Solicitation 12444021Q0001 Janitorial Services Ocoee Ranger District
Block 19, 20, 21, 22, 23, and 24
Continuation of SF-1449
The Cherokee National Forest is soliciting for janitorial services in support of the Ocoee Ranger District.
The contractor shall furnish all management, labor, personnel, to provide housekeeping-custodial janitorial services. Services will provide cleaning of administrative offices and warehouse areas, maintaining satisfactory facility conditions and present a clean, neat, and professional appearance. The contractor will accomplish all cleaning tasks according to the provided cleaning frequency tables. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, instructions, and commercial practices in accordance with the Solicitation Provisions, Contract Clauses, Technical Specifications, and Attachments.
Total approximate square footage is 6000. The flooring is mostly carpeted. The work center which is approximate 100 square footage is mostly concert.
Ocoee Ranger District is located within the administrative boundaries of the Cherokee National Forest in Polk county Tennessee.
This is a remote location with limited cellular services. The contractor MUST be able to provide services due to the nature of the service area.
Please note the use of Federal Acquisition Regulation (FAR) 52.219-14 Limitations on Subcontracting.
This is a services contract with base award schedule (multiple year).

STATEMENT OF WORK (SOW)
A. GENERAL: The contractor shall furnish all management, labor, personnel, to provide housekeeping-custodial janitorial services. The contractor will accomplish all cleaning tasks according to the provided cleaning frequency tables. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, instructions, and commercial practices.
B. WORKDAYS AND HOURS:
1. Normal Work Hours: 12:00 - 4:00pm
2. Workdays:
Ocoee Ranger Station, Office Spaces – Tuesday and Friday Ocoee Work Center - Friday
3. National Holidays: The ten (10) holidays observed by the Federal Government are: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day and any other day specifically declared by the President of the United States to be a national holiday.

D. SPECIFICATIONS:
1. Safety
a. The contractor shall display warning signs that have been approved by the COTR in all areas where housekeeping operations may cause traffic obstruction or personnel hazard.
Signs shall contain easily understood directions and guidance in English and Spanish.
b. The cleaning of lobbies and corridors resulting in a temporary wet or slippery floor surface shall be accomplished so that it will not be necessary for personnel or patients to cross the wet surface to gain access to other areas (1/2 of the hallway or area at a time).
The contractor must comply with all Life Safety Regulations.
c. Contractor is responsible for Handling/Cleaning of Furniture/Equipment unless otherwise instructed by the COTR or designee.
d. Government owned equipment that is plugged in for recharging shall not be unplugged by the contractor.
2. Building Security
a. Contractor personnel shall turn off all lights in unoccupied areas after cleaning is performed. Ensure areas are secured, windows are closed and locked and the alarm is set.
The Contracting Officer or COR shall be notified of any unlocked doors or windows during his/her duty hours.
3. The contractor shall be responsible for moving and returning the furniture and equipment to its original position when cleaning it or under/around/behind it.
4. All tasks accomplished by the contractor personnel shall be done so as to preclude damage or disfigurement of furniture and building structure. The contractor shall correct any damage caused by their employees to any part of the building or equipment or any area covered by this contract at the contractor’s expense.
5. Frequency of Services Required:
a. All tasks will be performed according to the Cleaning Frequency Chart below. The following additional rules will apply to all areas as appropriate:
i. Government provided CDC approved grade cleaning solution will be used for mopping restroom floors. Cleaning solution shall be changed after mopping each restroom.
ii. A CDC grade cleaning solution will be used for cleaning/disinfecting all High Touch Objects. These objects include door handles, light switches, sinks, sink handles, faucets, toilet seats, toilet flush handles, handrails, telephones, chair handles, drawer handles, and countertops.
iii. After cleaning using the appropriate method (vacuum, sweep, dust mop, damp mop, scrub, etc.) all floors will have a clean appearance free of streaks, detergent residue, or any evidence of soil, stain, film, or any other blemish.
iv. Exterior walk off mats will be cleaned and lifted with each visit; any soil or moisture underneath shall be removed. All mats will be returned to their original location.
1. Building occupants, not the contractor, will be responsible to recycle and empty their own individual recycling containers and sensitive materials containers into a centrally located recycling container.

