About this file

This combined synopsis and solicitation requests quotes for a portable, laser-based trace gas analyzer package for accurately measuring N2O, CO2, CH4, and H2O in field settings. The U.S. Department of Agriculture Agricultural Research Service Midwest Area seeks to purchase one trace gas analyzer system delivered within 90 days of award. Quotes are due by February 13, 2024 and will be evaluated based on technical acceptability and price. The lowest priced technically acceptable quote will be awarded a firm fixed-price contract for a period of performance of 90 days after receipt of order. This procurement has been set aside for small businesses with less than 1,000 employees. Quotes must include technical and pricing submissions and be submitted electronically to the identified contracting officer.

Specification for Supplies

Project: Procurement of a portable, laser-based trace gas analyzer package for accurately measuring N2O, CO2, CH4, and H2O in the field.

GENERAL INFORMATION

1.0 Scope of Work: The U.S. Dairy Forage Research Center is requesting bids for purchase of trace gas analyzer systems developed for precision measurement of N2O, CO2, CH4, and H2O in field settings. One trace gas analyzer system is requested. Specifications for the purchase are itemized below.

2.0 Background: Research programs at the U.S. Dairy Forage Research Center are interdisciplinary and include assessment of the economic and environmental performance of crop-dairy livestock systems. Research priorities include evaluation of farm greenhouse gas emissions and opportunities for climate mitigation through land cover change and improved management practices. Nitrous oxide and carbon dioxide flux monitoring equipment is needed to expand existing research on the impacts of cropping systems and field management practices on field carbon balance and soil organic carbon. Trace gas flux monitoring equipment, and particularly instrumentation for accurately measuring nitrous oxide fluxes in the field, is needed to expand existing research on the impacts of cropping systems and field management practices on field emissions and farm carbon balance.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Specifications

1. General

• Vendor must be able to demonstrate expertise in developing research-grade soil trace gas flux technology and instrument training opportunities with a particular focus on nitrous oxide data collection.

2. Portable, laser-based trace gas analyzer system

• Gas analyzer system must use Optical Feedback Cavity-Enhanced

Absorption Spectroscopy (OF-CEAS) for high-precision measurement of N2O, CO2, CH4, and H2O

• Analyzers must be suitable for remote field applications, including portable design for outdoor use in field conditions.

• Quote must include parts (e.g., connection cables) as necessary to operate the instruments together in measuring the following trace gases: N2O, CO2, CH4, and H20

• Quote must include a line item for a portable, battery powered, GPS and Wi-Fi enabled survey chamber used for making soil gas flux measurements. The survey chamber must include embedded flux processing software, internal storage, and soil moisture and temperature probe for ancillary data collection

• Quote must include line item cost of a spare battery for each instrument.

• Quote must include a training session for employees who will use the equipment

3. Backpack harness for carrying instrument(s) in the field.

4. Each instrument must include its own weather resistant carrying case
