Sol: 1282CS19Q4006 Between IRSC Appendix A
STATEMENT OF WORK
SECTION I – GENERAL
1.1 SCOPE OF WORK
This statement of work consists of conducting fuels reduction activities to include but not limited to Pre-commercial Thinning, Commercial Timber Harvest, Processing, Removal, Road Maintenance, Erosion Control, and Slash Treatments. The contractor shall provide any and all labor, equipment, supplies, (except those listed in C.5; Government Furnished Property) services, permits, supervision, workman’s compensation, unemployment, and transportation to accomplish projects within the Between Stewardship Contract. This statement of work consists of completing tasks in accordance with Section V, and performance requirements in Section VII.
SECTION II – DEFINITIONS
2.1 STANDARD DEFINITIONS
2.1.1 CAMPING: Will be allowed.
2.1.2 DEFECTIVE SERVICE: A unit of service, which contains one or more defects, or nonconformance with specified requirements.
2.1.3 FIRE PLAN EQUIPMENT: To make available for Forest Service rental at fire fighting equipment rates common in the area or at prior agreed rates any or all of Contractor’s equipment suitable for fire fighting and currently engaged in Contractor’s operations within the distance on Contract Area.
2.1.4 FIRE PRECAUTIONARY PERIOD: Will be specified at the contract order.
2.1.5 PERFORMANCE REQUIREMENTS SUMMARY (PRS): Identifies the key service outputs of the contract that will be evaluated by the Government to assure contract performance standards are met by the contractor.
2.1.6 PROTECTION OF IMPROVEMENTS: The protection of known improvements. Costs to replace or repair damage are the contractor’s responsibility (see table; pages 6,7 and 8).
2.1.7 TEMPORARY ROADS: Roads other than specified roads that are constructed by contractor for the purpose of harvesting and removal of timber. The location and clearing widths shall be designated or agreed to by Forest Service prior to construction. Temporary roads will obliterated and closed at the end use unless indicated on contract area/slash/activity map.
2.2 TECHNICAL DEFINITIONS
2.2.1 AVERAGE SPACING: The average distance in feet between crowns of leave trees.
2.2.2 BIOMASS TREES: Any material not meeting sawtimber or non-sawtimber utilization standards.
2.2.3 BOLE SPACING: The average horizontal distance in feet from the bole of one leave tree to another leave tree.
2.2.4 CIRCULAR PLOT: A sample plot within a thinning unit that is used to determine the number of desirable trees left in a plot in accordance with the task order.
2.2.5 COARSE WOODY DEBRIS: Relatively large parts of a tree scattered on the ground.
2.2.6 CROWN SPACING: The average horizontal distance in feet between the dripline of a live crown to another live crown.
2.2.7 CUT TREES: Trees that do not possess the characteristics of desirable leave trees, and are required to be cut. As described by Designation by damage class or otherwise marked to be cut.
2.2.8 CUTTING UNIT: see Treatment Unit.
2.2.9 DAMAGED TREES: Damage to trees in excess of 5% of the number of leave trees will be considered excessive, and the Contractor will be charged $10.00 per damaged leave tree beyond 5%. As determined by expansion of plot data or individual tree count, which ever method the Forest Service determines to use.
2.2.10 DBH: Diameter at breast height, measured at a point of 4 ½ feet above the ground level on the uphill side of the tree.
2.2.11 DECKING: Stockpiling of trees in a designated area
2.2.12 DEAD/DYING TREES: Trees with the crown foliage changing from green to red or needleless. Any tree that has pitch tubes indicating Mountain Pine Beetle infestation.
2.2.13 DIB: Diameter of the stem inside the bark
2.2.14 HANG-UP TREE: Any cut tree suspended above ground level.
2.2.15 NON-SAWTIMBER TREE: Bole material that does not meet utilization standards set forth in this specific service contract standards, Non saw timber also referred to as “Product Other Than Log” falls within sizes 6.0 DBH and 11.9 DBH.
2.2.16 PROGRESSION OF WORK: Work conducted in a progressive, workmanlike and orderly manner by the contractor.
2.2.17 RESERVE CLUMPS: Groups of trees within a treatment area that the contract or COR designates are reserved for treatment.
2.2.18 SAWTIMBER TREE: Bole material that meets forest sawtimber utilization standards.
2.2.19 TREATMENT UNIT: An individual area on the ground in which activities will be performed and which may appear as a separate pay item in the Schedule of Items.
2.2.20 TREE QUALITY: Trees left to meet stocking levels specified in thinning guides and task order.
2.2.21 WILDLIFE TREE: Standing dead and/or dying trees. Used by birds and small mammals for shelter, nesting, perching, etc.
2.2.21 OPEN AREAS: As it relates to location of slash piles; areas that are at least twice their diameter from residual timber so that burning of piles will not result in damage to residual timber

