APPENDIX A

TECHNICAL SPECIFICATIONS FOR SERVICE WORK ITEMS

SECTION I – DESCRIPTION OF WORK RESULT or OUTCOMES:

The end result is a road system that has no standing fire killed/damaged trees (identified as low, likely, and imminent) within striking distance of the road (including the slide and roll area) so that the road can be reopened to public use. The goal is to reduce roadside fuel loading and to provide safe access for road users. .

Activities to achieve this end result include performing essential maintenance and reconstruction of roads, temporarily closing roads that are in close proximity to roads where danger trees are cut, cutting and removal (where authorized) of fire killed/damaged roadside trees, removal or piling or scattering of roadside slash and fuel accumulation, erosion control, and site preparation for future reforestation along roads. In addition, decked logs remaining from previous danger tree cutting and fire suppression actions will be removed from within the clearing limits of National Forest System (NFS) road 4600000 and either relocated to a designated location, or as an option removed by the contractor. This will be done by accomplishing the following:

• Identifying and cutting standing fire killed/damaged trees.

• Removing and/or decking cut trees.

• Piling, scattering, chipping, and/or removing operationally generated slash and fuels.

• Maintaining roads within the contract area.

• Reconstructing roads within the contract area.

• Relocating decked trees from along NFS Road 4600000 to a designated location.

Requirements, restrictions, and specifications applicable to entire contract:

• See contract specifications in Appendices B, C, and D.

Optional: remove cut trees off NFS lands under timber subject to agreement (Appendix B, provision C2.11#).

SECTION II – WORK ITEMS:

Mandatory Item 1: Identifying, cutting, processing, decking standing fire killed/damaged danger trees. All units shown on Contract Area Maps (CAM) utilize virtual boundaries. Contract allowable tolerance for virtual boundaries is +/- 33 feet except where unit boundaries are illustrated paralleling stream courses (shown on the CAM, see provision C6.42#). Global positioning system devices must have an accuracy tested in an open canopy of at least 15 feet to ensure compliance with the allowable tolerance. Device accuracy can be determined at the USDA GPS MTDC Accuracy website:

1a) Process and deck roadside fire-damaged/killed trees within units 5710-21, 5710-23, 5710-25 5710-27, and 5710-29.

• Within-unit decks must be placed outside the road prism, not impeding hydrologic function, and must not be less than 20-feet away from remaining standing trees where spacing allows. They should be as close to the road as possible, while still meeting aforementioned criteria, to facilitate future removal operations.

• Under Timber Subject to Agreement (Appendix B, provision C2.11#), contractor has the option to remove the fire-killed/damaged trees instead of decking within the unit.

1b) Process roadside fire-damaged/killed trees from the following units and deck at designated decking locations: Units 57-2, 57-4, 57-6, 57-8, 57-10, 57-14, 57-16, 57-19, and 57-20.

• Deck cut trees at the designated locations shown on the Contract Area Map (CAM): Ripplebrook Fire

Station. and an existing landing on the west end of unit 57-20. Option to deck at an agreed to location included in the contractor’s proposal. Under Timber Subject to Agreement, contractor has the option to remove the fire-killed/damaged trees

• Unit 57-17 is labled as “cut and cemove” AND “No-ground based equipment” on the CAM. The intent for this is to allow opportunity to remove material to the extent capable while minimizing soil disturbance within the unit.

1c) Within the following units, cut fire killed/damaged danger trees and leave in place: 57-3, 57-5, 57-7, 57-9, 57-11, 57-12, 57-15, 5710-22, 5710-24, and 5710-26.

See also Appendix B C2.355# Designation by Prescription In Unit 57-9, as shown on the Contract Area Map, only cut fire killed/damaged danger trees identified as having an “Imminent” and “Likely” failure potential.

Mandatory Item 2: Slash Management.

See also Appendix B, provision C6.74#.

In Fuel Loading areas shown on the Contract Area Map where down wood requirements have been met and or where fuel loading exceed maximum levels, cut trees and slash shall be treated.

Piling, scattering, chipping (and spread or removal), and/or removing operationally generated slash and fuels.

Applicable to NFS roads 5700000 and 5710000

All activity slash (limbs, root-wads, bole pieces, and top-wood material) generated from operations (cutting danger trees and removal of danger trees) shall be:

• left within Cut and Leave areas as shown on the Contract Area Map and as described in Appendix B, Provision C6.24#, C6.41#, and C6.42#.

• Treated within areas when in excess of fuel loading requirements described in Appendix B, Provision C6.42# and C6.74#.

When down wood and fuel (i.e., operationally generated slash) loading requirements have been met, excess fuels shall be managed following Appendix B, provision C6.74#.

Mandatory Item 3-7: Road Maintenance See Appendix C for Road Maintenance requirements.

Mandatory Item 8-22: Road Reconstruction See Appendix D for Road Reconstruction requirements.

Mandatory Item 23: Relocating decked trees from along NFS Road 4600000 to a designated location.

Decks of logs alongside NFS Road 4600000 that protrude into the clearing limits shall be relocated by the contractor to a designated location (as described in Item 1b). Decked material can be bucked to facilitate the movement of the decks but should be done in a manner to maximize volume recovery. Relocated decks must be stacked neatly and at heights that would not limit potential future removal by firewood cutters.

Optional Work Items Item 24 (Optional) Remove 46 road decks off NFS lands as Timber Subject to Agreement.

Item 25 (Optional)

Remove cut fire-killed trees off NFS lands as Timber Subject to Agreement.

SECTION III – CONTROL OF WORK

The government reserves the right to prioritize the order in which Sub-Units and/or work Items are accomplished.

