Statement of Work
FY24 Fencing
USDA, Ames, IA
April 26th, 2024
1.0 General Information
Replace pasture fencing with Continuous Metal Fencing for Pasture 7. Field Barn 215 is additional Option 1. Field Barn 216 is additional Option 2 to this project. Field Barn 204 is additional Option 3 to this project. Field Barn Z3 is additional Option 4 to this project.
2.0 Scope of Work:
A. New fence installation Pasture 7 (Base Bid):
1. The contractor shall remove approximately 2,001 linear feet of existing pasture fence materials (fabric, strand, posts, lumber, and concrete). The holes from the removed posts and footings shall be filled and compacted to even grade if existing post holes are not used. The removed fencing material, posts and footings shall be removed and disposed to an approved landfill site. Note:
Removal and replacement may need to be completed in phases so that animals may continue to be kept during the work. See attached drawing for locations.
There are three separate sections of this area. The west and center run have a 12’ x 5’ round tube metal gate that need to be removed and replaced with new.
2. The contractor shall provide all labor and material to install approximately 2,001 linear feet of 5’ high, 12 gauge minimum galvanized 2” x 4” x 48” woven wire fencing with three strands of 12 ¾ gauge minimum barbed wire. The installed woven wire fence should not exceed 2-inch spacing from the ground. One strand of barbed wire installed 1 inch below bottom of woven wire fence, one strand of barbed wire 2 inches above top of woven wire fence, and one strand of barbed wire 6 inches above top of woven wire fence. The new fencing shall be located as per the attached drawing. The contractor shall also use new wooden pressure treated posts set in 3’ deep concrete footings. The corner/end posts, Gate Hinge Post, and post in the center of long runs shall be 8-inch round minimum and line posts shall be 6-inch round minimum. Post spacing not to exceed 10 feet on center. Each corner post and the center post of long runs shall be braced with 6-inch by 6-inch pressure treated lumber at 45-degree angles. (See attached drawing for locations.) The Contractor shall replace existing pasture gates with two (2) new 6 rail 12’wide X 5’high gates. Gates are constructed from 2 in, 16-gauge steel. Gates to be able to swing into and away from the pen/pasture. Top of gate shall be no less than 66” from ground. Provide heavy duty 2-way lockable latch and chain. See attached drawing for pictures of typical hardware.
B. New fence installation Field Barn 215 (Add Option 1):
1. The contractor shall remove approximately 1,500 linear feet of existing field barn pasture and corral fence materials (fabric, strand, posts, lumber, and concrete).
The holes from the removed posts and footings shall be filled and compacted to even grade if existing post hole are not used. Holes from the removed posts located on the concrete pad shall also be filled with concrete consistent with existing. The removed fencing material, posts and footings shall be removed and disposed to an approved landfill site. Note: Removal and replacement may need to be completed in phases so that animals may continue to be kept during the work.
2. The contractor shall provide all labor and material to install approximately 1,500 fencing with three strands of 12 ¾ gauge minimum barbed wire. The installed woven wire fence should not exceed 2-inch spacing from the ground. One strand of barbed wire installed 1 inch below bottom of woven wire fence, one strand of barbed wire 2 inches above top of woven wire fence, and one strand of barbed wire 6 inches above top of woven wire fence. The new fencing shall be located as per the attached drawing. The contractor shall also use new wooden pressure treated posts set in 3’ deep concrete footings. The corner/end posts, Gate Hinge Post, and post in the center of long runs shall be 8-inch round minimum and line posts shall be 6-inch round minimum. Post spacing not to exceed 10 feet on center. Each corner post and the center post of long runs shall be braced with 6-inch by 6-inch pressure treated lumber at 45-degree angles. (See attached drawing for locations.)
3. The contractor shall provide labor and material to build and install wooden fence panels located at the southeast and southwest corners of the field barn 215. The panels shall be 12-foot wide made with 2” X 8” pressure treated lumber with 8-inch end posts and 6-inch center post. The panels shall start at ground level and be a minimum of 8-feet tall but not more than 8-foot, 6 inches tall. The panels shall be comprised of 2”x8” boards fitted tightly together with no more than a 0.25 inch spacing for the lower 6 feet. Above 6 feet the boards may be spaced at 1 inch. See attached drawing for locations.
