Caribbean Climate Hub
IITF Interpretation and Translation

Project Simultaneous English < > Spanish interpretation and translation General Information
1.0 Scope of Work
The USDA Caribbean Climate Hub is requesting services for one year with the possibility for an extension up to four years, for a simultaneous English < > Spanish interpretation and translation to aid non-Spanish or English speakers across a range of activities. The vendor will provide simultaneous interpretation / translation services during online or in person activities and have a familiarity with natural resource research and management topics related to climate change. The vendor will provide accurate concepts and explanations with no additions or omissions, and according to conventions of established interpretation protocol. The vendor will provide English to Spanish and Spanish to English simultaneous translation online at webinars or other bilingual activities of the USDA Caribbean Climate Hub.
Contractor Requirements
3.0 Technical Requirements / Tasks
The contractor will require proficiency and experience in simultaneous translation of complex scientific information from Spanish to English and English to Spanish. They will need the ability to participate in online platforms including Zoom and Teams.
Specifically, the contractor will:
1. Coordinate with the USDA Caribbean Climate Hub to make translation available for specific dates and times, including two simultaneous translators and necessary equipment for a minimum of a two-hour period for online or in person activities.
2. Provide a translation booth and headsets for in person activities.
3. Provide translator names and email addresses for online translation and make them available for platform testing at least one day prior to activities.
4. Contractor will provide simultaneous translation for up to 20 webinar and 2 in person maximum
50 participants) activities per year.
4.0 Government Furnished
Not applicable.
5.0 Deliverables / Schedule
Schedule will be determined on an as needed basis by the USDA Caribbean Climate Hub and vendor availability. Vendor will be notified with a minimum of one week notice prior to activities requiring services.

5.1 General Information
1- The contractor will need to coordinate with COR the date and time for the events.
2- The government will not provide any government-furnished property necessary for the fulfillment of this requirement. The contractor will provide all materials, equipment, and supplies necessary to satisfy the requirement. The contractor is responsible for transportation to the worksite each day and attendance.
3- The Contractor is responsible for adhering to all safety requirements of the Forest Service.
4- The contractor shall take proper safety and health precautions to protect the workers, the public, and the property. The Contractor may be held financially responsible for any damage to persons or property that occur because of his/her fault or negligence.
5- The Contractor will access the work areas in his/her own vehicle. The Contractor must ensure that the vehicle used can reach all the work areas within the scope of this contract. The Government will not provide vehicles to the contractor.
6- The Contractor is responsible for the safety of his personnel. The contractor must comply with federal and state safety regulations and COR will stop work immediately when personnel safety is compromised.
HOURS OF OPERATION.
Hours of work are from 800hrs to 1630hrs. each day, with regular workdays of Monday through Friday, unless otherwise agreed upon by authorized U.S. Forest Service representatives. Work must be done during the regular work week based on a regular schedule approved of by the (COR) of the contract.
Work at the Government site is permissible on Federal holidays or weekends, but subject to approval by Contracting Officer’s Representative (COR) and/or the Contracting Officer (CO).

6.0 Travel
Travel not required. Travel won’t be reimbursable.
7.0 Contractor Key Personnel
SPECIAL QUALIFICATIONS. The contractor will have all required licenses specifically to support this contract and availability. The contractor will be responsible to ensure that the licenses/certificates and training of contractor personnel are kept current.
a) The technical expertise to provide deliverables as Spanish Speaking facilitator/Translator/Interpreter.
b) The facilitator needs to be fluent in Spanish and English (oral and written) with a keen understanding of Puerto Rican history and culture. As well as full knowledge of the dialect.
c) Planning and agendas for each meeting must be coordinate within 48 hours in advanced
8.0 Security Requirements
There are no security requirements.
9.0 Data Rights
Any recordings, products, or other information generated will be products of the USDA Caribbean Climate Hub and recognize the support of the USDA FS International Institute of Tropical Forestry, the University of Puerto Rico, and all partners that contribute to the tasks.
10.0 Section 508 – Electronic and Information Technology Standards No information technology will be acquired or developed.
