Plumas National Forest Bear Locker Install

Amendment: A00002 To:

SYNOPSIS/SOLICITATION: 127EAS23Q0002

The purpose of this amendment is to:

a. Extend the quote submission deadline.

From - 11/25/2022 at 1:00 PM, PT

To – 11/30/2022 at 1:00 PM, PT

b. Provide Requests for Information responses.

c. Add upload Plumas NF Fire Plan to SAM.gov post.

All other terms and conditions not addressed in this amendment remain unchanged.

CONTRACTOR QUESTIONS / REQUESTS FOR ADDITIONAL INFORMATION AND

GOVERNMENT RESPONSES

Q. Please confirm the diameter of the concrete footing for each bear box.

A. The diameter of the footing should be 2'

Q. Can soils excavated at the site for the location of the footing be distributed directly around the design location, or in an area in the campground deemed acceptable by the Responsible Inspector of the campground?

A. Yes, it is acceptable to distribute the excavated soil near the footing location or in an area in close proximity as determined acceptable by the Government representative responsible at each compound.

Q. Ready-Mix concrete trucks may not be available in a few of these areas because batch plants are +/- 2

HRS away. Would concrete mixed on site by hand be an acceptable solution?

A. Yes, concrete mixed on site by hand is acceptable.

Q. If mix-on-site concrete is allowable, can the concrete be mixed directly in the hole once it has been augured / drilled / excavated out?

A. Concrete must be mixed thoroughly outside of the footing hole.

Q. Regarding the stop notice; weather in these areas can vary by year, with dry spells of warm weather between snowstorms. Can multiple stop notices be issued for the work?

A. Yes

Q. Spring snowstorms are common, are there concerns if the installation of these boxes runs into the normal campground season in May?

A. There are concerns with completing installation while a member of the public is occupying the site. If the weather and schedule dictate work to occur during the camping season, additional coordination will be needed between the contractor and the COR to ensure it has no impact on public use.

Q. On the table provided in section J, multiple cells state “At Individual Sites”. Please confirm that this means the bear boxes are already located at the sites as stated in the column directly to the left. The purpose of this question is to make sure that the boxes do not need to be moved longer distances.

A. Confirmed, boxes listed as located at individual sites are located in the site with which they are to be installed.

Q. For the pole and hardware NOT supplied by the USDA/FS, please confirm the finish on the posts and the hardware, i.e., Galvanized, Painted, Zinc Coated, Stainless, Plain Steel, etc.

A. The finish on the poles/hardware not supplied by the Government shall be Galvanized or Zinc

Coated.

Q. Page 26 of 47 of the solicitation states that the Fire Plan is available in Section J, but it does not appear to be attached. Please attach or otherwise distribute the fire plan.

A. See attached Fire Plan

Q. Your attention is directed to section C.8 of the solicitation on PDF sheet 9. The Forest Service will not allow camping in US Forest Service Campgrounds. Please consider ALLOWING contractor staff to camp at campgrounds where Bear locker installation will occur.

- Please allow contractor staff to camp in campgrounds where Bear Locker installation will occur.

A. At this time, the Government is open to allowing the contractor to camp onsite. However, the

Contracting Officer is awaiting additional information from the Forest on any requirements for a contractor to camp onsite.

Q. Your attention is directed to section C-1.2.4 on PDF sheet 8. There it states, “Installation shall occur outside of the campground season unless coordinated with COR. The season runs from May through

Labor Day weekend in September. Please allow contactor to install the Bear Lockers in June 2023.

- Allow the contractor to install Bear Lockers in the summer when there is no snow on the ground.

A. If the project runs into the next camping season, a stop work order will be issued, and the Ktr will coordinate with the COR on when work will resume.

Q. Your attention is directed to the Bear Locker installation legend. At the recreation sites titled, “

Running Dear/ Little Beaver/ Red Feather as well as, Spring Creek CG and Silver lake CG the contractor is to furnish and install poles/hardware?

- Confirm the contractor is to furnish and install all of the poles/hardware for bear locker installation for the Running Deer / Little Beaver / Red Feather as well as, Spring Creek CG and Silver lake CG recreation areas ?

A. Confirmed, the contractor is responsible for supplying Running Deer/Little Beaver/Red

Feather, Spring Creek and Silver Lake with poles/hardware in addition to the remaining kits to provide a complete installation for Penninsula Wyandotte

Q. Your attention is directed to Part 1- The Schedule, B-1 SCHEDULE OF ITEMS. There are 4 item numbers 0001, 0002, 0003 and 0004. Is the contract award based on all 4 items or based on items 0001 plus 0002 only ?

- Is the award of the contract based on all 4 items ( 0001, 0002, 0003 and 0004 ) or items 0001 and 0002 ?

A. The price of all items, including options will be used to evaluate proposals.

Q. Your attention is directed to the Bear Locker schedule on PDF sheet 38 of the solicitation. The Forest

Service will be providing 48 of the 55 required 55 poles and hardware at Wyandotte/Pen tent CG. In addition, no poles and hardware will be provided by the Forest Service at Running Little Deer/Little

Beaver/Red Feather CG at Little Grass Valley Res as well as, Spring Creek CG and Silver Lake CG

Please provide a Specification and drawings for poles and hardware assuming the contractor will provide?

- Please provide a specification and drawing on poles and hardware as shown on sheet X-01 details 1, 2, and 3.

A. The pole kits shall be type ADA Item Number FS-30-UP-KIT-PM1 from BearSaver or a similar product approved by the Government as listed on the included spreadsheet.

Q. in your legend you list 3 locations. Are these the locations of all bear lockers ?

A. These three locations are lockers not located at individual sites. The locker location for each campground can be found in the "Current Locker Location" column of the included spreadsheet.

NOTE: An additional update will be provided via Sam.gov to answer any open questions that have not been addressed in this document.
