Statement of Work (SOW)
Project: Central System and Millipore Services.
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Cereal Crops Research Unit (CCRU), is requesting annual services with option year availability extending for four consecutive years after the initial service year.
GENERAL INFORMATION
1.0 Background: The areas of responsibility for these annual services are outlined as follows:
A. Reverse Osmosis System (Central System).
B. PM service of Millipore Polishers in multiple laboratories.
C. Water specific customized checklist.
2.0 Scope of Work:
A. Reverse Osmosis
1. FPA-02-40 (or similar) filter. Qty. 3 annually.
2. FP-02-10-E (or similar) filter. Qty. 1 annually.
3. 20” 5 Micron filter. Qty. 4 annually.
4. 30” long UV Bulb 17491 (or similar). Qty. 4 annually.
5. UV sleeve. Qty. 4 annually.
6. Applicable recycling fees for UV bulbs.
B. PM service of Millipore Polishers
1. D45 Mixed Bed cartridges – Total: 18
a. Lab/Rm.121 Qty. 3. Replaced every four months.
b. Lab/Rm.122 Qty. 3. Replaced every four months.
c. Lab/Rm 123 Qty. 3. Replaced every four months.
d. Lab/Rm 124 Qty. 3. Replaced every four months.
e. Lab/Rm 125 Qty. 3. Replaced every four months.
f. Lab/Rm 126 Qty. 3. Replaced every four months.
2. Polishing Cartridge. QTUM000VX or similar for all labs. Qty. 2 per lab = 12 total. Replaced every six months.
3. Cartridge Filter. QGARD000R1 or similar for all labs. Qty. 2 per lab = 12 total. Replaced every six months.
4. Hydrophobic Membrane MPGL04SK1 or similar for all labs. Qty. 2 per lab = 12 total. Replaced every six months.
5. UV Bulb. ZMQUVLP01 or similar for all labs. Qty. 1 per lab = 6 total. Replaced annually.
C. Water specific customized checklist including, but not limited to:
1. Environmental equipment installation remarks.
2. Pre-maintenance equipment status. (Alerts/Alarms present)
3. Historical event reviews and verification.
4. Inlet screen filter check.
5. Water chemistry analysis.
6. Pre-maintenance system parameters displayed.
7. Regulator pressure check.
8. Flow rate verification.
9. Consumable changes when necessary.
10. Applicable part changes when necessary.
11. Electrical functionality verification.
12. Hydraulic functionality verification.
13. System test verification.
14. Post-maintenance system parameters displayed.
15. Post-maintenance system flow rates verification.
16. Product sensitivity verification as required (Synergy).
17. Confirm dual wavelength UV functionality.
18. Equipment cleaning if necessary.
19. Post-maintenance environmental equipment installation remarks.
20. Preventative maintenance visit report with a copy supplied to
USDA/CCRU.
3.0 Technical Requirements/Tasks:
1. All services should be performed within building hours of operation unless preapproved by the USDA/CCRU.
2. Hours of Operation: Unless exceptions are pre-approved by facility maintenance personnel, all services are to be accomplished between the hours of 7:30 am to 4:00 pm, Monday through Friday, when required, Normal business hours do not include Federal Holidays or closures due to inclement weather. Notifications should be sent to the maintenance personnel, outlining when work is to be conducted, and schedule changes should also be relayed to maintenance personnel in a timely manner.
3. Prior approval is needed before scheduling services.
4.0 Government Furnished Equipment: None
5.0 Deliverables Scheduled: All deliverables required should arrive at the CCRU loading dock during the normal hours of operation (Monday – Friday 7:30 am to 4 pm).
6.0 Travel: Government travel is not authorized. Trip charges/fees will be pre-approved and outlined in the service/repair contract.
7.0 Contractor’s Key Personnel: The contractor is responsible for supplying personnel pertinent to the job function. Supervision and coordination of personnel will be the responsibility of the contractor.
8.0 Security Requirements: All incoming personnel must report to the building administration (PSA) and/or maintenance personnel upon arrival to the building for sign-in purposes (interior work). Contractor is expected to follow hygiene protocols such as social distancing, wearing of face coverings (if required), hand sanitation, and other methods not defined. Additionally, a Certificate of Vaccination must be filled out completely and carried by those vendors wishing to access the facility.
9.0 Place of Performance: Except for deliveries and loading/unloading of equipment, all contractor interior tasks will be performed within the courtyard of the CCRU facility.
10.0 Period of Performance: Normal business hours as defined in Section 3.0 (2).
11.0 Data Rights: Proprietary information applicable to contractor tasks should be outlined with guidance to protect that information if warranted.
