About this file

This document is a Request for Quotation (RFQ) for vault toilet pumping services in the Humboldt National Forest, specifically for the Mountain City, Ruby Mountains, and Jarbidge Ranger Districts. The solicitation is set aside for small businesses under NAICS code 562911 with a size standard of $9.0 million. The contract covers pumping services for up to 55 vault toilet buildings and 4 septic tanks across 22 different sites, including campgrounds, trailheads, and picnic areas, located primarily in Elko County, Nevada.

The contract includes a base year and four option years, with performance running from the date of award through July 18, 2030. Vendors must provide pricing for each site, which varies in number of buildings, vaults, and pumping requirements. Sites range from 21 to 136 miles from Elko, Nevada, and are accessible by asphalt or dirt roads. Offers are due by 2:00 PM ST on July 14, 2025, and must be submitted electronically to Andrea Marks-Cash at andrea.marks-cash@usda.gov. The government will evaluate offers based on technical capability, past performance, and price, with technical and past performance considered relatively equal when compared to price.
