About this file

This document contains the specifications for a gas chromatograph (GC) system required by the USDA Agricultural Research Service in Adams, OR. The key requirements are that the GC system must be capable of simultaneously measuring various gases (methane, nitrous oxide, carbon dioxide, oxygen, nitrogen) at specified concentration ranges and with desired analytical precision. The system must have multiple detectors (TCD, ECD, FID), automated sampling capability, and software for data processing and analysis. The system must be a commercial off-the-shelf product that can be installed and calibrated on-site by a factory-trained technician.

The related federal contract opportunity is a solicitation (RFQ) issued by the USDA Agricultural Research Service, Plains Area for the purchase of this GC system. The solicitation number is 12805B24Q0462 and the NAICS code is 334516. Quotes are due by July 23, 2024 and must include pricing, compliance with specifications, authorized vendor verification, and other required documents. The Government intends to award a firm fixed price purchase order to the responsible offeror whose quote meets the lowest price technically acceptable evaluation criteria.

Specifications:

52.211-6 Brand Name or Equal (AUG 1999)

A Scion Instruments 859942631 Greenhouse analyzer paired with a 4131225 PAL RTC 850 with appropriate accessories and software will meet these requirements, but any system that meets these requirements will be considered.

Please note that the new systems will be used alongside existing systems. Exact units are preferred to ensure repeatable and consistent analysis. If quoting an equal system, specifications must meet or exceed the specifications below.

No used or refurbished equipment will be considered.

Gas chromatograph (GC) system capable of simultaneous measurement of gases: methane (CH4 – ppm levels), nitrous oxide (N2O; ppb to ppm levels), carbon dioxide (CO2: ppm to % levels), oxygen (O2) and nitrogen (N2) at percent levels (1-100% by volume). The requirement is an instrument that can analyze gas mixtures collected in 12-mL headspace vials from both laboratory and field sites. Thus, the gases will have a wide range of concentrations and the instrument must be calibrated across a range of analyte concentrations. This type of analysis is conducted by using 3 detectors (TCD, ECD and FID) with appropriate columns allowing for the detection of the suite of gases listed above.

The GC must have the ability to automatically analyze the headspace vials, typically achieved using an automated headspace sampler. The sampler must have at least the capability to hold 250 vials per loading to ensure overnight and weekend analytical operation. The GC will need to be interfaced through a 14-port (or two 10 port sample valves) to allow the simultaneous injection of the same sample into three separate analytical columns.

Gas chromatograph (GC) system (i.e., analytical laboratory instrument, computer, required software and license, and other peripheral items such as gas regulators, column, etc.) to analyze the gases in the table below:

Table 1. Gas analysis requirements

Chemical Formula Analytical range required Desired analytical precision

Methane CH4 0.3 to 100 ppm +/- 2% or better Carbon dioxide CO2 200 ppm to 55% +/- 2% or better Nitrogen N2 1-100% +/- 2% or better Oxygen O2 1-21% +/- 2% or better Nitrous oxide N2O 100 ppb to 100 ppm +/- 2% or better

• The GC system shall be a commercial off-the-shelf product with a model or product number and arrive pre-assembled or with only minor assembly needed to fit in the desired lab space.

• POWER SOURCE must be 208 to 240 VAC, 50/60 HZ.

• Footprint of the system shall fit on a typical laboratory benchtop (approx. 24” x 36”)

• The GC must be able to accommodate at least 3 GC detectors (FID, TCD, and ECD) simultaneously and they must be individually temperature controlled with electronic pressure control (EPC) modules for support gases and housed in the same GC unit (not an external box or module)

• The GC shall have one thermal conductivity detector, one flame ionization detector, and one electron capture detector. All three detectors must be capable of analyzing column flow from packed (1/8”) columns and not capillary columns.

• On-site installation by factory-trained technician.

• In-lab training and familiarity with the system provided and included shall be required.

• Technician must calibrate instrument as part of on-site installation process, and ensure instrument is performing to specifications listed in Table 1 in order for installation to be complete.

• The GC shall have an interface with a keypad for manual override operation.

• The GC shall have programming capabilities (temperature, time, valve switching, etc.)

• The GC shall be able to perform automatic leak checks.

• The GC software shall have all instrument controls from one monitor/computer screen to include all configuration, GC analytical conditions, batch automated sample handling software to minimize initial startup training time and future user training.

• The GC software shall have all data processing controls accessible from one window.

• QA/QC software for the GC shall be included that can monitor all operational parameters such as resolution and baseline values.

• GC software shall include monitoring of routine maintenance parts such as columns, injection liners and septa to insure constant proper performance.

• For data processing and analysis, the GC software shall allow for peak integration manipulation, identification, quantitation, and manual calibration curve creation for all 3 detectors simultaneously.

• The software shall be able to export sample data in digital formats compatible with Microsoft Excel such as .xlsx, .csv, or .txt files.
