QUESTIONS AND ANSWERS

1. The RFP doesn’t seem to contain some attachments that would hold some information I need to complete the bid proposal. All attachments have been posted to Sam.gov
2. Can you please advise what species of trees are to be planted for this project? The species planted will vary by unit. All this information is found in the Detailed Unit Information chart Section J Exhibit 1. Approximately 75% percent of the planting stock is ponderosa pine, with the remaining stock being Douglas-fir and limber pine. All seedlings are 1-0 container stock.
3. Please advise if the planting can begin on October 1st, 2024? Depending mostly on site conditions and weather, and on it all the logistics are in place i.e seedling delivery, storage trailers and delivery of protections tubes. There will be a late August start at the earliest and mid September as the latest start date.
4. The SOW states Vexar Mesh Protection is required for the trees, upon planting. When reading the detailed information chart, all units say '#4' under the shading requirement. #4 sounds like a reference to '#4' in the shading requirements which states: "Stationary material first, transportable shade second, plant in open last. A tree shall be planted next to stationary material when it is available. If stationary material does not exist in the spacing allowance, shade shall be transported to the tree. When neither stationary nor transportable material exists, the tree may be planted in the open." What is the exact rule for shading? Shading and Protection Tube/Shelter are two separate requirements and each provide different roles in seedling survival. Protection tubes are generally installed to provide protection from browse of elk, deer or domestic cows. Some protection tubes do provide some shading but it doesn’t negate following shading specifications. In the Johnson Mesa project, we are requiring the installation of vexar tubes ( a mesh tube) strictly for browse protection. Shading specifications are implemented to provide protection from the sun specifically at ground level. The shade requirement for this project is #4 as stated in the detailed unit information chart. The shade requirements (C.4.3.3) are found directly after the detailed information chart. I don’t know how I would explain them more clearly. Each planting spot’s shade should be utilized in the order describe in #4 and a protection tube installed.
