DEFINITION OF BID ITEMS
AND
MEASUREMENT AND PAYMENT
PART 1 - GENERAL
1.1 SUMMARY
A. The intent of this section is to explain, in general; what is and what is not included in a bid item; the limits or cut-off points where one bid item ends and another begins; and method of measurements and basis of payment for work items listed in the Bid Item Schedule.
B. Work:
1. Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.
2. For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.
3. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.
1.2 DETERMINATION OF QUANTITIES
A. The contractor shall perform, or cause to be performed, all measurement of quantities of materials incorporated into the work processes that are to be measured under the provisions of the contract.
B. Quantity Measurements:
1. The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ) or Lump Sum Quantity (LSQ).
2. The contractor shall compute the quantities for periodic progress payments; the Contracting Officer shall compute the quantities for the final payment based on measurements taken by the Contractor.
3. All Contractor measurements are subject to verification.
4. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities.
5. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.
C. The following measurements and calculations are used to determine contract quantities.

MEASUREMENT AND PAYMENT
1. For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.
2. The average end area method shall be used to compute volumes of excavation or embankment. However, if in the judgment of the Contracting Officer (CO), the average end area method is impractical, measurement shall be made by volume in hauling vehicles or by other three dimensional methods.
3. Structures shall be measured according to neat lines shown on the drawings or as altered by the Contracting Officer, in writing, to fit field conditions.
4. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and under drains, measurements shall be made parallel to the base or foundation upon which the structures are placed. Pipes shall be measured along center of invert.
5. For aggregates weighed for payment, the tonnage shall not be adjusted for moisture content, unless otherwise provided for.
6. For standard manufactured items—such as fence, wire, plates, rolled shapes, pipe conduits—identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer’s tolerances shall be accepted.
1.3 UNITS OF MEASUREMENT
A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
B. Acre: 43,560 square feet. Make longitudinal and transverse measurements for are computations horizontally. Do not make deductions from the area computation for individual exclusions having an area of 500 square feet or less.
C. Cubic Yard: A measurement computed by one of the following methods:
1. Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
2. Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.
3. Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
D. Each: One complete unit, which may consist of one or more parts.
E. Linear Foot: Linear feet measured horizontally.
F. Lump Sum: Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.

G. Square Yard: 9 square feet. Longitudinal and transverse measurements for area computations will be made horizontally. Do not make deductions from the area computation for individual fixtures having an area of 9 square feet or less.
H. Ton: 2000 pounds. No adjustment in contract price will be made for variations in quantity due to differences in the specific gravity or moisture content. Use net certified scale weights, or weights based on certified volumes.
I. Where tolerances are shown in the contract, they are intended to define reasonably close conformity. Adjustments of horizontal or vertical alignment, within the tolerances specified in this contract, or shifts of balance points up to 100 feet shall be made by the contractor as necessary to produce the designed roadway sections and to balance earthwork. Such adjustments shall not be considered as “Changes.”
PART 2 - METHOD OF MEASUREMENT
2.1 GENERAL
A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
B. DESIGNED QUANTITIES (DQ)
1. These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:
a. As a result of changes in the work authorized by the Contracting Officer.
b. As a result of the Contracting Officer determining that errors exist in the original design that causes a pay item quantity to change by 15 percent or more.
c. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
C. ACTUAL QUANTITIES (AQ)
1. These estimated quantities which are determined from actual measurements of completed work.

1. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.
They shall be measured complete and in-place.
PART 3 – DEFINITION OF BID ITEMS
3.1 SCHEDULE OF ITEMS
A. The project Schedule of Items includes several sections to organize the bid items into Base Bid Items and Optional Bid Items. When a pay item is described as a Base Bid Item, the description will be the same when that item or a similar item is included as an Optional Bid Item. Contractor shall provide item pricing for all items listed in the Schedule of Items.
Contract award will be made for all Base Bid Items. Those items listed as Optional Bid Items will be awarded based on available project funding. The Optional Bid Items are not listed in priority order and may be awarded in any combination of individual items.
BASE BID ITEMS
Bid Item No. 1 – Mobilization
a. Measurement: This item is measured as a lump sum quantity.
b. Payment: This bid item consists of all preparatory work and operations necessary for the movement of personnel, equipment, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site. This item includes required bonding of project and all applicable fees associated with bonding.
c. Payment shall be made at the contract lump-sum price.
d. Progress payment shall be made as follows:
1) When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent or the original contract amount, whichever is less, shall be paid.
2) When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, shall be paid.
3) Upon completion of all work on the project, any unpaid amount for mobilization shall be paid.
4) The total of all payments, including bonding, shall not exceed the original contract amount for this item.
5) Payment for bond premiums in accordance with Clause 52.232-5, Payments under Fixed-Price Construction Contracts, shall not be in addition to the contract price. Include bond payments under “Mobilization”.

Bid Item No. 2 – Replacement of all 21 of the 36”x60” windows
a. Measurement: This item is measured as a design quantity.
b. Payment: The contract lump sum shown in the Schedule of Items shall include all materials, equipment, labor incidentals required to perform all operations necessary for removal of all 21 old windows that are 36”x60”, disposal of old windows off site, installation of new single hung Aluminum clad windows including flashing, fasteners, interior and exterior trim, paint or stain, and clean-up of interior and exterior is included in this pay item as specified and show in the drawings.
Bid Item No. 3 – Replacement of all seven 36”x36” windows with one window and 6 insulated wall coverings.
a. Measurement: This item is measured as a design quantity.
b. Payment: The contract lump sum shown in the Schedule of Items shall include all materials, equipment, labor incidentals required to perform all operations necessary for removal of all 7 old windows on south facing wall of upper level, disposal of old windows off site, installation of new window in rangers office and installing new insulated wall of minimum R21 in remaining 6 locations including one access hatch to attic space including flashing, fasteners, interior and exterior trim, paint or stain, and clean up is included in this pay item as specified and show in the drawings.
Bid Item No. 4 – Replacement of all three 35”x95” windows on ground level north side
a. Measurement: This item is measured as a design quantity.
b. Payment: The contract lump sum shown in the Schedule of Items shall include all materials, equipment, labor incidentals required to perform all operations necessary for removal of all 3 old windows on ground level on north side of building, disposal of old windows off site, installation of new Slider windows including flashing, fasteners, interior and exterior trim, paint or stain, and clean up is included in this pay item as specified and show in the drawings.
Bid Item No. 5 – Replacement of two 36”x48” windows.
a. Measurement: This item is measured as a design quantity.
b. Payment: The contract lump sum shown in the Schedule of Items shall include all materials, equipment, labor incidentals required to perform all operations necessary for removal of all 3 old windows on ground level on north side of building, disposal of old windows off site, installation of new windows including

flashing, fasteners, interior and exterior trim, paint or stain, and clean up is included in this pay item as specified and show in the drawings.
Bid Item No. 6 – Replacement of three case windows in ramp area.
a. Measurement: This item is measured as a design quantity.
b. Payment: The contract lump sum shown in the Schedule of Items shall include all materials, equipment, labor incidentals required to perform all operations necessary for removal of all 3 old windows in ramp area on northeast side of the building, disposal of old windows off site, installation of new windows including flashing, fasteners, interior and exterior trim, paint or stain, and clean up is included in this pay item as specified and show in the drawings.
OPTIONAL BID ITEMS
The following are optional bid items and will only be included in the contract if funds are available at the time of bid opening and determined in the best interest of the Government.
Optional Bid Item No.7 – Replacement of four existing awning windows that are in the 2 restrooms, LEO office and by east entrance. The two awning windows in restroom shall be replaced with operable awning windows for ventilation.
a. Measurement: This item is measured as a design quantity.
b. Payment: The contract lump sum shown in the Schedule of Items shall include all materials, equipment, labor incidentals required to perform all operations necessary for removal of all 4 existing windows, disposal of old windows off site, installation of new windows including flashing, fasteners, interior and exterior trim, paint or stain, and clean up is included in this pay item as specified and show in the drawings.
Optional Bid Item No.8 – Replacement of total of 3 Windows by front public entrance and by north-west entrance.
a. Measurement: This item is measured as a design quantity.
b. Payment: The contract lump sum shown in the Schedule of Items shall include all materials, equipment, labor incidentals required to perform all operations necessary for removal of all 3 old windows at public entrance (measuring 124”x62”) and by north-west entrance measuring (44”x33” and 48”x26”), disposal of old windows off site, installation of new windows including flashing, fasteners, interior and exterior trim, paint or stain, and clean up is included in this pay item as specified and show in the drawings.

