About this file

This amendment modifies a solicitation for a twin screw extruder for a laboratory. The Department of Agriculture Animal and Plant Health Inspection Service seeks a 16mm twin screw extruder to produce artificial diets for the invasive Emerald Ash Borer insect. The extruder must be capable of mixing and extruding tough, dough-like materials into various textures and forms down to one millimeter thickness. It requires a process length of 40 L/D, speed capacity up to 1,000 RPM, and production rates up to 10kg/hr. The amendment extends the response deadline to September 11, 2020 at noon and replaces the original statement of work with additional technical requirements for the extruder and accessories.

1.0 STATEMENT OF WORK

1.1 Background

The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, Plant Protection and Quarantine (PPQ) Program seeks a 16mm, twin-screw extruder for use in a laboratory setting at Otis Joint Base Cape Cod, MA. It will be used in support of the development of an artificial diet for the invasive tree pest Emerald Ash Borer, Agrilus planipennis (EAB).

Development of an artificial diet is a critical step in allowing the EAB biocontrol program to meet their insect rearing goals year-round and remove the dependency on natural food sources that are difficult to obtain in the winter months.

1.2 Objectives

The EAB artificial diet appears to be most suitable when it is thin, dry, and tough in texture, simulating the inner bark of an ash tree where EAB typically feeds. Studies demonstrated that EAB larvae die or develop poorly when fed a diet containing more than 55% moisture, and that the optimal moisture content for rearing EAB larvae is 48 – 50%. Despite many attempts, PPQ has not been able to roll out or press low-moisture diet by hand or small presses into a thin, cohesive sheet with a leathery texture, which our research predicts are the most suitable properties for rearing EAB larvae.

The twin-screw extruder must be capable of mixing and extruding tough, dough-like products into a variety of forms and textures, critical for EAB diet production. In addition to controlling moisture level and texture, the extruder must enable manipulation of nutrients and bulking agents in the diet for research purposes and produce it at the desired moisture level. Inhibition of microbial growth is also an important goal, to minimize both diet degradation and worker exposure, and is achievable by cooking the diet at or above 120°C. The extruder must also be capable of producing a specialized diet for the adults in sheets less than one mm thick, simulating the form of their natural ash-leaf food.

1.3 Other Requirements

The 16mm twin-screw extruder must have:

• a process length of 40 L/D,

• speed capacity to 1,000 rpm

• capacity of manufacturing thermoplastic compounds at rates up to 10kg/h

• minimal sample material of 150g

• nitriding steel barrel material

• digital servo drive system with constant torque

• shafts with suitable screw configuration for achieving target diets

• a main feed port and three multi-purpose top feed/vent injection ports

• an atmospheric vent adapter

• a pressure measurement system upstream die (100 bar)

• strand die with single 3 mm diameter hole

• an electronic control system

• touch-screen control panel

Solicitation 12639520Q0214 Amendment 0003, 08/31/2020

• toolkit and English manual

• supporting bench

• data logging software (extruder rpm, torque, barrel temperatures °C, pressure, feeder rate)

• gravimetric twin-screw feeder, controls built into main control

• closed-loop water chiller to supply extruder, with hoses and electrical controls

• liquid feeding system with data logging

• die adapter

• tape/sheet/ribbon die, 150 mm, adjustable die gap o die gap adjustor 0.5 – 4.0 mm

• air knife to achieve smooth sheet contact with chill surface

• spare parts (2 barrel heaters, 1 die cartridge heater, 1 solid state relay, 1 control thermocouple, 2 gearbox lip seals, 2 screw gland bushes, set of barrel screws)

• feeder stand

• installation of TSE (check delivery for completeness and free of damage, assembly, instruction on handling and operation, technical test)

The unit’s capacity must be sufficiently small to support research and methods development in a confined space, yet also be capable of processing large enough quantities of diet for mid-scale trials in an insect rearing facility.
