About this file
This is Amendment 0001 to solicitation 12639525Q0069 from USDA APHIS for a mobile security camera trailer lease in Riverdale, MD. The amendment extends the solicitation response deadline to February 28, 2025 at 8:00 AM EST and incorporates Q&A responses.
The Q&A clarifies key requirements: PTZ cameras are required with a 20-25 foot camera boom (360-degree coverage not needed); 24/7 recording and monitoring capability is required though monitoring is currently only used during non-business hours; technical specifications include solar power, two 25x 4mp PTZ cameras with 330ft night IR, audible speaker, LED lighting, 2TB video storage, and cellular connectivity. The lease will be for one year as APHIS is vacating the Riverdale facility next spring. Award will be based on price and other factors including ability to meet Section 3.0 requirements and active SAM.gov registration. The current system was acquired via purchase card and compatibility with it is not required for the new contractor.

Question and Answers
Solicitation - 12639525Q0069 for Mobile Security Camera Trailer
1. Are you needing 360-degree coverage around the trailer and how high would you like the cameras to be for Solicitation 12639525Q0069? ANSWER: No need for the 360-degree camera coverage around trailer. The camera boom should be roughly 20-25 feet tall
2. We would appreciate clarification on the following points:
A. Camera Type: Does the requirement specify that cameras must be PTZ (Pan- Tilt-Zoom) cameras, or would fixed cameras mounted on the solar unit be acceptable instead? Our PTZ cameras are typically designed for project scanning rather than after-hours monitoring services. ANSWER: Yes, we require PTZ cameras for this trailer.
B. Monitoring Requirements: The specification suggests 24/7 monitoring; however, since the camera location is in a parking lot and there will be no live monitoring during business hours (only recording), are you seeking monitoring services only after hours, or is 24/7 monitoring required? ANSWER: We require the ability to have 24 – hour monitoring, even though the monitoring is currently only used during non-business hours.
3. For solicitation Notice ID 12639525Q0069, do you need 24/7 recording and 24/7 live monitoring? or 24/7recording with live monitoring during nights and weekends? ANSWER:
24/7 recording and monitoring is required. Currently the live monitoring is only used during non-business hours, but that will possible change later in the year when that location is no longer has high traffic activity.
4. Evaluation Methodology and Criteria Clarification
The solicitation states that the government will award based on price and other factors, using FAR Part 13 Simplified Acquisition Procedures. However, the specific non-price factors and their relative importance are not clearly defined.
• Can the government confirm whether these factors include technical capabilities, past performance, or other criteria? ANSWER: Other than price, factors will be able to meet requirements of section 3.0, and active registration in SAM.gov.
• If so, how will they be weighted relative to price in the final selection decision? See above response
• Since award may be made to an offeror other than the lowest price, it is important to understand the basis on which this decision will be made. See above
5. Disclosure of the Current System to Ensure Fair Competition
The solicitation notes that a mobile security camera trailer is already deployed at the site, which suggests that an incumbent vendor is currently providing services. ANSWER: This office is in the process of relocating. There was no award, since this was to be short term, the program acquired trailer via purchase card. The latest information we received indicates that APHIS will be vacating the Riverdale facility next spring. Therefore, we will only need the lease for one year.
• Could the government disclose the make, model, and technical specifications of the existing system? ANSWER: Solar powered, (2) 25x 4mp PTZ Cameras with 330ft Night IR,
(1) Audible speaker for talk down, Visual LED lighting, Network video recorder with video management software and 2TB video storage, Cellular connectivity for remote monitoring
• If the new contractor must ensure compatibility with the current system, this information is crucial for all offerors to submit compliant proposals. ANSWER: New contractor is not required to have compatibility with current system.
• If alternative systems are acceptable, can the government clarify any minimum performance standards required? ANSWER: See response above
6. Avoiding an Unfair Competitive Advantage
Without knowledge of the current system, the incumbent may have an unintended competitive advantage, which could limit full and open competition in this procurement.
• FAR 6.101 requires fair and equal access to information for all offerors. Without disclosure of the existing system, new vendors may be disadvantaged in providing a responsive quote. ANSWER: Under the FAR this should be a set-aside as reasonable expectations of receiving 2 or more offers. If this is not met, I will have to submit a waiver to open up for full and open
• If the government does not intend to release this information in an amendment, is there another mechanism to ensure all vendors are competing on an equal footing? ANSWER: see question 5.
