AGGREGATES FOR EARTHWORK 310516- 1

SECTION 31 05 16 – AGGREGATES FOR EARTHWORK

PART 1 - GENERAL

1.1 SUMMARY

A. This section includes requirements for producing and stockpiling aggregate materials.

PART 2 - PRODUCTS

2.1 GENERAL

A. Do not use material that breaks up when alternatively frozen and thawed or wetted and dried.

B. Obtain the aggregate gradation by crushing, screening, and blending processes as necessary.

C. Aggregate must be free from organic matter and lumps or balls of clay.

D. For subbase, base, and surface coarse aggregate:

1. Fine aggregate (material passing the No. 4 sieve) shall consist of natural or crushed sand and fine mineral particles.

2.2 SUBBBASE OR BASE AGGREGATE

A. Furnish hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel, with properties and gradation conforming to Table 31-1.

2.3 SURFACE COURSE AGGREGATE

A. Furnish hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel, with properties and gradation conforming to Table 31-2.

2.4 SCREENED AGGREGATE

A. Furnish hard, durable, angular rock that is resistant to weathering and water action and free of organic or other unsuitable material, with properties and gradation conforming to Table 31-3.

2.5 RIPRAP ROCK

A. Furnish hard, durable, angular rock that is resistant to weathering and water action and free of organic or other unsuitable material, with properties and gradation conforming to Table 31-4 and Table 31-5.

B. Do not use shale, rock with shale seams, or other fissile or fissured rock that may break into smaller pieces in the process of handling and placing.

2.6 SELECT BORROW

A. Furnish granular material free of excess moisture, muck, frozen lumps, roots, sod, or other deleterious material, with properties and gradation conforming to Table 31-6.

PART 3 - EXECUTION

3.1 TESTING

A. The Government intends to award the compliance test line item (see Section 3.1.G) for which the frequency and quantity will vary by task order. DO NOT incorporate the cost of testing into the prices of the line items in the Schedule of Items.

B. The Government reserves the right to hire its own independent, certified, third-party firm to conduct tests during the generating and processing of aggregate material.

C. Conduct a compliance test by an independent, third-party laboratory certified for AASHTO and ASTM testing methods and procedures, to show the aggregate meets the specifications and tables outlined herein.

D. Sample any material that appears defective or inconsistent with similar material being produced unless such material is voluntarily removed and replaced or corrected.

E. Report test results on forms containing all sample information required per the material properties and gradation tables, to include, at minimum:

1. Project/contract number

2. Source of material

3. Pay item number

4. Sample number

5. Date sampled

6. Time sampled

7. Location sample taken

8. Name of person sampling

9. Name of person witnessing sampling

10. Type of test required on sample

11. Specification/target value and tested value

F. Report test results on forms containing all sample information required, and clearly label all interim measurements used to determine the results. Attach work sheets used to determine test values to the test result forms when submitted. When tests are on material being incorporated in the work, report test results within 24 hours unless otherwise specified. Payment for work may be delayed or the work suspended until test results are provided.

G. After award of a task order, and after material begins to be generated, testing will be requested similar to the frequencies listed below and payment will be made using line item B2.9:

1. Minimum one (1) compliance test for any awarded task order less than one thousand (1,000) tons, and an additional one (1) compliance test for every two thousand (2,000) tons of material generated beyond.

2. For riprap and boulders, visual inspection by the Government is acceptable, and does not require an independent third-party testing agency.

H. In the event that the material generated is not in compliance, that batch of material may be rejected. New terms will be negotiated with the Contracting Officer for the rejected material.

Conduct an additional compliance test at no cost to the Government.

3.2 MEASUREMENT

A. Cubic Yard (CY) In Place

1. Measure solid volumes by a method approved by the CO or by the average end area method as follows:

a. Compute the quantity using the average end areas multiplied by the horizontal distance along a centerline or reference line between the end areas. Deduct any quantity outside the designed or staked limits.

B. Cubic Yard (CY) in the Hauling Vehicle

1. Measure the cubic yard volume in the hauling vehicle using three-dimensional measurements at the point of delivery. Use vehicles bearing a legible identification mark with the body shaped so the actual contents may be readily and accurately determined.

Before use, mutually agree in writing on the volume of material to be hauled by each vehicle. Vehicles carrying less than the agreed volume may be rejected or accepted at the reduced volume.

2. Level selected loads. If leveling reveals the vehicle was hauling less than the approved volume, reduce the quantity of all material received since the last leveled load by the same radio as the current leveled load volume is to the agreed volume. Payment will not be made for material in excess of the agreed volume.

3. Material measured in the hauling vehicle may be weighed and converted to cubic yards for payment purposes if the conversion factors are mutually agreed to in writing.

C. Cubic Yard (CY) by Metering

1. Use an approved metering system.

D. Ton (TN)

1. 2,000 pounds avoirdupois. No adjustment in a contract unit price will be made for variations in quantity due to differences in the specific gravity or moisture content.

2. Use net-certified scales.

3.3 WEIGHING PROCEDURES AND DEVICES

A. Batch masses may be acceptable for determination of pay quantities when an approved automatic weighing, cycling, and monitoring system is included as part of the batching equipment.

