Proposed Contract Action Synopsis 07 June 2024
GENERAL OVERVIEW

Subject: Synopsis for Proposed Request for Proposal (RFP) #12837124R0004.
1. Introduction. This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation. This information is subject to modification and in no way binds the Government to award a contract.
2. Applicable North American Industry Classification System (NAICS) Code. The applicable NAICS code is 115310, “Support Activities for Forestry with a size standard of $11.5.
3. Type of Contract to be Awarded. As a result of this synopsis and pending solicitation, the Forest Service Southwestern Region Santa Fe NF plans to award a Stand-lone Firm-fixed Price) contract with a period of performance of three months
4. Type of Solicitation. The solicitation, if released, will be governed by FAR Part 12 “Acquisition of Commercial Products and Commercial Services.”
5. Synopsis Posting Period. This synopsis will be posted for 7 days.

7. Contract Description. Services under this contract are designed to provide are for tree handling, tree planting, and tree protection installation services on the Pecos/Las Vegas Ranger District of the Santa Fe National Forest. The Forest expects to plant 266,000 seedlings on approximately 1500 acres. These quantities may vary by +/- 15% depending on the number of seedlings delivered and plantability of the project area. Mesh vexar seedling protection tubes, protex solid tube tree protectors or similar products will be used for tree protection from animal damage and harsh environmental conditions.
The Contractor shall furnish all labor, equipment, quality control inspections, supervision, transportation, seedling and supply transport, supplies (except those designated as Government furnished), and incidentals to perform all work necessary on the areas specified in the contract.

All aspects of the work program shall be performed in an organized, systematic manner to assure services shall be performed over the entire unit.
Please see the attached DRAFT statement of work for additional details.
9. Type of Set-aside. Total-Small Business.
10. Responses. Interested and capable sources are encouraged to respond to this synopsis with a Statement of Capability. In addition to a Statement of Capabilities, firms responding to this announcement should include company name, UEI number, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned business, HUBZone small business, small disadvantaged business, or women-owned small business. Responses are due by close of business on the 7th day of this synopsis and should be submitted to Ellena Silva via e-mail at ellena.silva@usda.gov.
