Trabuco 2019 Hazardous Fuels Reduction Projects

Solicitation Number: 129AB5-19-R-0004

Pre-bid Meeting, May 15, 2019 10AM.

El Cariso Fire Station, 32353 Ortega Hwy, Lake Elsinore, CA 92530.

The following questions were raised by prospective contractors and answered by Forest Service Representatives during the pre-bid field trip:

1. Is the contractor required to cut smaller shrubs, even those of shorter stature like buckwheat?

What about the tall grasses that we currently see?

The contractor requires the removal of approximately 75 percent of the shrubs down to a 4 inch stub height, this may include shrubs of smaller stature like buckwheat. We understand that in some cases the material may be too brittle or soft to cut or that if cut it may be not able to piled. Contractor shall make their best effort to meet contract specifications across each acre.

2. Are the 60 calendar days allotted for both the mandatory and optional units?

No, the current contract time is based off a production rate to complete the mandatory items, if optional items are awarded then additional calendar days would be negotiated with the Contracting Officer based on production rates stated in your technical proposal.

3. Will USFS require one foreman per crew? Or one foreman for the job?

One foreman on project when they are working. If more than one crew, I think as long as there is someone who speaks English with them then that will work.

4. If we have multiple crews in the field, do we need to provide multiple fire spotters? Or is the intent to have crews work in proximity so that one spotter will suffice?

One spotter will suffice given the size of the project. So long as the spotter is checking the areas being worked when specified.

5. Will USFS provide mapping of exclusion zones or solely set flagging in the field in the areas that need to be avoided?

We can provide mapping of the exclusion zones but they will be flagged

6. Are there formal qualifications standards for the required fire control person?

No formal qualifications for the fire patrol so long as they know the process for reporting any fire starts.

7. Will the contractor be required to set up a vehicle wash station to ensure no soil, seeds, vegetative material, or other debris that could contain or hold seeds of noxious weeds?

No was station is required. However compliance with Equipment Cleaning paragraph (pg. 16) of solicitation and subsequent contract. This is a hand work requirement and do not expect equipment that needs to be washed.

8. Does the crew need to wear fire protection clothing or any other PPE?

No additional PPE needed for fire patrol

9. Section C.8-5 lists potential traffic control measures, but can USFS be more specific about the measures which will be necessary along the one-lane road near RC-1?

Traffic control near RC-1 will be minimal as the road leads to a dead end. However, when working on the road they will need appropriate signage. i.e. hazard tree felling ahead, cones if need be, etc

10. Are there any restrictions on moving and handling slash, e.g. when moving slash from slopes or confined areas to flatter or more open areas?

No restrictions on moving slash to flatter or more open areas as long as it is done by hand. No machinery is allowed.