Technical Specifications and Treatment Descriptions
Units: 1, 2 & 3. All trees are designated for cutting when meeting the minimum specifications for cutting as shown on the table below:

| Slash shall be piled in open areas so that when piles are burned the fire will not scorch residual trees. Piles shall be constructed with an even mixture of fine and heavy fuels; a preference of the largest diameter material to be placed on top of the pile in order to facilitate consumption. Piles will need to be compact with minimal air space within the pile (mechanical means used to “smash” the piles to achieve minimal air space is recommended). Piles shall be free of debris and dirt, at least 5’ in height and at least an average size of 20’ diameter up to 40’ diameter. Piles may be located within unit or at COR designated landing sites |

| For all residual Ponderosa pine 7” DBH and bigger, cut all gambel oak that is 6” Diameter at Root Collar (DRC) and less, at least 24” tall and located within 5’ of the drip line of the tree. Basically , cut the oak that meets this specification from 5’ out from dripline, back to the tree’s stem. (essentially, creating a circle area of cut oak from the stem of the tree to 5’ out from edge of dripline). 75% of the oak material then becomes contractor generated slash and processed according to slash specification. The balance of 25% of the oak slash can be left in place and unprocessed. |

*Disincentives for failure to meet the above standards may be as follows:
· Rework will be completed at contractor’s expense.
· If re-work is not physically possible, payment deductions will be made for work falling below AQL (see Section G.3.1 Payment Reductions).
· Damage to the residual stand or infrastructure will be assessed against the contractor.
· Government re-inspection charges may apply.
· Poor Performance Rating will be given.
SECTION VI – QUALITY ASSURANCE INSPECTIONS
The Government will complete inspections as stated below for all work included in the contract.
The Government will use fixed radius plot sizes ranging from 1/5th acre (52.7’ radius) to 1/100th acre (11.8’ radius). A minimum of one percent of the treatment unit will be sampled. The Contractor will be provided information on the sampling methods applied by the Government to measure quality assurance. The Contractor shall maintain a plot system that provides an unbiased sample of thinning quality and slash treatment which represents the entire treated area. At least one percent of the treated area shall be sampled. The Government may observe or re-inspect the Contractor’s plots at any time. Prior to final inspection, all plot locations shall be identified on the ground by sketch map and flagging, unless by alternative method approved by the CO.
7.2 Each inspection plot will be subdivided into four (4) quadrants based on cardinal directions.
Each quadrant will be evaluated for compliance with all contract specifications as stated in section IV that pertains to that individual treatment. If two (2) or more quadrants fail to comply, the plot will fail.
7.3 Work Quality Percentage: Work quality percentages are derived from data developed from inspection plots. The total number of satisfactory plots divided by the number of plots inspected determines the quality rate. The rate multiplied by 100 provides the work quality percentage.
Example: Number of plots inspected 25 Number of satisfactory plots 23 23 divided by 25 .92 Work Quality Percentage 92%
7.4 Government will pay 100% of line item price if work quality of all plots is at 95% or greater. If below, the government will issue a letter of non-compliance. Contractor will be permitted to bring work quality to an acceptable standard. If the Contractor is unable to bring the work to an acceptable standard, then line item pricing will be reduced to the work quality percentage rate.
