Please note the edit to paragraph 7.0 incorporating items D and E.

D. Remove old equipment and return removed equipment to USDA maintenance personal for accountability.

Remove existing equipment and dispose equipment that will no longer be used except for the circuit breakers. Disposal of these items will be done in accordance with local laws and ordinances. Return existing circuit breakers to the maintenance personnel onsite for accountability.

E. Install equipment efficiently to limit downtime and provide advance notice of power loss to Administrative Officer for coordination purposes.

Install new equipment efficiently and provide temporary power when power loss will be longer than 2hrs. Coordinate with the Administrative Officer anytime power will be lost. Temporary power is required for power losses lasting longer than 2 hours due to critical research equipment onsite.

RFI Questions/Answers

1) Can the Site Superintendent act as the Quality Control Manager as well as the

Site Safety Health Officer; one person wearing all three hats? Or will a separate QC Manager and Separate SSHO be required?

Response: This could potentially be allowable but will need to be discussed in more detail at the preconstruction meeting.

2) Section C, para. 1.04 (Material and Equipment) of the RFQ indicates that the contractor is to return the demolished equipment (Transformers and Switchboards) to the USDA maintenance personnel. How far away from the project site will the equipment need to be transported?

Response: The only items we need returned to us would be the old circuit breakers if new circuit breakers will be used.

3) Are there any known hazardous materials (PCB’s)? If so, will the contractor be required to drain and dispose prior to transporting to the USDA maintenance personnel?

Response: No known hazardous materials at this time.

4) Section C, para. 1.07 (Permits)of the RFQ indicates that the contractor is responsible for the costs of permits, etc. Are there any known permits required for this project?

Response: Apart from the required licenses and codes, there are no known permits required for this project.

5) Section C, para. 1.07 (Permits) of the RFQ indicates that the contractor is responsible to contact PG&E to coordinate the replacement of the transformers. To what extent would the contractor need to coordinate with

PG&E?

Response: Contact PGE for requirements to verify of coordination is needed.

6) Will temporary power be required during the replacement and or relocation of transformers and switchboards?

Response: Temporary power will be required due to critical research equipment on site

7) Section F, FAR Clause 52.211-10 (Commencement, Prosecution, and

Completion of Work) of the RFQ indicates the period of performance to be 90 calendar days after the date the contractor receives the NTP. Due to the current supply chain issues, the construction industry is experiencing very long lead times on materials (i.e., Electrical switchgear is 12 to 18 months after approved submittals). Manufactures are not holding their prices or committing to any schedules until the products are approved and released for production. Can the NTP be issued after the approved submittal process and delivery of the transformer and switchboards?

Response: The NTP will be issued after the preconstruction meeting. The period of performance can be adjusted once the lead time is established.

8) Will the Government allow the contractor to use the FAR Clause 52.216-4 (Economic Price Adjustment) to recover costs incurred due to inflation and the long lead times affecting the construction and manufacturing industries?

Response: This will be a Firm Fixed Price (FFP) contract. This clause is not included.

9) Are we responsible disposal of the T2, T8 transformer and switchgear, if yes, is there a PCB in the transformer oil?

Response: Yes, the contractor will be responsible to dispose of the equipment.

The only items we want returned are the circuit breakers. No PCB suspected at this time.

10) Are we responsible to disconnect and removal of transformer T9 primary and secondary power cables?

Response: This is a 1:1 replacement. Reuse the existing primary and secondary feeders.

11) Can the duration of the project be extended due to the extremely long lead times for the equipment required for this project? Requesting a duration of 80 weeks/ (560 days) for the project.

Response: The period of performance can be adjusted once the lead time is established.

12) Can you provide additional pictures of the name plates on the existing equipment: transformers T2, T8 and T9, switchboard T2 and T8?

13) Can you provide any as-built drawings that show the existing conduit/ conductors for following equipment: transformers T2, T8 and T9, switchboard T2 and T8?

Response: See pictures above in response to question 13)

14) Can you provide clarification on the SOW required for transformers T9? It states the transformer T9 is currently being used to feed buildings 18 and 19 and is going to be used to replace transformer T8? What is going in the place of transformer T9 once it is moved to the T8 location?

Response: T9 will no longer be needed due to other renovations occurring onsite.

15) Is a C10 license sufficient to bid this project? Are there any bonding requirements?

Response: A C10 license is sufficient. Performance and Payment bonds are required.

16) The SOW states to replace hardware to match existing specifications. Please provide all information regarding equipment specifications and any applicable electrical plans available.

Switchboard for T8 will require 7 circuit-breakers as follows: two 225-amp circuit-breakers, one 400-amp circuit-breaker, one 200-amp circuit-breaker, one 600-amp circuit-breaker, one 30-amp circuit-breaker, and one 1200-amp circuit-breaker.

Switchboard for T2 will require 10 circuit-breakers as follows: four 400-amp circuit-breakers, one 600-amp circuit-breaker, four 225-amp circuit breakers, and one 1200-amp circuit-breaker.

Reuse existing feeders refer to question 11.
