C.2 Project Location and Access

Project is located at the Wrangell Ranger District Administrative Site at 525 Bennett Street in Wrangell, AK, approximately 80 miles northwest of Ketchikan. Wrangell is a remote community in Southeast Alaska, and is not connected to the mainland road system. It is accessible via commercial airline, Alaska Marine Highway System ferry service, and barge line. As of March 2021: commercial jet service occurs twice per day, one northbound and one southbound flight; ferry service occurs twice per week, one northbound and one southbound vessel.

C.3 Background The Wrangell Ranger District Administrative Site (aka the Wrangell Compound) includes a 9,400 SF two story office, 4,200 SF single story warehouse, 3,025 SF single story bunkhouse, and 3,360 SF single story garage. All buildings are wood-framed. The buildings were constructed in the mid 1980’s, and the heating and electrical systems were installed in 1986. All three heating systems (garage does not have a heating system) and much of the electrical service equipment is at the end of its operational life. The bunkhouse heating system is in the poorest condition of the three systems and must be addressed soonest. In addition, the bunkhouse lacks redundant heating sources (if the boiler goes down, there is no heat source) and lacks a cooling system. Throughout all four buildings, there are several electrical panels which are obsolete and/or violate code.

Building sizes: 9,400 SF two story office, 4,200 SF single story warehouse, 3,025 SF single story bunkhouse, and 3,360 SF single story garage. All buildings are wood-framed.

SUMMARY OF WORK

1. PART 1 – GENERAL

1.01 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.02 PROJECT INFORMATION

A. Project title: Wrangell Compound HVAC Renovations.

B. The project is located at Wrangell Ranger District compound at 525 Bennett Street, Wrangell, Alaska, approximately 80 miles northwest of Ketchikan. The compound includes a 9,400 SF two-story office building, a 4,200 SF warehouse and shop, and a 3,000 SF bunkhouse.

1.03 PROJECT BACKGROUND

A. Mechanical systems for all three building were installed in 1986. The office building had a new addition in 1999 and the mechanical system was retrofitted to include the addition. Piping for the new section was added and new pumps were installed.

B. The mechanical systems include heating only. There are no central ventilation or cooling systems in any of the buildings. Warehouse workshop does not have a central sawdust collection system.

C. Heating systems use oil fuel with two external tanks. One oil tank serves the office and the warehouse and the other serves the bunkhouse boiler. There are no oil leaks.

D. Single pipe hot water heating system in the Office Building is inefficient; it overheats the upper floor and provides uneven heating for the lower floor.

E. Buildings do not have redundant heating sources.

F. Office Building overheats in the summer.

G. Heating systems in all three buildings are at the end of their operational life and require new high efficiency systems.

1.04 PROJECT SCOPE BASE BID

A. Renovate heating system at the office building:

1. Remove the hydronic heating system including but not limited to boilers, chimney, pumps, piping, heating units, controls and appurtenances.

2. Purge and remove the fuel oil piping and appurtenances.

3. Provide five multi-zone heat pump systems consisting of outdoor units, refrigerant piping, indoor units, power and controls.

4. Provide electric radiant heaters and controls in smaller rooms.
