GUNNISON OFFICE WINDOW REPLACEMENT

QUESTIONS AND ANSWERS

1) Q: I do not see a reference for a site visit for Solicitation Gunnison Office Window

Replacement, Notice ID: 1240LT22Q0023. Will there be a site visit at any time A: All detailed information is contained in 1240LT22Q0023 Solicitation which is attached in SAM. Page 39 of 41. January 6, 2022 – 11:00 a.m.

2) Q: We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract. If there is an incumbent, could you please provide the current / previous contract number?

A: This is a new requirement.

3) Q: Could you please confirm what type of solicitation this is? (Request for Quotes (RFQ), Request for Proposals (RFP), etc.)- Is this being solicited under FAR 13 (SAP), or FAR 15, or other?

A: This is an RFQ using FAR Part 13, 15 and 36.

4) Q: 1. I wanted to see if the technical requirements can be waived for this submission as some of the requirements are conflicting? 2. Can you clarify the requirements requested in Factor 2 Technical Approach. A lot of the same requirements are requested in the evaluation on Factor 3 Project Management. Duplicated information -Key Personnel, Subcontractors, oversight to the project

3. Can you clarify the requirements in Factor 3 Project Management? Its states to mention specialized experience, but we will also mention that in Factor 1 Past Performance for relevant work? 4. Factor 2 Major subcontractors- Can this requirement be waived as we will not know until the last min of what subcontractor we will be using. This will be hard to get this information at the last min. We could have up to 3 subcontractors per division.

A: Technical requirements will not be waived for this requirement. Provide as much information as you have available at the time of submission of your offer. An Amendment will be posted at www.sam.gov with updates as soon as it is completed. For Project Management we are looking for details specific to this project.

5) Q: Can you please clarify what spec they are trying to meet? It calls out aluminum clad wood windows but the basis of design EFCO S3500 is an AW rated aluminum product. Also the alternate listed is a wood CW rated Pella Reserve. At the top of the specs it calls out CW 40-CW50 and under the Pella Reserve alternate is calls out AW 50.

A: U-Factor: 0.30 Btu/sq. ft. x h x deg F (3.4 W/sq. m x K)> or less.

0.30 is in the specs as u-factor meaning 0.30 or lower or more energy efficient.

6) Q: Can we get approval of a different manufacturer window than listed in the specifications?

A: Yes, the name brand listed is to show the specifications and type of window we are looking for. Other windows that meet the specifications will be approved.

7) Q: Do we have a construction schedule for the project?

A: We were hoping to do the project starting March or April with 120 days to project completion. Those dates may change depending on availability of all products to complete the project.

8) Q: Does the government know of any lead or asbestos or other hazardous materials on site, in the area of this work, both interior and exterior?

A: No, we are not aware of any asbestos or Lead based paint or any other environmental hazards in the building. Building was tested and any hazardous materials found were removed in 2014.

9) Q: Should any lead or ACM be discovered, we are fully license and capable of handling the site characterization, identification and abatement, remediation and transportation of the materials to an approved landfill with all manifests.

A: We are not aware of any, but if you find some you must let the CO know immediately.

10) Q: Interior finishes; Does the government have any specifications for the interior finishes, as it relates to the window removal, replacement? paint, wood, silicone etc. If we missed the specs, please provide their location.

A: Finishes are described in specification for Aluminum clad windows under Installation items J and K as an Attachment to solicitation.

11) Q: Window Manufacturer; We did not see an approved manufacturer. Did the government list approved manufacturers? We see there is wood and aluminum, with glazing specs, but did not know if the government would prefer to issue an approved manufacturer list?

A: Pella Reserve Aluminum Clad window or approved equal under 2.1 Manufacturers.

We will also accept any manufacturer window that is brand name or equal. This must be approved by the CO.

12) Q: Has the government considered a vinyl specification? or is there a SHPO (State Historical Preservation Office) criteria the government is trying to meet or retain?

A: All window materials were considered and Aluminum Clad has been chosen due to winter conditions and strong UV at elevation.

13) Q: Could the government identify what date, approximately they anticipate the work to begin, and the POP of the contract once awarded?

A: See Question 7.

14) Q:Will any furniture moving be required in order to access the windows from the inside?

a. If so, will the government move this furniture prior to mobilization, or will the contractor be responsible for furniture moving?

A: There could be furniture of partitions close to windows. Contractor is responsible for moving furniture and putting it back.

15) Q: Please confirm if all screens are to be replaced. If so, how many screens?

A: All new windows are required to come with all new screens.

16) Q: Please confirm all existing frames are to remain, and are not being replaced.

A: This contract is for full window replacement including frames so no window frames will remain.

17) Q: Is there office space available for contractor use? 1 small desk would suffice?

A: Yes, Contractor will be able to use a desk in Engineering area of office.

18) Q: Are restrooms available for contractor use?

A: Yes

19) Q: Please confirm Pella Reserve is not the sole manufacturer that can be used for this project. Can we bid this project with alternate manufacturers assuming that all specifications are met

A: Yes – See Question 6.

20) Q: What are the daily site access requirements?

A: Contractor will sign out for a key to the building and return the key after project is complete.

21) Q: Are workers onsite required to be vaccinated?

A: At this time vaccination is not required. Vaccination status may change before installation.
