About this file

This document contains questions and answers from a pre-bid walkthrough for solicitation 12444824R0001 for tree maintenance and removal services at the Grey Towers Historic Site. The key details are as follows:

The federal government will handle integrated pest management and pest control plans, though contractors should notify the contracting officer's representative if any infestations are noticed. For emergency tree work, contractors must be on-site within four hours of notification and have a total response time of five hours including call back response. Mulch may not be left on-site without prior approval from the contracting officer's representative. Ground protection mat systems such as plywood should not be used when working under trees. Pennsylvania pesticide licensing reciprocity is available for applicators from bordering states and other states that have agreements with Pennsylvania; applicants must verify their eligibility and follow Pennsylvania's licensing processes.

12444824R0001

Questions during a walk-through:

1. IPM (Integrated Pest Management) Plan done by the contractor?

No, the federal government does the IPM and pest management plans including what work will be accomplished. Of course, if the contractor notices an infestation the COR should be notified.

2. Part 1 Scope E. Emergency Tree Work. Is it 5 or 4 hrs.?

The Contractor shall be mobilized and on-site within 4 hrs. The 5-hour total includes the 1-hour time frame to return calls to COR for emergency work.

3. Mulch can we leave on site?

Under 3.02 Removals, 3.02.0 Leaving mulch in Grey Towers needs prior COR approval.

4. What type of root protections are needed when working under trees?

A ground protection mat system, similar to Dica Co., plywood, is not to be used.

5. PA Pesticide License Reciprocity with bordering states?

Pennsylvania Dept. of Agriculture controls licensing. The information below is for reference, bidders must verify they can obtain a PA pesticide license.

You must have a Pennsylvania license to apply pesticides in Pennsylvania. However, Pennsylvania has reciprocity with some states—meaning you can apply to get a license in Pennsylvania. If reciprocity does not exist with your state, you (and your business) must go through the entire certification process. If you need more information, please contact the PDA at 717-772-5231.

Pennsylvania accepts initial reciprocity with all borderline states, in addition to many other states. If reciprocity exists, applicators do not need to take the Pennsylvania certification core and category exam. However, the business is required to pay any fees (applicator and business fees) and applicators are required to attend recertification courses to maintain their certification in Pennsylvania. (Pennsylvania does accept recertification credits from other states, but these must be approved.)

Applicators need to request a reciprocal certification with the Pennsylvania Department of Agriculture (PDA). Complete the reciprocity application and submit it to PDA. If you need more information, please contact the PDA at 717-772-5231.

Pennsylvania has reciprocity with the following states: Delaware, the District of Columbia, Idaho, Iowa, Louisiana, Maine, Maryland, Nebraska, New Jersey, New York, North Dakota, Ohio, Rhode Island, South Carolina, Tennessee, Utah, Vermont, Virginia, West Virginia, Wisconsin, and Wyoming.

These states have limitations: Indiana (Not for Category 12); Massachusetts (only for Category 16); Mississippi (only for Category 25); and Montana (only categories, not for core). The Department of Defense has reciprocity while on military property.

If you need more information, please contact the Pennsylvania Department of Agriculture at 717- 772-5231.