USE OF SITE
PART 1 - GENERAL
1.1 SUMMARY
A. Applies to Government facilities at the worksite available for use by the Contractor.
1.2 SANITARY FACILITIES
A. Contractor shall use existing sanitary facilities at site for Contractor’s personnel.
1.3 DRINKING WATER
A. Contractor shall use existing drinking water at the work site for Contractor’s personnel.
1.4 TELEPHONE
A. The Contractor will be responsible for providing any telephone service deemed necessary for the duration of the contract.
1.5 ELECTRICAL SERVICE
A. There is electrical service at this site. The Contractor may use existing electrical outlets at the office both inside and outside. Exterior outlets are located in alleyway below breaker panel.
1.6 STORAGE AREA
A. Storage for Contractor's materials and equipment, if required, may be at the project area where approved by the Contracting Officer. The Government shall not be responsible for Contractor's materials or equipment stored on Government property or on City property.
1.7 WORK AREA
A. Office dumpster on-site shall not be used for construction material. Contractor shall haul all construction trash off-site for disposal. The nearest approved landfill is the Gunnison County Landfill operated by Gunnison County at 621 County Road 42, Gunnison, Colorado, Phone: (970) 641- 5522. Contact the Gunnison County Landfill Manager for fees, hours and load requirements, Phone: (970) 641-5522 or (970) 641-0044.
B. Contractor shall maintain a clean work site to prevent any potential conflicts with the public or employees. The site shall remain free of any construction debris or trash at all times.
Construction debris and trash shall be cleaned up throughout the day and a final cleaning of trash and debris shall occur each night. Site shall be left in an orderly manner each night with safety being the highest importance.

USE OF SITE
C. Contractor is responsible for moving of work spaces (if needed), moving work spaces back (if needed), having vehicles moved (if needed), notifying CO of needs to coordinate work with a functioning open office.
1.8 KEYS TO BUILDING
A. Key to building must be signed out from Sara Hadlock and returned immediately after project.

1.9 COVID-19
A. Contractor shall follow all State, Municipal, and Federal guidelines for COVID-19 including Forest Service Ordinances which currently require everyone wear masks when working in the Forest Service Admin Site. Everyone associated with this Contract must comply or do not enter the facility. Any preexisting condition, vaccination, medical condition, or other excuse is not acceptable for not complying with all laws, directives or ordinances. If masks are required, employees must wear masks at all times or not enter the job site. If an employee can not wear a mask, they cannot work on this job if masks are required at the time work is performed. This is not a flexible mandate. If an employee is on site not wearing a mask when masks are required, expect the employee to be asked to leave immediately and not return for a second chance.

