necessary.

a. The unit shall be Energy Star qualified with a minimum of 14 SEER, designed for operation on 230/208 Volt, Single Phase, 60 Hz power.

3. Replacing the wall-mount unit with a BARD Exterior Wall-Mount Gas/Electric Unit (WG*S Series- WG3S2-A) or an approved equal that will work and be compatible with the existing HVAC control system;

installing gas, electrical, flue, and condensate connections to existing utility systems as required by the manufacturer for the new unit; reconnecting the unit to existing ductwork (if any) and minor modifications to utility closet space/control panel as required to accommodate the new unit.

a. Unit shall be Energy Star qualified with a minimum 11 EER rating, ~80% AFUE, designed for operation on 230/208 Volt, Single Phase, 60 Hz power. Convert the 2.5 ton wall-mount unit to run on propane gas.

Cooling capacity of 35,000 BTUh, heating input of 50,000 BTUh and heating output of 41,000 BTUh.

4. Replacing four (4) thermostats. The thermostat in the timber office building shall be replaced with the thermostat from the server room in the main office. The 4 thermostats in the office shall be replaced with the specified thermostats (basically swapping the server room thermostat with the new one that would have replaced the one at the timber office).

a. See Section 235416 Gas-Fired Furnaces (Part 2.3 Thermostats).

5. Verifying proper operation of all equipment. For server room A/C unit and Barracks B3 HVAC system, test and adjust to balance air flow.

B. Location: This project is located in Plumas County, California. The work site is at the Almanor Ranger Station, 900 East Hwy 36, Chester, CA 96020. The A/C unit to be replaced is located at the District Office building.

The BARD HVAC unit

C. Directions: From Susanville, head west on Hwy CA36 for approximately 36 miles. The Almanor Ranger Station is accessed off the north side of State Highway CA36 on the east side of Chester across from the airfield.

2. PERIOD OF PERFORMANCE

A. Thirty (30) calendar days per project. Estimated time period is in May/June 2019.

B. Operations shall be scheduled so that work is completed between the hours of 8 a.m. and 5 p.m. Monday through Friday, except on Federal Holidays. Permission to work an alternate schedule or hours outside those designated may be requested from the Contracting Officer.

3. SUBMITTALS/APPROVALS

A. Scope: Submittals include design computations, shop drawings, manufacturers' literature, as-built drawings, samples, and maintenance manuals.

B. Requirements: Allow at least 5 working days for review. Submittals shall be delivered to the Contracting Officers Representative (COR) at the Lassen National Forest Headquarters Office, 2550 Riverside Dr, Susanville, CA 96130.

1. Manufacturer's Literature: Submit 3 copies of the manufacturer's descriptive data for units to be used on this project.

2. Installation Instructions: Submit 3 copies of the manufacturer's installation instructions for the units to be used on this project.

3. Operating and Maintenance Instructions: Submit 3 copies of the manufacturer's operating and maintenance instructions for the units to be used on this project.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

D. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

5. QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.

D. Equipment: Prior to ordering equipment, verify dimensions and functions of equipment proposed for use including the electrical service requirements. Be certain the equipment is compatible with the structural and architectural features of the work, avoids conflicts with equipment of other crafts, and that it will fit in the space provided.

6. DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products protecting them from damage.

7. PROJECT/SITE CONDITIONS

A. Site Conditions:

1. Each site has utilities available. Potable water, electrical power, and toilets shall be available for the

Contractor's use.

B. Climatic Conditions and Construction Season:

1. The elevation is different at each site. See Section 1. Description of Work, for site elevations.

2. Construction activities in these areas are typically year round. The actual start date will be determined at the time of Contract Award and Pre-Work Conference.

C. Environmental Considerations:

1. Fuel or oil spills occurring in soil during the work of this project shall be excavated to a depth of 12 inches beyond contaminated material and removed from the work site. Prescribed measures to prevent water pollution to nearby water resources shall be strictly observed.

2. The Contractor shall clean-up litter and discarded material each day during construction. All construction debris and trash shall be deposited into trash receptacles while on the jobsite then removed from the jobsite and disposed of at an approved landfill.

3. Items or debris not designated as salvage for the Government shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility.

Sale of material onsite is not allowed unless authorized in writing by the Contracting Officer. When hazardous materials are encountered during demolition operations, comply with applicable federal, state, and local regulations, laws, and ordinances concerning removal, handling, and protection against exposure or environmental pollution.

Burning of removed materials is not permitted on the work site.

D. Material Stockpile /Storage and Equipment Staging:

1. Adequate space exists at the project sites for parking vehicles, equipment, and stockpiling materials.

Final locations will be field-approved by the COR.

2. Contractor shall operate and park vehicles and equipment within existing roadways and parking areas.

8. SEQUENCING AND SCHEDULING

A. Work Schedule: The schedule shall be submitted at the preconstruction conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.

