Michigan River Bridge Replacement Questions and Answers

1. Could the abutment backwalls, wingwalls, & pile caps made from cast-in-place concrete than pre-cast concrete.
No. the design and rebar layouts are specific to precast concrete. A change to cast-in-place concrete would require new calculations, design, and rebar layout. After the contract is awarded, the contractor could always submit a value engineering to consider cast-in-place concrete. There would be no guarantee that the proposal is accepted. Also, any value engineering proposal would need to demonstrate a benefit to the Government and include calculations, signed/stamped plans, & quality control procedures.
2. Will the road be closed during construction?
The road will be closed with Forest Order for the construction. The contractor will work with COR for the dates.
3. Will the Forest provide the rock to help with the temporary crossing?
Forest will be providing the rock to help with the temporary crossing if needed.
4. Where will be ACROW Bridge deliver address? Will there be equipment at the delivery address?
ACROW Bridge will be delivered to USFS Site 2 Ware yard 799 Evans St Steamboat, CO 80487. It is not guaranteed that equipment will be available to help off load the ACROW Bridge. See the attached ACROW BRIDGE 700XS TECHNICAL HANDBOOK 2015 METRIC.
5. What is the load rating on the ACROW Bridge?
Type 3 Vehicle is 50.2 tons. Type 3S2 Vehicle is 86.6 tons. Type 3-3 Vehicle is 98 tons. NRL (National) Vehicle is 46 tons. SU4 Vehicle is 57.7 tons. SU5 Vehicle is 48.9 tons. SU6 Vehicle is 49.3 tons. SU7 Vehicle is 49.5 tons.
6. What about the concrete boxes being used as the abutments?
The solid concrete boxes (± 35) being used as the abutment in the ACROW Bridge. The concrete boxes would deliver to Fox Park Work Center. There will be not equipment there to help off load the concrete boxes.
7. Will it be okay to camp near the construction site?
COR will work with the District to get a Camping Permit.
8. What about winter plowing?
Winter plowing will be allowed.
9. Any Borrow Source Materials on the forest could be used?
The borrow source materials will come within 3 miles of the construction site. The contractor will have to identify the location for the material and it has to be approved by COR.
10. Do you need a permit from the State of Colorado for Erosion/Dewatering/Stormwater Plans?
We require the contractor to get any necessary state or federal permits. FAR 52.236-7 states “The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work.”
11. Could we invoice for the bridge is not set on site or not?
It would be partial payment. 109.07 (f) Progress payments may include partial payment for material to be incorporated in the work according to FAR Clause 52.232-5(b)(2), provided the material meets the requirements of the contract and is delivered on, or in the vicinity of, the project site or stored in acceptable storage places. Individual and cumulative partial payments for preparatory work and material will not exceed the lesser of:
1) 80 percent of the contract price for the pay item; or
2) 100 percent of amount supported by copies of invoices submitted
12. Do we include Fuel Surcharges in our bids?
Fuel surcharge should be included as part of your pricing and be included in your offer.