ALUMINUM CLAD AND WOOD WINDOWS
PART 1 – GENERAL
1.1 SUMMARY
A. This Section includes operable and fixed aluminum clad and wood windows.
1.2 PERFORMANCE REQUIREMENTS
A. General: Provide aluminum or wood windows capable of complying with perfor-mance requirements indicated, based on testing manufacturer's windows that are rep-resentative of those specified, and that are of minimum test size required by AAMA/WDMA 101/I.S.2/NAFS or Performance class and grade CW40-CW50 and STC of 28-35.
B. Structural Performance: Provide aluminum or wood windows capable of withstanding the effects of the following loads, based on testing units representative of those indi-cated for Project that pass AAMA/WDMA 101/I.S.2/NAFS, Uniform Load Structural Test:
1. Design Wind Loads: Determine design wind loads applicable to protect from basic wind speed indicated in miles per hour (meters per second) at 33 feet (10 m) above grade, according to ASCE 7, Section 6.5, "Method 2-Analytical Procedure," based on mean roof heights above grade indicated on Drawings.
a. Basic Wind Speed: 90 mph (40 m/s)
b. Importance Factor: 1.0
c. Exposure Category: C
2. Deflection: Design glass framing system to limit lateral deflections of glass edges to less than 1/175 of glass-edge length or 3/4 inch (19 mm), whichever is less, at design pressure based on testing performed according to AAMA/WDMA 101/I.S.2/NAFS, Uniform Load Deflection Test or structural computations.
C. Thermal Movements: Provide aluminum or wood windows, including anchorage, that allow for thermal movements resulting from the following maximum change (range) in ambient and surface temperatures by preventing buckling, opening of joints, over-stressing of components, failure of joint sealants, failure of connections, and other det-rimental effects. Base engineering calculation on surface temperatures of materials due to both solar heat gain and nighttime-sky heat loss.
1. Temperature Change (Range): 120 deg F (67 deg C), ambient; 180 deg F (100 deg C) material surfaces.

1.3 SUBMITTALS
A. Product Data: For each type of aluminum window indicated.
B. Shop Drawings: Include plans, elevations, sections, details, hardware, attachments to other work, operational clearances, and installation details
C. Samples: For each exposed finish.
D. Product Schedule: Use same designations indicated on Drawings.
E. Maintenance data.
1.4 QUALITY ASSURANCE
A. Installer: A qualified installer, approved by manufacturer to install manufacturer's products.
B. Glazing Publications: Comply with published recommendations of glass manufactur-ers and with GANA's "Glazing Manual" unless more stringent requirements are indi-cated.
1.5 WARRANTY
A. Special Warranty: Manufacturer's standard form in which manufacturer agrees to re-pair or replace aluminum windows that fail in materials or workmanship within speci-fied warranty period.
1. Failures include, but are not limited to, the following:
a. Failure to meet performance requirements.
b. Structural failures including excessive deflection, water leakage, air infil-tration, or condensation.
c. Faulty operation of movable sash and hardware.
d. Deterioration of metals, other materials, and metal finishes beyond normal weathering.
e. Failure of insulating glass.
2. Warranty Period:
a. Window: Two years from date of Substantial Completion.
b. Glazing: Five years from date of Substantial Completion.
c. Metal Finish: Five years from date of Substantial Completion.

PART 2 – PRODUCTS
2.1 MANUFACTURERS
A. Basis-of-Design Product: Subject to compliance with requirements, provide S3500 Series by EFCO Corporation or a comparable product by one of the following Brand Name or equal:
1. Pella Reserve – Traditional Single Hung, Casement or Awning as described in the Definition of Bid Items Window. Windows shall be Aluminum Clad design.
Minimum u-factor of 0.30.
2.2 WINDOW
A. Window Type: Single hung or double hung, awning or casement windows.
B. Comply with AAMA/WDMA 101/I.S.2/NAFS.
1. Performance Class and Grade: AW50 Minimum LC40
C. Condensation-Resistance Factor (CRF): Provide aluminum clad and wood windows tested for thermal performance according to AAMA 1503, showing a CRF of 55.
D. Thermal Transmittance: Provide aluminum clad and wood windows with a whole-window, U-factor maximum indicated at 15-mph (24-km/h) exterior wind velocity and winter condition temperatures when tested according to NFRC 100.
1. U-Factor: 0.30 Btu/sq. ft. x h x deg F (3.4 W/sq. m x K)> or less.
E. Solar Heat-Gain Coefficient (SHGC): Provide aluminum windows with a whole-window SHGC maximum of 0.40 determined according to NFRC 200 procedures.
2.3 GLAZING
A. Glass and Glazing Materials: Glazing for glass units and glazing requirements appli-cable to glazed aluminum window units.
2.4 INSECT SCREENS
A. General: Design windows and hardware to accommodate screens in a tight-fitting, removable arrangement, with a minimum of exposed fasteners and latches. Fabricate insect screens to fully integrate with window frame. Locate screens on outside of window and provide for each operable exterior sash or ventilator.
1. Aluminum Tubular Frame Screens: Comply with SMA 1004, "Specifications for Aluminum Tubular Frame Screens for Windows," Architectural C-24 class.

