Requests for Information Solicitation 12505B23Q0071 Replace Chilled Water Coils at AHU-1 Cereal Crops Research Unit (CCRU) USDA-ARS, Madison, WI

August 1, 2023

Question 1: Regarding the subjected Solicitation I reviewed the schedule, I just want to confirm you have a bank of (2) coils inside AHU-1? Also, do you happen to have coil dimensions? If not, we can price off of the face velocity, and unit dimensions; we would have to confirm the coil dimensions before we could move forward with anything.

Answer 1: USDA: Please see paragraph 8 of “Scope of Work Description”. For bidding, offerors shall assume two coils where each coil is 133” W x 53” H x 12” D.

Contractor shall confirm dimensions prior to ordering / purchasing of new coils.

Question 2: The 3” inlet and outlet that is mentioned in the SOW for the new coils will not meet specs your are requiring. The inlet / outlet would have to be 4” on the new coils to meet spec. With that being said, is the 6” header large enough to provide enough water to the new coils?

Answer 2: USDA: The piping sizes shown on the existing drawings were designed and determined by a professional mechanical engineer during the building original construction. Contractor shall assume the existing 6” main header piping size and 3’ branch piping sizes provides the chilled water flow required by the original chilled water coils (Note: Additionally, USDA has not noted any issues with cooling of the building when the existing coils were in proper operating condition).

The intent of the project is to provide direct one-for-one replacement of existing chilled water coils with new coils that match performance characteristics and physical size of the existing coils and that comply with “Requirements for Chilled Water Coils” indicated in the Statement of Work. See paragraph 8 of Statement of Work and “Air Handling Unit Schedule” on existing drawing M-810 for information on performance characteristics and approximate dimensional data on chilled water coils.

Existing drawings indicate 6” chilled water header with 3” branch connections to each chilled water coil. Contractor shall confirm all existing conditions, dimensions, etc. prior to proceeding with any project activities. The confirmation of existing conditions shall be before ordering new coils and shall include, but not limited to, confirming size of chilled water piping header, confirming size of chilled water branch piping to existing coils, confirming sizing of inlet and outlet connections to existing coils. Contractor shall notify and discuss with USDA any discrepancies that are identified between the SOW and actual existing conditions.