B. When a weighing device is determined to indicate less than true mass, no additional payment will be made for material previously weighed and recorded. When a weighing device is

determined to indicate more than true mass, all material received after the last previously correct weighing accuracy test will be reduced by the percentage of error in excess of 0.5 percent.

C. When material is proportioned or measured and paid for by mass, provide one of the following:

1. Use permanently-installed and certified commercial scales.

2. If bulk material is shipped by truck or rail and is not passed through a mixing plant, furnish a supplier's invoice with net mass or volume converted to mass. Periodic check weighing may be required.

3. Project weighing system. Furnish, erect, and maintain acceptable automatic digital scales. Provide scales that record mass at least to the nearest 100 pounds.. Maintain the scale accuracy to within 0.5 percent of the correct mass throughout the range of use.

D. Do not use spring balances.

E. Install and maintain platform scales with the platform level with rigid bulkheads at each end.

Make the platform of sufficient length to permit simultaneous weighing of all axle loads of the hauling vehicle. Coupled vehicles may be weighed separately or together according to Section

2.20 paragraph UR 3.3 of NIST Handbook 44.

F. Install and maintain belt conveyor scales according to Section 2.21 of NIST Handbook 44.

G. Before production on the project, after relocation, and at least once per year, have the weighing portion of the system checked and certified by the State Bureau of Weights and Measures or a private scale service certified by the Bureau of Weights and Measures. Seal the system to prevent tampering or other adjustment after certification.

H. Attach an automatic printer to the scale that is programmed or otherwise equipped to prevent manual override of all mass information. For weighed pay quantities, program the printer to provide the following information for each weighing:

1. Project number;

2. Item number and description;

3. Date;

4. Time;

5. Ticket number;

6. Haul unit number;

7. Net mass in load at least to the nearest 100 pounds;

8. Subtotal net mass for each haul unit since the beginning of the shift; and

9. Accumulated total net mass for all haul units since the beginning of the shift.

I. If a printer malfunctions or breaks down, the Contractor may manually weigh and record masses for up to 48 hours provided the method of weighing meets all other contract requirements.

J. Furnish competent scale operators to operate the system.

K. When platform scales are used, randomly weigh the empty haul units at least twice per shift.

L. Use an approved format for the mass records. Furnish the original record(s) and a written certification as to the accuracy of the masses at the end of each shift.

3.4 RECEIVING PROCEDURES

A. When the method of measurement requires weighing or volume measurement in the hauling vehicle, furnish a person to direct the spreading and distribution of material and to record the location and placement of the material on the project. During the placement, maintain a record of each delivery and document it in an acceptable manner. Include the following information as applicable:

1. Project identification;

2. Contract pay item number and description;

3. Location where placed;

4. Date;

5. Load number;

6. Truck identification;

7. Time of arrival;

8. Mass or volume; and

9. Spread person's signature.

B. Use an approved format for the delivery record(s). Furnish the original record(s) and a written certification of the delivery of the material at the end of each shift.

3.5 STOCKPILES

A. Stockpile must be located at the Contractor’s place of business or pit location in the specified county in the Schedule of Items, unless otherwise approved by the Contracting Officer.

B. Prior to generating the aggregate material, provide a map of the location of the stockpile and obtain written approval from the Contracting Officer of the stockpile location.

C. Provide stockpile sites that are level, well-drained, and have adequate bearing capacity to support the weight of the material which is to be placed thereon.

D. Clear the site of all debris, vegetation, rocks, snow, and other objectionable material prior to placing any aggregate at the stockpile site. This work is considered incidental to the contract and will not be paid for directly.

E. When trucks or loaders are used, spot dump uniformly over the entire stockpile area. Place the aggregate in layers not exceeding 4 feet in depth. Level each layer prior to placing the succeeding layer.

F. When a stacking conveyor is used, place the material into the stockpile directly from the stacking conveyor, or placed into a surge pile and moved and placed in the stockpile by loaders.

G. Keep segregation of the aggregate to a minimum. Coning of the stockpile or spilling material over the edges of the stockpile are not permitted.

H. If more than one type of aggregate is being generated at the same time, separate each stockpile with sufficient distance to allow equipment access to all sides of the stockpile.

I. Aggregates which become mixed with others of a different kind, class, source, or gradation or which become contaminated by foreign material will be rejected and be promptly removed from the site of the work.

J. Construct the stockpile to occupy the smallest feasible area and regular in form.

3.6 PAYMENT

A. Prior to final payment, provide:

1. Certified volume or weight documentation, maps, etc., that shows the stockpile(s) meets the quantity specified in the contract;

2. All final compliance test reports;

3. Temporary construction safety fencing or tape around the stockpile; and

4. Signage reading “USFS Property” and associated contract number on all visible sides of the stockpile.

B. Maintain temporary construction safety fencing/tape and signage until stockpile has been completely hauled offsite.

3.7 DELIVERY

A. Maintain access to the stockpile sites Monday through Friday, 0800 to 1600, excluding federal holidays, unless otherwise specified and negotiated by the Contracting Officer. Access roads and stockpile locations subject to impassable conditions of longer than three (3) consecutive days due to weather (such as rain, snow, etc.) are not acceptable, and must be remediated such that haul vehicles can access the stockpile.

