SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 SCOPE OF CONTRACT
This contract provides for fuels reduction/modification, fuels removal, timber stand improvement and related work for approximately 69 acres to be performed in compliance to the contract terms, specifications and provisions. The Contractor shall furnish labor; equipment; supervision;
transportation (including but not limited to mobilization); operating supplies and incidentals (including but not limited to all water and all Sporax®/Cellutreat necessary for contract operations) Mobile or electronic devices that can use AVENZA Maps for project accuracy. If additional funds become available extra acres can be added.
C.2 Project Location & Description The project is located south of the community of Big Pines off of the Angeles Crest Highway, adjacent to the Mt. High Ski Resort and Guffy Camp Ground. The Pacific Crest Trail runs through and adjacent to the project units.
Access Access off of the 3N26.1 to the 3N06.1 RD, just off the Angeles Crest Highway in the community of Big Pines.
C.3 Maps Maps showing the general vicinity and/or specific work areas are included as attachments.
C.4 Estimated Start Date & Contract Time Start: March, 2020 Period of Performance: The contract time will be 365 days. Contract time includes delays for weather; project activity level restrictions; all applicable wildlife limited operating periods;
locating and transporting supplies and materials; and final cleanup.
C.5 Description/Specifications General Fuels will be reduced in chaparral, and timbered stands by means of hand and mechanical treatments. On slopes less than 30%, some mechanical tracked and rubber tired mastication treatments may be used. Chain saws, pruning saws, and hand tools will be the primary source of fuels reduction hand treatments. Fuels treated within the project site will be either removed, chipped, or masticated on-site and scattered within the project area. Surface ground disturbance will be minimal for soil stabilization; grass and small shrubs will be left in place with a stump height of 2 inches from ground level. Bio mass left in place for soil stabilization will be at depths of 3 inches or less.
The project will include two Primary treatment and two Secondary activities.
Primary treatment:
1) Mastication- Roughly 80% of the project area is treatable by mechanical treatment. On Slopes less than 30% with short runs up to 50% mastication equipment can be used but soil disturbance is to be kept minimal. +
2) Cut/ Pile. Cut/ Lay, thin, prune and remove dead trees throughout the entire unit.
Additional activities:
1) Cut and Chip – Along the road identified on the map
2) Hand line construction around the perimeter of the project, 5 ft from edge 2ft wide down to bare minimum soil. Identified on the map.
General Treatment Guidelines:
• Remove up to 80% of brush (Chaparral, Sage, Manzanita) the 20% left over should consist of scattered individual species.
• Roughly 80% of workable materials are on slopes 30 percent or less. On slopes less than 30% mechanical treatment is recommended.
• 8-10 ft. of ladders fuels will be removed.
• 40% of canopy cover may be reduced where trees are present.
• If tree removal is necessary then suppressed, intermediate and co-dominate trees will be first (no white fir or big cone Douglas fir species of any size will be removed).
• No trees larger than 16 DBH will be removed.
• Snags may be removed, leaving 2-3 per acre.
• Chipped material will be “blown” back onto the slope where feasible enhance soil coverage. Masticated material will be left on site.
• Pacific Crest Trail (PCT) A minimum 100ft buffer must be maintained from the trail where mechanical equipment is not allowed. The First 40ft of vegetation on both sides of the PCT should remain untouched, but the remainder of the 100’ buffer can be completed using hand tools.
• To limit unauthorized OHV use, a 20’-30’ buffer of dense vegetation will be left along the road way.
• Where the cut and lay treatments meet the edge of the fuelbreak, leave a 15 foot buffer between the edge and the cut material for future control lines.
• Treatment parameter should resemble a wave/swell like appearance and refrain from straight lines.
• Hand line will be down to bear minimum soil 2 foot wide, no stub’s, no burms.
Fomes annosus (Heterobasidion annosum) is a fungus that attacks a wide range of woody plants causing a decay of the roots and butt and the death of sapwood and cambium. All conifer species in California are susceptible to the fungus. To reduce the risk of fomes annosus infestation, Sporax or Cellutreat will be applied to freshly cut stumps. The active ingredient in Sporax is borax, a naturally occurring mineral made of sodium, boron, oxygen, and water. No treatment of vegetation would occur within 50-200 feet of streams; therefore, no borax is anticipated to enter the streams within the project area. Sporax would be applied in localized treatments, has low toxicity, and would not be used near water or during rain events.
Unit flagging will be marked with colored flagging, and discussed with contractor.
The Contractor shall apply Sporax®/Cellutreat to all freshly cut conifer stumps 2.0” in diameter and larger. Application shall occur within 4 hour of cutting. The Contractor shall adhere to all County, State, and Federal laws and regulations regarding this pesticide. This included label directions and restrictions for application, handling storage, transportation and employee safety.
The Contractor shall obtain all necessary permits and licenses for application of this pesticide.
The Contractor shall submit all required Use Reports to all appropriate agencies within required time frames.
Snag Removal
All trees 16 inches in diameter or greater will remain unless canopy cover is compromised.
Small Diameter Thinning
Maximum stump height of the thinned trees shall be no greater than 6 inches.
A sample mark or marks, and additional clarification may be provided by the Forest Service if requested.
Pruning
The lower branches of all residual trees, taller than 30 feet shall be pruned at the bole or main stem to a height of 10 feet. All retained oak species shall have all the primary uncut stems pruned to a height of 10 feet. All residual trees less than 20 feet tall shall be pruned to a height no greater than 1/2 of the tree height.
Low hanging, sweeping branches less than ten feet above ground level and connected to the primary tree bole above ten feet shall be cut at an average height of ten feet above ground level. This usually is necessary on trees such as oak species with low sweeping branches.
Brush Cutting
Boundaries between treatment levels will maintain free-form shapes and edges that replicate natural patterns in surrounding landscape; avoid straight lines by scalloping and feathering along edges of vegetation. The feathering of edges includes undulating edges horizontally and diverse heights of the brush retained on site.
Rock outcrops within the project areas will not be disturbed if they do not create a hazard to the traveling public, do not significantly interfere with vegetation treatment, and do not look out of place in the natural landscape.
Precaution will be taken to prevent scarring of leave trees by equipment.
Live and dead shrubs shall be cut and removed from the area beneath the dripline of all residual trees and tree clumps. All brush shall be cut below the lowest live branch and have a stump height not greater than 4 inches above ground level or above obstacles.
Slash Treatment All slash within the unit (created and existing slash), including logs, dead brush, and other woody debris less than 2.0 inches in diameter and 4.0 feet in length resulting from thinning, pruning, brush clearing, and dead tree removal activity shall be machine masticated, chipped, shredded, mulched, or removed.
Residual masticated vegetative debris resulting from Contractor’s operations shall lie flat on the ground and not exceed an average of 3 inches in depth. Individual pieces of vegetative debris 2.0 inches in diameter and 4.0 feet in length and shall lie flat. No masticated or cut material shall accumulate against boles or beneath the dripline of residual trees. Chip depth in units or on landings shall not exceed an average of 3 inches in depth. Excess material must be removed from the site.
Contractor's operations shall not unnecessarily damage retained trees.