Operational Restrictions for are listed in Appendix B, Provision C6.41, Timing and Condition Restrictions

Work may be done any time during the term of the contract, except under the following conditions:

(1) When conditions are such that operations shall be restricted or ceased due to increased fire risk.

(2) As shown in the Operating Schedule of Appendix B C6.315# (required for all Work Items).

SECTION IV – INSPECTION AND ACCEPTANCE

At any point during the project, the Contractor and/or Project Manager may request (documented through email, text, or hand-written request) an in the field consultation with the Forest Service to inspect work progress, review contract specifications, or clarify issues. The Forest Service shall respond to Contractor’s request within 5 working days, excluding weekends and federal holidays.

GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN

For all work items:

The Contracting Officer’s Representative (COR), or a designated inspector (GTM), will make periodic visual inspections while work is in progress, usually daily at first, as needed to assure work is proceeding satisfactorily. The Contractor shall notify the COR at least 5 business days prior to operations starting, within 24-hrs of operations started along different NFS roads, when questions or challenges are encountered, and when contract work needs government oversight.

1. Each unit will be inspected as a separate unit. Units will not be averaged with other units for acceptance or payment.

2. When units and road work are completed and ready for government inspection, Contractor’s designated project manager shall request unit inspection in writing, prior to moving out of the general area.

3. The COR, or GTM, will determine compliance with contract specifications through informal visual inspections. In the event visual inspection indicates work to be in non-compliance with specifications, prompt corrective action and/or rework by the Contractor shall be required.

Government Inspection Procedures Items 1-4:

1. Inspection shall be conducted by the Government to determine compliance with specifications and percent of satisfactory work for treatment of each unit not meeting specification as observed with visual inspection.

2. Acceptance of work is described in Appendix B, Provision C6.36.

Unsatisfactory Performance

1. If the work quality falls below the minimum AQL, the COR will immediately notify the Contractor, in writing, and order him to improve the quality.

2. If after rework has been performed and reinspected, and work quality still falls below minimum AQL percent, payment will either be made at a reduced rate, or not at all, as determined in SECTION V – PAYMENT METHODS below.

3. Repeated failure to produce work quality at or above the minimum acceptable standard will be considered reason for contract termination for cause.

Reinspection Upon Contractor Request

1. If Government inspection results are unacceptable to the Contractor, a reinspection may be requested, in writing, within 5 business days after receipt of notice of said inspection results. The same inspection procedure will be used; however, the inspection pattern will be shifted so that new inspection plots will not overlap previously inspected plots.

2. If reinspection results – rounded up to the nearest whole percent – indicate a variance of more than 5 percent from the first inspection, the results of the second inspection will be used to calculate work quality and payment, and the Government will bear the cost of reinspection.

3. If reinspection results – rounded up to the nearest whole percent – are within 5 percent of the first inspection, plots from the initial inspection and the reinspection will be combined and used to calculate work quality and payment, and the Contractor shall bear the cost of reinspection.

SECTION V – PAYMENT METHODS

Method of Measurement for Acreages Acreages and unit boundaries were determined by using ArcGIS and Global Positioning Systems (GPS). Linear lengths of roads were measured. ArcGIS was used to estimate total acres within the bounds of the Area of Consideration (AOC) defined in the environmental analysis as the variable striking distance along the road based on stand composition and site potential tree height. The allowable tolerance is 33 feet. The acreage for each work item will be rounded to the nearest acre and is final unless:

a. the contract is modified or,

b. the Government makes a determination to remeasure or,

c. the Contractor exercises his/her option under the following Remeasurement provisions:

Remeasurement

1. The Contractor may request, in writing, remeasurement of any units under this contract if he/she feels that acreage stated on the project maps is incorrect. The remeasurement must be within the existing perimeter of the respective unit. No variance of the unit perimeters as laid out on the ground for this contract will be allowed. All requests for remeasurement must be made prior to payment for each completed unit. Remeasurement will be performed by the Government.

2. If remeasurement indicates that a variance of ten percent or less exists on units of 1 to 5 acres, five percent or less exists on units of more than five but less than 20 acres, or if three percent or less exists on units of 20 acres or larger, the Contractor shall pay for the actual costs of the remeasurement.

Under this condition, payment will be made on the acreage stated on the project maps. If the remeasurement indicates the actual acreage varies by more than the above factors from that stated on the project maps, the payment will be made on the remeasured acreage and the Forest Service will pay for the cost of the remeasurement.

Acceptance and Payment Work Items 1, 2, and 24

1. If informal visual inspection indicates acceptable work quality, the Contractor will be paid 100 percent of their bid rate.

2. If formal inspections are used, the rate of payment to the Contractor will be calculated as follows:

(a) For work quality of 90 percent or higher, the Contractor will be paid 100 percent of their bid rate.

(b) For work quality from 85 to 89 percent after rework, the Contractor will be paid the total multiplied by the bid rate.

(c) For work quality 84 percent and less after rework, there will be no payment made to the Contractor.

Acceptance and Payment – Items 3-7, Road Maintenance

1. If visual and/or measurement inspection indicates acceptable work quality, the Contractor will be paid 100 percent of their bid rate.

Acceptance and Payment – Items 8-23, Road Reconstruction

1. If visual and/or measurement inspection indicates specifications have been met, the Contractor will be paid 100 percent of their bid rate.

* Stewardship Credits will be earned first, whenever practical. Forest Service Funds will be used if the availability of Stewardship Credits is exhausted or if appropriated dollars are obligated to a specific item.