4. The contractor shall provide labor and material to install approximately 175 linear feet of continuous metal fencing of sufficient strength to contain/withstand large adult cattle. See attached drawing with blue lines denoting where the continuous metal fencing is to be installed.
a) Continuous Metal Fencing material shall meet the following requirements:
1) All materials must be rust, corrosion, and/or rot resistant.
2) Metal post shall be NLT 2.875” diameter with wall thickness range
0.190” to 0.210”. 2.5-inch, schedule 40, galvanized pipe is acceptable.
3) Metal post shall be NLT 4.5” diameter with wall thickness range 0.310” to 0.330” at corner locations and where gates attach. 4-inch, schedule 80, galvanized pipe is acceptable.
4) Metal post to be set 4’ in ground in concrete, 64” in height, and NTE 6’ apart.
5) Horizontal bars shall be NLT 1.90” diameter with wall thickness no less than 0.145”. 1.5-inch, schedule 40, galvanized pipe is acceptable.
6) No less than nine (9) horizontal bars with the bottom bar at 4” above the ground level and the remaining bars spaced as indicated by the chart on the attached drawing.
7) Post in the southwest corner shall be set in raised reinforced concrete to form a backstop. The raised concrete backstop will be 18 inches wide and extend 30” above the existing concrete paddock. The concrete backstop shall extend 10-1/2 feet north and 6-1/2 feet east from the southwest inside corner of the fence.
1. Posts are to be set 3 inches from the inside edge of the backstop.
2. Insert two (2), 2-inch PVC drainpipes into the raised concrete backstop, located at ground level approximately one foot from the corner in each direction to allow for drainage of the concrete paddock. Trim pipes to be flush with concrete backstop.
3. Metal Fence installed above the concrete backstop shall have no less than seven (7) horizontal bars with the bottom bar at 3” above the concrete backstop and the same spacing from the bottom bar as shown in the drawing for the lower seven bars.
8) Note: Galvanized steel tubing of comparable size and wall thickness may be substituted for Metal Post and Bars with prior COR approval.
b) Gates:
1) Remove and install (5) 12’ wide X 5’ high and (2) 4’ wide X 5’ high new pen gates at the existing locations of the lot. See drawing for locations.
2) Gates are to be constructed from 1.5 in, Schedule 40 galvanized steel pipe. Schedule 20 galvanized pipe may be substituted with prior COR approval.
3) Gates shall have no less than nine (9) horizontal bars with the bottom bar at 4” above the ground level and the remaining bars spaced as indicated by the chart on the attached drawing.
4) Gates to be able to swing into and away from the pen. Top of gate shall be no more than 60” from ground. Hinges shall be mounted to Wooden Posts via through bolts, nut, and washers. Provide heavy duty 2-way lockable latch and chain. “Bulldog” type hinges may be used when mounting to Steel Fence Post.
C. New fence installation Field Barn 216 (Add Option 2):
1. The contractor shall remove approximately 1,500 linear feet of existing Field Barn 216 pasture and corral fence materials (fabric, strand, posts, lumber, and concrete). The holes from the removed posts and footings shall be filled and compacted to even grade if existing post hole are not used. Holes from the removed posts located on the concrete pad shall also be filled with concrete consistent with existing. The removed fencing material, posts and footings shall be removed and disposed to an approved landfill site. Note: Removal and replacement may need to be completed in phases so that animals may continue to be kept during the work.

b) Gates:
1) Install Two (2) 12’ wide X 5’ high and (2) 4’ wide X 5’ high pen gates at the east and west locations of the lot. See drawing for locations.
2) Gates are to be constructed from 1.5 in, Schedule 40 galvanized steel pipe. Schedule 20 galvanized pipe may be substituted with prior COR approval.
3) Gates shall have no less than nine (9) horizontal bars with the bottom bar at 4” above the ground level and the remaining bars spaced as indicated by the chart on the attached drawing.
4) Gates to be able to swing into and away from the pen. Top of gate shall be no more than 68” from ground. Hinges shall be mounted to Wooden Posts via through bolts, nut, and washers. Provide heavy duty 2-way lockable latch and chain. “Bulldog” type hinges may be used when mounting to Steel Fence Post.