B. Pre Work Conference:

1. Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

C. Progress Meetings:

1. To be held at the project site, or as determined by the Contracting Officer.

2. May be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda.

D. Final Inspection:

1. To be held at the project site, or as determined by the Contracting Officer.

2. Notify the Contracting Officer in writing at least 5 working days before the completion date so the

Government can schedule final inspection.

3. The superintendent shall be present during this inspection.

SECTION 00 21 13 - Instructions to Bidders

Site visit (see FAR 52.236-27 and 52.236-27 Alt I, Page 22)

Quote incorporates all amendments and Q&A's (if any) that have been posted to FBO. Submit quotes by the date and time stated in Block 13a or as amended.

Inquiries

Any prospective quoter desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing, not later than 5 calendar before the closing date, to allow a reply to reach all prospective quoters before submission of their quotes. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Requests for explanation or interpretation of the solicitation, drawings, specifications, etc. may be submitted by email to Tracy Marino at tracy.marino@usda.gov.

Instructions for Submission of Quotes

(a) Submit signed and dated quotes to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotes may be submitted via the Schedule of Items plus Technical Response documents of the Quoter's design as specified in the solicitation. Quotes shall be submitted in two parts (technical and price). Each part shall be separate and complete in itself so that evaluation of one may be accomplished independently of the other. As a minimum, quoters must show:

(1) Pricing and Contact Information (use SF 1442 and Schedule of Items). This should be considered as your price submission)

(2) Acknowledgment of any Solicitation Amendments (use SF 1442);

(3) Response to non-price evaluation factors (see Section 00 21 13, Evaluation Criteria).

(4) All applicable fill-in provisions. For solicitations issued on an SF 1442, this would include Section 00 45 00.

(5) Quoters shall submit past performance information for their firm and any proposed major subcontractors.

Performance information may be obtained from references provided. List all major contracts and subcontracts completed during the past three years and all contracts and subcontracts in progress. The list should include, but is not limited to, contracts and subcontracts similar in nature and complexity to that required by this solicitation.

Include contracts with the Federal Government, agencies of state and local governments, and commercial customers. Quoters that are newly formed entities, without prior contracts as an entity, should list contracts and subcontracts completed by all key personnel. Firms with no experience in the type of work described may show similar type projects which demonstrate their ability to perform in a timely manner, experience, and past performance of their employees, or their work as a subcontractor.

(i) As a minimum, the following information should be included for each contract/subcontract, 1) Who the work was done for; 2) Contract Number (if Federal, State or Local Government); 3) Total contract price; 4) Completion date, or anticipated completion date if in progress; 5) Description of work; 6) Contracting Officer; 7) Project Manager or Contracting Officer's Representative; and 8) List of major subcontractors

(ii) The quoter may provide information on problems encountered on the contracts and subcontracts listed and the corrective actions taken to resolve those problems. The Government may obtain information from existing contract files. Because discussions may not be held, the quoter may refute any problems.

(iii) The quoter may include letters of appreciation for contracts and subcontracts previously completed.

(b) Late submissions, modifications, revisions, and withdrawals of quotes. Quoters are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the mailto:tracy.marino@usda.gov solicitation by the time specified in the solicitation. Quotes received after the designated time may not be considered if the Contracting Officer has begun the evaluation process.

(c) Contract award. The Government intends to evaluate quotes and award a contract without discussions with Quoters. Therefore, the Quoter's initial response should contain the Quoter's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

(d) System for Award Management (SAM). To be considered for award all Quoters must be successfully registered in the SAM database (www.sam.gov) AT THE TIME A QUOTE IS SUBMITTED. See FAR Clause 52.204-7, System for Award Management, as applicable for requirement information.

Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov will no longer need to have an approved Entity Administrator notarized letter on file before their registration is activated. All non- Federal entities still must mail the original, signed copy of the notarized letter to the Federal Service Desk. Failure to do so within 30 days of activation may result in the registration no longer being active. Contractors who are new to the SAM registration process are highly encouraged to begin registering as soon as possible to avoid any possible delays prior to submission of bid. Remember, there is no cost to use SAM. To find out additional information about the changes of the SAM registration process, contractors should visit the Frequently Asked Questions (FAQ) link located at the top of the SAM homepage (www.sam.gov).

Contractors shall have representations and certifications completed in www.sam.gov OR provide FAR clause 52.204-8, Annual Representations and Certifications, with paragraph (c) completed. If completing the aforementioned clause, provide with submitted bid.

(e) Unique Entity Identifier (formerly Data Universal Numbering System (DUNS) Number. Place the annotation "Unique Entity Identifier" as well as Electronic Funds Transfer (EFT indicator, if applicable (formerly DUNS+4)" next to your name and address on the first page of your quote. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Quoter to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Quoter does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Quoter should indicate that it is a Quoter for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(f) Electronic Submissions

(1) Quoters must submit electronic responses this solicitation. Email quotes to tracy.marino@usda.gov. Please limit the size of your file to 5 MB or less; more is not always better, so please be concise. Include the solicitation number in the subject line of the email. Files in Adobe Acrobat are the preferred file type; other types may be accepted but the quoter may be required to change type if the Government cannot open the attachment.

