Pricing:

The pricing offered is considered by the Forest Service to be contractually binding unit ceiling pricing. If a contract is awarded, based on this pricing; the Contractor is bound to this offered pricing as the maximum pricing that can be offered when a task order is solicited. When offering a task order proposal, the IDIQ Contractor can elect to offer less than the contractually established ceiling pricing; however, this reduction is only in effect for that specific task order solicitation/issued task order, and does not constitute a contractual change to the unit ceiling pricing.

An IDIQ Contractor can only propose to those task order solicitations where line item ceiling price is contractually established.

BASIS OF AWARD: This is a Multiple Award Task Order Contract (MATOC). The Forest Service is expecting to make multiple awards (up to 5 contractors) and then compete the task orders among the awardees. Task Order Awards will be determined by the funds which are available at the time of proposal opening. An award shall be made to the contractor(s) whose offer is advantageous to the Forest Service.

EVALUATION CRITERIA: Cost to the Forest Service is not expected to be the controlling factor in the selection of a Contractor for this solicitation. This will be a “Best Value” contract.

Past Performance and experience shall be approximately equal to cost in importance when evaluating offers.

The following factors will be used for evaluation of each offer:

• Past Performance & Relevant Experience

• Available Qualified Personnel

• Available Equipment

• Bio-based Purchasing

• Price

The Forest Service reserves the right to make an award on the basis of initial offers received.

On-Line Registration Requirements In order to be eligible for a contract award under this solicitation, you must be completely registered and “ACTIVE” in the System for Award Management (www.sam.gov) and the Online Representation and Certification Application (ORCA) program (https://orca.bpn.gov/).

If you are not registered in both programs at the time of proposal evaluation or you do not submit the requested information in the Solicitation Provisions, you will be considered non-responsive, and your quote will not be considered for an award.

AGAR 452.237-71 Pre-Bid/Pre-Proposal Conference (FEB 1988)

(a) The Government is planning a pre-bid/pre-proposal conference, during which potential Offerors may obtain a better understanding of the work required.

(b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference.

However, Offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated.

(c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 1449 of this solicitation be contacted and advised of the number of persons who will attend.

(d) The Government assumes no responsibility for any expense incurred by an Offeror prior to contract award.

(e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the Offeror to seek clarification prior to submitting an offer.

(f) The conference will be held:

Date: April 17, 2018 Time: 1000 (Local) Location: Mark Twain National Forest

Supervisor’s Office 401 Fairgrounds Road Rolla, MO 65401

***After the Pre-bid conference a site visit has been planned to a location most representative for the various types of areas to be included in this contract.*** http://www.sam.gov/ https://orca.bpn.gov/

Any questions should be submitted to John Swizdor via email at jvswizdor@fs.fed.us.

Site Visit: Offerors are encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Failure to inspect the site prior to any contract award will not later be deemed as the basis for any claim.
