About this file
This document contains a series of questions and responses related to Solicitation 12639524R0040 for the Moore Air Base Building 6414 Electrical Upgrades - Phase 1 project.
The key details are:
- The project involves replacement of the main service transformer, exterior main switchboard, and transfer switch to back-feed the existing switchboard at Building 6414 on the Moore Air Base in Edinburg, Texas.
- The USDA's Animal and Plant Health Inspection Service (APHIS) is the contracting agency.
- The solicitation addresses several contractor responsibilities, such as whether the contractor will be responsible for relocating the drain gutter and downspout, removing an existing wall, and moving circuits from the existing to the new switchgear.
- The solicitation also addresses administrative requirements, such as the allowance for a single individual to serve in up to two key positions (Superintendent, SSHO, QC Manager), the potential for a performance period extension due to equipment lead times, and the lack of available soil boring reports.
- The solicitation provides details on the scope of paving work required, indicating that contractors should use the drawings to determine quantities for deteriorated base course restoration.

RFIs and Responses, Solicitation 12639524R0040
Q- Will contractor be responsible to relocate the drain gutter and downspout?
No, downspout to be relocated by APHIS Q- Do you have a specific location for the new ATS after removing wall?
New ATS location not specified. Needs to be located to provide NEC clearances.
Q- Will the contractor be responsible to demo the existing wall?
No, wall to be removed by APHIS Q- will the old switchgear be removed after all new circuits are moved to the new switchgear?
The switchboard distribution circuits will not be moved to the new switchgear under this project scope. The existing main switchboard will be back-fed from the new switchboard and both existing and new switchboards will remain in-use under this project scope.
Q- Will the new switchgear has new circuits, or we should use the existing circuit breakers?
The new switchboard is to be provided with all the spare breakers shown and the back-feed to the existing switchboard. Existing switchboard distribution will be unchanged by the scope of this project.
1. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
No, two positions are the most any one individual may occupy.
2. (If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?
The building is occupied but work inside is minimal.
3. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Most likely.
4. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
There are no boring reports.
5. Please provide bidding quantities for deteriorated base course (paving).
In the drawing set we are requiring the contractor to provide backfill and restoration of existing finished grade to existing conditions exclusively for those areas where there is excavation to install the new underground conduits. With that we have provided the duct bank detail describing the requirements for the conduit envelope and backfill and we have also provided the conduit runs on scaled drawings, so any quantities in question can be determined by the bid drawings. The only item that may not be clear before visiting the site is where there is existing pavement vs un-paved. The existing equipment yard highlighted in yellow below and the existing sidewalk running in front of the building and equipment yard are the only paved areas that would be impacted by this scope.