B. Aluminum Insect Screen Frames: Manufacturer's standard aluminum alloy complying with SMA 1004. Fabricate frames with mitered or coped joints or corner extrusions, concealed fasteners, adjustable rollers, and removable PVC spline/anchor concealing edge of frame.
1. Aluminum Tubular Framing Sections and Cross Braces: Roll formed from alu-minum sheet with minimum wall thickness as required for class indicated.
2. Finish: Match aluminum window members.
C. Aluminum Wire Fabric: 18-by-16 (1.1-by-1.3-mm) mesh of 0.011-inch- (0.28-mm-) diameter, coated aluminum wire.
1. Wire-Fabric Finish: Charcoal gray
2.5 FABRICATION
A. Fabricate aluminum clad or wood windows that are reglazable without dismantling sash or ventilator framing.
B. Weather Stripping: Provide full-perimeter weather stripping for each operable sash and ventilator.
C. Weep Holes: Provide weep holes and internal passages to conduct infiltrating water to exterior.
D. Provide water-shed members above side-hinged ventilators and similar lines of natural water penetration.
E. Mullions: Provide mullions and cover plates as shown, matching window units, com-plete with anchors for support to structure and installation of window units. Allow for erection tolerances and provide for movement of window units due to thermal expan-sion and building deflections, as indicated. Provide mullions and cover plates capable of withstanding design loads of window units.
F. Subframes: Provide subframes with anchors for window units as shown, of profile and dimensions indicated but not less than 0.062-inch- (1.6-mm-) thick extruded alu-minum. Miter or cope corners, and weld and dress smooth with concealed mechanical joint fasteners. Finish to match window units. Provide subframes capable of with-standing design loads of window units.
G. Glazing Stops: Provide snap-on glazing stops to match sash and ventilator frames.
2.6 ALUMINUM FINISHES
A. Aluminum Anodic Finish: Class I, clear anodic coating complying with AAMA 611.

B. Grids or Muntins: Window grids or muntins design shall be submitted to CO for ap-proval. For estimating purposes, a look with 6 grids on top and none on bottom will be approximately the finish for this project.
PART 3 – EXECUTION
3.1 INSTALLATION
A. Comply with Drawings, Shop Drawings, and manufacturer's written instructions for installing windows, hardware, accessories, and other components.
B. Install windows level, plumb, square, true to line, without distortion or impeding thermal movement, anchored securely in place to structural support, and in proper re-lation to wall flashing and other adjacent construction.
C. Set sill members in bed of sealant or with gaskets, as indicated, for weathertight con-struction.
D. Install windows and components to drain condensation, water penetrating joints, and moisture migrating within windows to the exterior.
E. Separate aluminum and other corrodible surfaces from sources of corrosion or electro-lytic action at points of contact with other materials.
F. Adjust operating sashes and ventilators, screens, hardware, and accessories for a tight fit at contact points and weather stripping for smooth operation and weathertight clo-sure. Lubricate hardware and moving parts.

I. Remove and replace glass that has been broken, chipped, cracked, abraded, or dam-aged during construction period.
J. Interior finishes: Install 3/4” solid pine jambs stain grade. 1x3 solid pine stain grade trim butt jointed.