E. GOVERNMENT FURNISHED EQUIPMENT/SUPPLIES
1. The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR Clause 52.245-1, Government Property (Jan 2017).
Government Furnished Property shall include:
Mops, vacuum, utility cart, brooms, scrub brushes, scouring pads, towels, all chemical cleaning fluids, as well as trash bags necessary to perform all services under this contract other than the carpet/steam cleaner to be provided by the contractor.
2. Contractor personnel shall not use steel wool, abrasive metal cleaners, or any other cleaning materials or supplies which could cause damage to government property. At no time shall chairs, wastebaskets, brooms, mops, or any other items normally placed on the floor be placed on any surface of furniture or equipment.
3. All containers of cleaning chemicals and similar products shall be conspicuously marked (preferably with a factory label), to identify contents. All other labels must be removed or defaced.
Materials bearing a Department of Transportation (DOT) red label (flammable) shall not be used. No unlabeled chemicals are permitted for use anywhere within the facility.
4. All equipment shall be cleaned with a disinfectant/detergent each day prior to storage.
5. The manufacturer’s labeled instructions for use dilution shall be followed. The disinfectant/detergent used shall be compatible in use with the microorganisms which may be prevalent in the local area.
6. Carpet shampoo shall be used in accordance with manufacturer’s recommendations.
a. Carpet shampoo shall not be left to dry in fabric or carpets and shall be extracted with water after cleaning.
7. Mop heads shall be rinsed with clean water after each use.
a. Dirty mop heads shall not be left or stored on the premises nor shall mop buckets be left on premises with any solution (used or clean) left in them.
8. All vacuum equipment (i.e. tank, hose and bag) shall be cleaned weekly. Vacuum filters shall be cleaned weekly at a minimum or as needed.
9. Signs shall contain easily understood directions and guidance.
10. When routine facility defects (dripping faucet, loose door, loose window frames, damaged walls or other items, etc.) are found, they shall be reported to the COR or his/her representative.
F. OTHER REQUIREMENTS: All Items are contained in this subsection are required to be provided by the contractor.
Requirement Timeline/Deadline/Specification
Cleaning Inventory Supply list – A full list of contractor recommended chemicals to be utilized in execution of contract and all associated MSDS sheets provided to COTR.
No later than post award conference.
Contractor Quality Control program Written submission of program no later than 5 days prior to starting date of contract.
Provide Reports / Job related data upon request.
Contractor is required to provide reports and job related data within 3 business days of request. Reports may include but are not limited to (for each location): hours worked, supplies consumed, accident reports, summary of quality assurance program results, summary of complaints, etc.
List of Employees Contractor shall provide comprehensive list of employees, by contract location, prior to the start of the contract. The employee list must include good contact phone numbers for each employee as well as all completed training as proof of compliance with all applicable laws and requirements.
Seamlessness of Service Contractor is responsible to provide replacement personnel immediately in the event that any of their employ cannot complete the work assigned. There shall be no instances where work is not performed as required and in accordance with Work Hours (Section B).
G. SECURITY ACCREDITATION PACKAGE
Background checks will be conducted in accordance with USDA Contract Desk Book Subpart 404.1301 since all applicable contractor employees require routine physical access to Federally-controlled facilities therefore the Contractor must go through the identity proofing and registration process, must have been successfully identity proofed, and have a successfully adjudicated National Agency Check with (Written) Inquiries (NACI) or Office of Personnel Management (OPM)/National Security (NS) community background investigation to serve on the contract.
Contractor ID credentials will be issued after successful identity proofing of the contractor employee applicant and upon a successfully adjudicated NACI or OPM/NS BI. If an option year is exercised, the contractors must renew their credentials at the end of their period of performance. If no option year is exercised, the contractor must turn in their ID credential at the end of the performance period or when service on the contract ends.
Protection of Information Privacy of PIV information must be maintained in accordance with the Privacy Act of 1974.
Procedures for the Employees of the Contractor The procedures to be followed by contractors and contractor employees are specified in DM 4620-002.
H. INSPECTION AND ACCEPTANCE
Inspection
Performance shall be inspected by the Contracting Officer’s Representative (COR) or his designated inspector in accordance with FAR Clause 52.212.4 (a), Contract Terms and Conditions-Commercial Items (Oct 2018) Inspection/Acceptance.

Acceptance of the work shall be contingent upon approval of the Contracting Officer’s Representative (COR). FAR Clause 52.212.4 (a), Contract Terms and Conditions- Commercial Items (Oct 2018) Inspection/Acceptance.
I. PAYMENT
Shall be made in accordance with FAR Clause 52.212-4 (i), Contract Terms and Conditions-Commercial Items (Oct 2018) Payments. Invoices for payment must be submitted by contractor through the Invoice Processing Platform (https://www.ipp.fms.treas.gov/) for payment.
J. COVID-19 VIRUS CLEANING and DISENFECTION
Work is to be conducted in accordance to the Environmental Cleaning and Disinfection Recommendations for COVID-19 as outlined by the Center for Disease Control and Prevention.

(d) Comptroller General Examination of Record. Alternate I (FEB 2000). As prescribed in 12.301(b)(4)(i), delete paragraph (d) from the basic clause, redesignate paragraph (e) as paragraph (d), and revise the reference to “paragraphs (a), (b), (c), or (d) of this clause” in the redesignated paragraph (d) to read “paragraphs (a), (b), and (c) of this clause”.
Alternate II. (OCT 2020) As prescribed in 12.301(b)(4)(ii), substitute the following paragraphs (d)(1) and (e)(1) for paragraphs (d)(1) and (e)(1) of the basic clause as follows:
(d)(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8 G of the Inspector General Act of 1978 (5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—
(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and
(ii) Interview any officer or employee regarding such transactions.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial items, other than—
(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and
(ii) Those clauses listed in this paragraph (e)(1). Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
