12850818R0007 Rock Stock Piling

Q1. Delivery is Mon-Fri only, no Federal holidays and during daylight hours. Daylight hours means sunrise to sunset?
A1. Delivery shall be Monday through Friday and no Federal Holidays. The Forest Service considers daylight hours to be sunrise to sunset. The Forest Service considers this to be a flexible area, and will work with the awardee on any concerns with daylight hours in respect to delivery of the rock.
Q2. Are there any restrictions on large trucks being able to dump and turn around? Loads may be up to 27 tons per truck.
A2. The Forest Service Engineer who will be COR on this project, is new to this forest and never been to NFSR 250.1 road since it was covered in snow when they arrived on this Forest, but the aerial photo appears to have adequate space to turn around directly near the stockpile area. On NFSR 900.1, there are a few intersections within a few hundred yards of the stockpile area. The Forest Service has not measured them to see if there’s adequate room to turn around on those, but worst case scenario, there is lots of room to turn around near the Yamcolo Reservoir dam, approximately 3 miles west of the stockpile area.
Q3. Estimated 70 loads to deliver 1800 tons of road base. Noticed bid is in two parts, 1000 tons and 800 tons. May we invoice for payment d after one part is complete?
A3. The Forest Service will allow for invoicing after each completed delivery for the two locations.
Q4. Would you consider paying via a GPC card please? If so, would you cover up to 3% processing fee? We are asking this as a small business.
A4. The estimated cost for this task order is high and it is not normally allowed. The Forest Service is directed to pay invoices through https://www.ipp.gov/. The Contracting Officer will make a consideration for GPC payment at the time of award. If there are additional fees due to the dollar amount charged please note that in the schedule of items based upon contract total.
Q.5 Could you consider direct awarding this to us as an 8(a)?
A5. Unfortunately this project is unable to be pulled back as there was enough small business interest for this requirement. Future 8(a) awards will be considered for similar work.