(2) If any portion of a quote received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document--

(i) The Contracting Officer immediately shall notify the quoter and permit the quoter to resubmit the quote.

(ii) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the http://www.sam.gov/ http://www.sam.gov/ http://www.sam.gov/ http://www.sam.gov/ http://www.sam.gov/ mailto:tracy.marino@usda.gov quoter; and

(iii) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the quoter complies with the time and format requirements for resubmission prescribed by the Contracting Officer.

(3) Facsimile Submissions will not be accepted.

(4) Hard Copy Submissions will not be accepted

Basis for Award

(a) The contracting officer shall make a contract award (1) by written or electronic notice; (2) within the time for acceptance specified in the quote or an extension; and (3) to that responsible quoter(s) whose quote, conforming to the solicitation, will be most advantageous to the Government.

(b) To be determined responsible, a prospective contractor must --

(1) Have adequate financial resources to perform the contract, or the ability to obtain them;

(2) Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments;

(3) Have a satisfactory performance record. A prospective contractor shall not be determined responsible or nonresponsible solely on the basis of a lack of relevant performance history;

(4) Have a satisfactory record of integrity and business ethics;

(5) Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors).

(6) Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them;

and

(7) Be otherwise qualified and eligible to receive an award under applicable laws and regulations.

(c) To be determined responsive, a responsive bid must comply in all material respects with the solicitation.

Examples of solicitation requirement that could determine responsiveness include:

- acknowledgement of amendments (if any);

- completed representations and certifications; and

(d) Award may not be made as a whole to one quoter. The Government will award a contract or contracts resulting from this solicitation to the responsible quoter(s) whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated on the basis of the lowest price of quotes meeting or exceeding the acceptability standards for other factors. The non-price evaluation factors are either pass or fail. A technical evaluation will begin with the lowest priced quote received and only continue if that quote is deemed technically unacceptable, as a result, a technical evaluation is not expected to be performed on every quote received. Best Value is expected to result from selection of a technically acceptable quote with the lowest evaluated price.

(1) For past performance, each quote will be evaluated on their performance under existing and prior contracts of a similar nature. The Government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. References other than those identified by the offeror may be contacted by the Government, with the information received used in the responsibility determination and in evaluation of the quoter's past performance. Firms lacking a past performance record (e.g., new firms) will be treated as an unknown performance risk, receiving a neutral score in this criteria.

(2) Relevant experience will be evaluated on the basis of the jobs that the offeror has had similar in nature, scope, and difficulty to the work that the contractor will have to perform under the contract awarded based upon this solicitation. If an offeror has no experience with similar work, the government will evaluate its experience as "None", which could be an unfavorable assessment.

(3) Price will include consideration of pay item prices entered in Schedule of Items. It is the Government's intent to assess the prices to determine reasonableness and quoterr's understanding of the work and ability to perform the contract.

(e) The Government will determine the acceptability of each quote on a pass or fail basis considering the following factors:

(1) A quoter takes exception to the any of the terms and conditions of the RFQ, including attachments.

(2) A quoter is not currently registered in the System for Award Management (SAM) by the closing date of the solicitation.

(3) A quoter cannot be verified as a Small Business as shown in SAM or other proof as submitted by the quoter.

(4) An incomplete quote that lacks sufficient information for the government to perform a technical evaluation to determine acceptability.

Evaluation Criteria

(a) The following factors will be used to evaluate quotes:

1. Past Performance

Factor 1: Past Performance

Past performance is a measure of the degree to which a vendor, as an organization, has satisfied its customers, and complied with federal, state, and local laws and regulations. The Government may inquire about the following elements, which are all of equal importance in relation to each other,

(1) quality of the work (demonstrated ability to perform services in accordance with contract specifications.

Conformance to good standards of workmanship);

(2) customer satisfaction (satisfaction of end users with the Contractor's completed products and services);

(3) timeliness of the Firm during performance and the final completion of the project (compliance with delivery schedules; reliability; responsiveness to technical direction, no assessment of liquidated damages);

(4) overall business relations (effective management; ability to manage projects involving subcontracts; working relationship with the Contracting Officer and technical representatives; reasonable/cooperative behavior; flexibility;

effective contractor recommended solutions; businesslike concern for Government's interests); and

(5) cost control (ability to complete contracts within budget (at or below); reasonableness of price change proposals submitted; providing current, accurate, and complete billings).

The Government may contact references beyond those identified by the quoter to obtain additional information in the evaluation of the quoter's past performance. Performance information may be obtained on any federal, state, local, and commercial contract performance of the quoter that is known to the Government and may include information from existing contract files. Additionally, personal experience and an evaluator 'spersonal knowledge of quoter's performance may be used.