B. Loading Government-owned and Government-contracted haul vehicles at the stockpile location is the responsibility of the Contractor and is considered incidental to the work and will not be reimbursable for additional payment.

C. Government reserves the right to access the stockpile for a period of two (2) years from the date of task order award.

D. Government will provide 48-hour notice prior to accessing the stockpile with haul vehicles.

E. Upon loading a Government-owned and Government-contracted haul vehicle, the Contractor must provide a haul ticket to the driver at the time of loading showing the following:

1. Task Order or Contract number

2. Item number and description of the material;

3. Date;

4. Time;

5. Ticket number;

6. Haul unit number;

7. Net mass in load

8. Driver signature

9. Contractor representative who recorded haul ticket

H. Attach an automatic printer to the scale that is programmed or otherwise equipped to prevent manual override of all mass information. For weighed pay quantities, program the printer to provide the following information for each weighing:
1. Project number;
2. Item number and description;
3. Date;
4. Time;
5. Ticket number;
6. Haul unit number;
7. Net mass in load at least to the nearest 100 pounds;
8. Subtotal net mass for each haul unit since the beginning of the shift; and
9. Accumulated total net mass for all haul units since the beginning of the shift.
I. If a printer malfunctions or breaks down, the Contractor may manually weigh and record masses for up to 48 hours provided the method of weighing meets all other contract requirements.
J. Furnish competent scale operators to operate the system.
K. When platform scales are used, randomly weigh the empty haul units at least twice per shift.
L. Use an approved format for the mass records. Furnish the original record(s) and a written certification as to the accuracy of the masses at the end of each shift.
3.4 RECEIVING PROCEDURES
A. When the method of measurement requires weighing or volume measurement in the hauling vehicle, furnish a person to direct the spreading and distribution of material and to record the location and placement of the material on the project. During th...

2. Contract pay item number and description;
3. Location where placed;
4. Date;
5. Load number;
6. Truck identification;
7. Time of arrival;
8. Mass or volume; and
9. Spread person's signature.

B. Use an approved format for the delivery record(s). Furnish the original record(s) and a written certification of the delivery of the material at the end of each shift.

3.5 STOCKPILES
A. Stockpile must be located at the Contractor’s place of business or pit location in the specified county in the Schedule of Items, unless otherwise approved by the Contracting Officer.
B. Prior to generating the aggregate material, provide a map of the location of the stockpile and obtain written approval from the Contracting Officer of the stockpile location.
C. Provide stockpile sites that are level, well-drained, and have adequate bearing capacity to support the weight of the material which is to be placed thereon.
D. Clear the site of all debris, vegetation, rocks, snow, and other objectionable material prior to placing any aggregate at the stockpile site. This work is considered incidental to the contract and will not be paid for directly.
E. When trucks or loaders are used, spot dump uniformly over the entire stockpile area. Place the aggregate in layers not exceeding 4 feet in depth. Level each layer prior to placing the succeeding layer.
F. When a stacking conveyor is used, place the material into the stockpile directly from the stacking conveyor, or placed into a surge pile and moved and placed in the stockpile by loaders.
G. Keep segregation of the aggregate to a minimum. Coning of the stockpile or spilling material over the edges of the stockpile are not permitted.
H. If more than one type of aggregate is being generated at the same time, separate each stockpile with sufficient distance to allow equipment access to all sides of the stockpile.
I. Aggregates which become mixed with others of a different kind, class, source, or gradation or which become contaminated by foreign material will be rejected and be promptly removed from the site of the work.
J. Construct the stockpile to occupy the smallest feasible area and regular in form.
3.6 PAYMENT
A. Prior to final payment, provide:
1. Certified volume or weight documentation, maps, etc., that shows the stockpile(s) meets the quantity specified in the contract;
2. All final compliance test reports;
3. Temporary construction safety fencing or tape around the stockpile; and
4. Signage reading “USFS Property” and associated contract number on all visible sides of the stockpile.

B. Maintain temporary construction safety fencing/tape and signage until stockpile has been completely hauled offsite.

3.7 DELIVERY
A. Maintain access to the stockpile sites Monday through Friday, 0800 to 1600, excluding federal holidays, unless otherwise specified and negotiated by the Contracting Officer. Access roads and stockpile locations subject to impassable conditions of l...
B. Loading Government-owned and Government-contracted haul vehicles at the stockpile location is the responsibility of the Contractor and is considered incidental to the work and will not be reimbursable for additional payment.
C. Government reserves the right to access the stockpile for a period of two (2) years from the date of task order award.
D. Government will provide 48-hour notice prior to accessing the stockpile with haul vehicles.
E. Upon loading a Government-owned and Government-contracted haul vehicle, the Contractor must provide a haul ticket to the driver at the time of loading showing the following:
1. Task Order or Contract number
2. Item number and description of the material;
3. Date;
4. Time;
5. Ticket number;
6. Haul unit number;
7. Net mass in load
8. Driver signature
9. Contractor representative who recorded haul ticket