D. New fence installation Field Barn 204 (Add Option 3):
1. The contractor shall remove approximately 1,100 linear feet of existing field barn pasture and corral fence materials (fabric, strand, posts, lumber, and concrete).
The holes from the removed posts and footings shall be filled and compacted to even grade if existing post hole are not used. Holes from the removed posts located on the concrete pad shall also be filled with concrete consistent with existing. The removed fencing material, posts and footings shall be removed and disposed to an approved landfill site. Note: Removal and replacement may need to be completed in phases so that animals may continue to be kept during the work.
2. The contractor shall provide all labor and material to install approximately 1,100 fencing with three strands of 12 ¾ gauge minimum barbed wire. The installed woven wire fence should not exceed 2-inch spacing from the ground. One strand of barbed wire installed 1 inch below bottom of woven wire fence, one strand of barbed wire 2 inches above top of woven wire fence, and one strand of barbed wire 6 inches above top of woven wire fence. The new fencing shall be located as per the attached drawing. The contractor shall also use new wooden pressure treated posts set in 3’ deep concrete footings. The corner/end posts, Gate Hinge Post, and post in the center of long runs shall be 8-inch round minimum and line posts shall be 6-inch round minimum. Post spacing not to exceed 10 feet on center. Each corner post and the center post of long runs shall be braced with 6-
E. New fence installation Field Barn Z3 (Add Option 4):
1. The contractor shall remove approximately 587 linear feet of existing field barn pasture and corral fence materials (fabric, strand, posts, lumber, and concrete). The holes from the removed posts and footings shall be filled and compacted to even grade if existing post hole are not used. Drawing 11 shows areas where concrete posts are encased in the concrete pad. The concrete pad around the posts needs to be removed and new concrete installed with the new metal posts. Holes from the removed posts located on the concrete pad shall also be filled with concrete consistent with existing. The removed fencing material, posts and footings shall be removed and disposed to an approved landfill site. Note: Removal and replacement may need to be completed in phases so that animals may continue to be kept during the work. Area between the doors marked on the drawing shows wooden rails and tack strips/boards on the building wall. These are to be replaced with new green pressure treat lumber to match existing.
2. The contractor shall provide labor and material to install approximately 951 linear feet of continuous metal fencing of sufficient strength to contain/withstand large adult cattle. See attached drawing with blue lines denoting where the continuous metal fencing is to be installed.
b) Continuous Metal Fencing material shall meet the following requirements:

15) Drawing 11 shows “Concrete Feed Bunk Pad”. New concrete shall be at a minimum, the same thickness of slab as existing concrete paving.
Contractor shall install new #5 rebar reinforcing 16” on center (2” from bottom of pour) in each direction in all areas receiving new concrete and dowel rebar into any existing adjacent concrete of area receiving new concrete a minimum of 8” into existing paving. All new concrete in this area shall be sloped to match existing slope towards existing area drains to remain. Approximate area of work associated with the Feed Bunk is 504 Square Feet. Three (3) 2 1/3” round bars to match existing bars and spacing above the existing feed bunks shall be replaced with new. Schedule 40.

F. Project Timeline:
Contractor shall be given 180 days from the “Notice to Proceed” to complete the project.
3.0 Site Specific Requirements
3.1 Work Restrictions & Conditions
A. Site Security Access:
1. Access to the construction site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the main entrance gate and always wear a contractor/visitor identification badge while on the site. The ID badges will be turned in at the end of the workday. A current government-issued identification with a picture ID is required for entry.
2. This project construction site is in the limited access zone.
3. Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.
4. The Contractor shall use only the service roads and access routes approved by the Contracting Officer’s Representative (COR).
5. Work shall be confined to the areas identified on the Drawings. Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project. Reasons included, but are not limited to, disease control and health requirements.
6. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.
7. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.
B. Work Hours: Regular work hours for the site are 7:00am to 5:00pm, Monday through
Friday, excluding Government holidays.
C. Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires Contracting Officer’s Representative (COR) approval in advance. Make application to the COR at least 5 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements. Requests shall include the exact dates, hours, location, and purpose of the exception. If approved, the COR will coordinate access with the site security office.
