Switchgear and Panel Replacement – Dawson, GA Questions and Answers
1. In reviewing the documents looking for the liquidated damages for this project (for bonding request purposes) but cannot find the data. Could you please tell me where to find it, or how much it is?
Answer: Liquidated Damages have not been recommended for this requirement and are not included.
2. The time frame required for this project of 150 days may be a little tight, on a recent similar project the MCC had a 16-week lead time. Just wanted to bring the issue to your attention?
Answer: We are aware of lead time delays impacting the construction industry. The 150 days is after issuance of the NTP. It is not anticipated the NTP will be issued at award. Prior to issuance of the NTP we will want to have most submittals approved.
3. Can you tell us where on the property the existing piece of switchgear is located? Is it on a 2nd floor or higher of a Building? Can the Gov’ provide additional photos of the building that its located in? As you can imagine it’s more of an effort to pull the MCC from a second or third story rather than from ground level floor. Can you also provide photos or an explanation of the access to the room?
Answer: The switchgear is located on the ground floor with 6’wide X 8’ tall double doors adjacent to open bay in shelling plant. A picture has been added to updated SOW, the photo is labeled Switchgear Access Doors.
4. SOW title page indicates: “Switchgear and Panel Replacement”, understand the “Switchgear Replacement”. Is there also a “Panel Replacement” that’s in addition to the Switchgear Replacement? If so please provide and photos of the panel board to be replaced, breakers to be installed and so on.
Answer: The panels are part of the switchgear, already shown in the existing photos.
5. Appendix A – Existing Switchgear Pictures shows a photo of “Emergency Shutdown Switch” Is this part of the “Shelling Plant Switchboard” that gets replaced or is this something additional that gets replaced as well?
Answer: It is part of the switchgear that gets replaced.
6. Can you provide any drawings/plans that show the location of the switchgear being replaced in relation to the building? Any information that would show the gear location and the different means of egress to the exterior of the building would be very helpful.
Answer: Picture uploaded into attachments, titled Building Drawing, we do not have a scaled pdf or AutoCAD version.
7. Can you provide any as built drawings or one line diagram that show all the conduit/conductors that come into the switchgear that is being replaced?
Answer: Picture uploaded into attachments of original drawing, titled Conduit-Conductors Drawing, we do not have a scaled pdf or AutoCAD version. There is additional conduit coming out of top of switchgear.
8. We want to know if we are to provide generator power to various loads when the change out occurs. We can typically change out a complete system with a straight 24 hour work session.
What is the Governments position regarding the allowable shut down?
Answer: No need to provide generators as long as Shelling plant circuit is removed from main transformer before work and transformer is switched back on.

9. Would the USDA consider extending the deadline for the quotes? This would allow contractors the time to produce their best offerings.
Answer: We will extend to August 23, at 2:00 p.m. Central.
