Green Mountain National Forest

Ripton Barracks South Building Select Interior Demolition and

Asbestos Abatement

STATEMENT OF WORK

1. PROJECT DESCRIPTION

This project is to accomplish the select demolition of the interior of the Ripton Barracks South Building located on the Middlebury Ranger District of the Green Mountain National Forest. The project includes, but is not limited to, the removal and disposal of interior living quarters, interior walls, bathrooms, kitchen, doors, heating units, outlets, lighting, ceilings, insulation, exterior chimney, and asbestos abatement.

Project also includes removing broken windows and installing temporary sheathing to secure the building.

See the General Notes below and Project Plans for additional details.

The project also includes an Optional Bid Item to remove and dispose of the attached concrete single vault toilet building on the exterior of the blacksmith shop. This work includes but is not limited to pumping the holding tank, removing the toilet building (door, framing, siding, roof, insulation, etc), removing the concrete holding tank and pad, and installing new wall framing and siding to match the existing blacksmith shop.

2. LOCATION AND ACCESS

The Ripton Barracks is located 13 Silver Towers Road, Ripton, VT approximately 0.8 miles south from the intersection of Vermont Route 125 and Goshen Road. See Project Map.

The Vault Toilet attached to the blacksmith building is located approximately, 2.9 miles west from the intersection of Vermont Route 100 and Vermont Route 73 in Rochester, VT. Project site is at Latitude:

43.84940, Longitude: -72.85823. See Project Map.

3. SCOPE OF WORK

The contractor shall furnish all labor, materials, equipment, supervision, sampling, notifications, permit fees, and transportation necessary to perform asbestos abatement, clean up and disposal of hazardous materials, demolish and dispose of interior structures in accordance with federal, state and local laws, regulations and ordinances.

PROJECT SPECIFICATIONS

SELECT BUILDING DEMOLITION DETAILS

1. The Contractor shall demolish the building after the asbestos abatement has been accomplished. The

Contractor shall accomplish the demolition, removal, and disposal of select areas within the Ripton Barracks South Building to include, but is not limited to, interior walls, doors, sheetrock, protruding fasteners, insulation, ceilings (framing, ceiling tiles/hangers, etc.), wood framing/trim, kitchen/bathroom plumbing and fixtures, plumbing vent through the roof, sink, refrigerator, counters/cabinets, water heater, heating units and lines, lighting, interior wall outlets, electrical wiring, flooring, and exterior chimney. Electrical wiring from removed lights and outlets shall be removed back to the electrical panel and disconnected.

2. All penetrations though exterior walls and roof shall be patched with building materials to match existing, painted with 2 coats of exterior paint to match existing, and sealed to be watertight. Cut and cap all lines in the concrete floor below grade and fill hole with epoxy grout. All materials shall be approved by the Contracting Officer Representative (COR) prior to installation.

3. Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the COR. Debris shall be removed and transported in a manner that prevents spillage on streets or adjacent areas. All loads shall be covered and any additional local regulations regarding hauling and disposal shall apply. All waste material shall become the property of the contractor and shall be removed and disposed of from U.S. Government land at an approved landfill.

4. The Contractor shall remove the glass from 8 exterior windows located on the east and south side of the building. Install T1-11 siding material in place of the glass and secure as required. Paint T1-11 siding with 2 coats of exterior paint to match existing exterior.

5. Electrical service is available on the site. The Contractor may efficiently use this electrical service for work related to this contract at no charge. Contractor shall provide electric generators or other temporary means where electric service is not readily available.

6. Contractor shall be responsible to provide temporary sanitation utilities. Location to be approved by

COR.

7. The Contractor shall provide a project schedule 10 days prior to starting the work. No work shall commence prior to the project schedule being approved by the COR.

8. Areas outside the limits of proposed work disturbed by the contractor’s operations shall be restored by the contractor to their original condition at the contractor’s expense.

ASBESTOS ABATEMENT DETAILS

1. The Contractor shall accomplish the abatement of the asbestos documented on the Hazardous Waste

Inspection Report included in this contract.

2. The Contractor shall apply, obtain, and pay for all related permits and fees required for the abatement of the asbestos.

3. The Contractor shall make all required notifications required for the abatement of the asbestos.

4. The Contractor shall ensure a certified asbestos contractor accomplishes the abatement and provides all required monitoring, testing, and reports.

5. All asbestos abatement work shall be in accordance with the State of Vermont Regulations for Asbestos Control.

OPTIONAL BID ITEM PROJECT DETAILS

1. The Vault Toilet to be removed and disposed of is attached to the exterior of the blacksmith building and is comprised of wood framing, siding, shingles, fiberglass insulation, a toilet, a concrete holding tank and concrete pad.

2. The contractor shall be responsible for pumping the vault prior to removal. The price shall be considered incidental to all other bid items.

3. All soil moving equipment shall be thoroughly cleaned to make it free of soil, non-native invasive species or other debris that could contain or hold seeds prior to being delivered to the project site.

Equipment shall be considered free of non-native or invasive species and other such debris when a visual inspection by the C.O.R, completed prior to the equipment being moved to the site, does not disclose such material present.

4. Areas outside the limits of proposed work disturbed by the contractor’s operations shall be restored by the contractor to their original condition at the contractor’s expense.

5. All waste material other than fill material shall become the property of the contractor and shall be disposed of off U.S. Government (National Forest) land. Any fill material removed shall be stockpiled for later use.

6. Contractor shall backfill hole of removed vault with sand or similar material approved by the C.O.R. to within 6” of the adjacent grade. Compact backfill in 12” lifts. Place 6” topsoil to match the adjacent grade around the removed vault. Place seed and straw over topsoil. Seed to be approved by the C.O.R.
