1. On page 8 the RFP references the NRCS Part 641 Drafting and Drawings National

Engineering Handbook, Chapter 1 ¿ CAD Standards¿ We didn¿t see a link to this handbook, can you please provide access for our review.

2. On page 11 the RFP states: ¿NRCS will have sole (restricted) access to the site and will not share information with the public..¿ This implies that the ¿site¿ is only available to the NRCS. Our e-learning and support platform site is used by many organizations, however

NRCS specific tenant. And therefore only NRCS personnel will be granted access to NRCS specific content. Is this adequate? Or does the entire site, database and platform that houses the NRCS content need to be separate?

The managed NRCS login access system is sufficient. The main idea is that content that we paid for development of is not provided commercially to other users that did not pay for the training development. The NRCS specific configuration and training should be limited to only NRCS users only.

3. On page 11 the RFP states: ¿the vendor will provide NRCS with electronic files of all content on the website.¿ The term ¿all content¿ implies everything stated in the RFP such as the template files, custom videos, generic videos, etc.

However we wanted to clarify this point. Does this require that the vendor must provide the actual video files for generic videos that we supply to all of our customers? We will provide access to these files via the platform, however is it required that all generic training videos also be supplied as a .mp4 or similar format? Or does this just refer to the custom videos and custom training files?

Generic training videos do not need to be provided to NRCS. NRCS specific training videos need to be provided to us. File format of mp4 is adequate for this purpose.

4. On page 13, the RFP states: ¿All documents and submittals, including developed software related to this project will be property of the

Government.¿ There are two points of clarity we need here:

a. The platform that would be delivering the training material to the NRCS is a software platform. Does the statement above mean that our platform that we use to deliver training material to all of our customers would be ¿property of the

Government¿ assuming our platform is selected. Or is this intended for the custom videos and custom templates that are created only?

More clarification might be needed to answer this question. The training is to be provided in a hosted online environment. The content must be

The reference in the RFP to developed software is the NRCS specific drawing templates associated with new releases of AutoCAD. Those templates become the property of NRCS and are included in the NRCS AutoCAD deployment packages.

b. Continuing that question, our platform has 1,000¿s of generic training videos and procedures that would be made available to the NRCS, however ownership over these training materials would not be granted to the Government. A license to access them would be granted, however ownership of the content would remain with us. This wouldn¿t include the custom training materials and templates. Does this statement confict with the intent of the statement above?

Generic items do not become the property of NRCS.
