Pre-Bid Questions and Answers

1. Is there water available on every site?

No, there is not water on every site. . Each individual task order will denote whether water is available and the type of watering facilities (stock ponds, streams etc.). If water is available is will be indicated on the map where goats may have the water availability detailed in the site conditions. There are locations to draft from on Forest Lands but bids should reflect having to haul water in to the site.

2. Will fencing be required?

Yes, fencing may be required and will be described in the individual task orders.

3. When will the individual task orders be solicited?

Task order solicitations will normally be issued November and December for the upcoming growing season.

4. Where do we annotate the types of goats on hand for evaluation?

Put your breed of goats and the type of training they have (electric fence, whistle, dog, other) on the equipment portion of the Contactor Information Sheet or similar.

Use additional sheets of paper, if necessary.

5. Do you want a quick contract completion or to meet the contract term?

The duration of grazing is based on the stocking rate the contractor choices. The Forest Service objective is to manage target vegetation to a specified cover as stated in the task order. It is recommended that the contractor allows for a reasonable amount of time to meet those conditions.

6. Have any of these sites for prescriptive grazing been sprayed with chemicals for treatment of invasives in the past.

There may be some locations that have been sprayed with herbicides in the past.

The typical chemical used on Forest Lands is Triclopry, Fluxopry and Glyphosate.

We will not spray herbicide prior to goats entering the areas. Information regarding past herbicides will be detailed in the individual task orders.

7. Will you let us know what the Forest Service did to the acreage before soliciting by providing a history of the tracts of land?

MARK TWAIN NATIONAL FOREST

Page | 2

Yes, in the individual task order solicitations the Forest Service will provide information upon request.

8. How will we be evaluated for the 85% Acceptable Quality Level (AQL)?

Upon contractor request the COR will inspect the portions of the project site that the contractor will be invoicing for payment.

9. Are any of these areas near CWD (Chronic Wasting Disease) locations.

CWD has been found in free-ranging deer in the state of Missouri. The Missouri Department of Conservation manages the program and more information can be found at https://huntfish.mdc.mo.gov/hunting-trapping/wildlife-diseases/chronic-wasting-disease-cwd/cwd-missouri.

10. What type of predators are present on the Forest?

The Mark Twain National Forest has abundant wildlife. Typical predators include coyotes, black bears, and bobcats.

11. Will the Forest Service close areas to the public during contract time?

Temporary closure is an option but we will not be closing the project sites for the duration of the contract time. Horse trails and hiking trails will be marked on the individual task order maps.

12. Will the herder need to cut or even be able to cut larger species or species the goats won’t touch.

Yes, preconditioning can be done by the contractor. In certain cases, the Forest Service will mechanically pre-treat vegetation.

13. Will you provide coordinates to tracts of project sites?

No, a map of the general vicinity and a separate map of the project sites will be provided in the individual task order solicitation.

14. Define herder vs. livestock caretaker.

They are basically the same in regards to the attached revised wage determination.

For security of the herd, someone on site is preferred but the liability is on the contractor.

15. How will you determine the AQL?

The Forest Service will use both fixed photo plots as well as cover frequency transects using Daubenmire cover class for target species that fall within the plot.

Approximately, 50 points will be collected at each inspection.