3.2 Quality Control Requirements
A. The Contractor shall maintain a Construction Quality Control (CQC) Plan for the project that is generally in conformance with the Corp of Engineers (COE) Quality Control process.
B. The Contractor’s CQC Plan manager shall be trained in the COE system and shall maintain the project CQC Plan records and documents.
3.3 Confined Space Program
A. The Contractor and/or subcontractor employees who will be entering Confined Spaces shall be adequately trained and equipped for access and extraction. The Contractor shall provide all ventilation equipment, air quality monitoring, harnesses, and other safety equipment as appropriate for OSHA compliance. The Contractor’s Confined Space program shall substantially conform to the NCAH plan.
B. The Contractor shall submit a written copy of their plan(s) for acceptance by the
COR prior to entry into any confined spaces.
3.4 Temporary Facilities
A. Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any temporary utility connections.
B. Telephones: The Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.
C. Toilet Facilities: The Contractor shall provide and maintain portable toilet facilities for the project employees.
D. Dumpster/Roll-off: The Contractor may locate a dumpster/roll-off to the site. Location and services shall be coordinated with the COR.
3.5 Submittal & Shop Drawings Procedures
A. Documents will be submitted in PDF, scanned, or created in documents that can be easily read when printed on 8-1/2 x 11 or 11 x 17 sheets.
B. Submit manufacturer’s details and specifications for devices and materials used in Section 1.0 Item C.
3.6 Close-Out Submittals
A. Contractor shall provide final As-Built drawings in PDF format to COR for review.
B. Contractor shall coordinate progress inspections with the COR and before final payment application shall request a final inspection. The COR will complete a punch-list and/or document to the Contracting Officer that the work is complete in accordance with the project requirements before final payment is made.
3.7 Special Provisions
A. The Contractor shall confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged. All surfaces that have been altered for the installation shall be refinished to match original condition by skilled personnel of the trades involved at no additional expense to the Government.
B. Finished surfaces of existing facilities or grounds that are affected, marred, scratched, or damaged by the contractor shall be refinished to match original condition.
a. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.
b. Patching material, paint color, paint material and paint application methods shall be approved in advance by the Contracting Officer’s Representative.
C. No building structural members shall be cut or altered without prior approval of the Contracting Officer's Representative.
D. Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.
E. The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.
F. The contractor shall move all materials and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.
G. The contractor shall provide proper safety equipment to workmen and ensure a safe environment for employees and the public always. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.
H. Equipment, materials, installation, workmanship, and operations shall conform to the most stringent applicable requirements of the most recent editions of the associated publications listed below and in any attached specifications, unless otherwise noted:
a. National Fire Protection Association (NFPA)
b. NFPA 101 – Safety to Life from Fire in Buildings and Structures.
c. NFPA 1 – Uniform Fire Code
d. NFPA 5000 – Building Construction and Safety Code
e. Underwriters Laboratories, Inc. (UL)
f. Appropriate UL Standards
g. State and Local Building Codes as adopted by the Authority Having Jurisdiction
(AHJ).
h. The Uniform Federal Accessibility Standards (UFAS)
i. Occupational Safety and Health Administration (OSHA)
3.8 Warranty Documentation
A. Warranty List: Provide a warranty summary sheet in spreadsheet format with all the warranties listed by section, description, supplier, warranty contact, start date, end date.
Provide electronic copy to the COR and place printed copy in the front of the Warranty Binder.
B. Warranty Copies in Binder: Provide the COR one signed & dated copy of all warranties for products and equipment installed on the project. An electronic (scanned) copy of the Warranty Binder in a PDF file shall be submitted with the final close-out documentation.
C. Operation & Maintenance Manuals: Contractor shall provide a printed copy of all Operation & Maintenance documentation provided with the equipment and systems installed in the project and place the manuals in an organized binder. The contractor shall also provide a PDF version of the Manuals to be submitted with the close-out documentation.
D. A one-year warranty shall be provided for faulty workmanship and material. The warranty shall start at the completion of the project.
E. The contractor shall provide technical specifications and product information along with the cost proposal.
4.0 Deliverables / Schedule:
