1. SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Identification: Upgrade Over-Dutied Electrical Panels / Circuit Breakers, Western Regional Research Center (WRRC), USDA Agricultural Research Service, Albany, CA.

B. The Work consists of selective demolition, and replacement of existing panels in various buildings, as defined in the plans and specifications.
1.2 CONTRACT AND CONTRACTING OFFICER
A. Project will be constructed under a general construction contract.
B. Only the Contracting Officer shall issue written directives/instructions for defining the roles and responsibilities and appointment of a Contracting Officer Representative (COR); Location Monitor (LM); Project Manager (PM); Occupational Health & Safety Manager and/or any other functional subject matter expert as deemed necessary for the scope of work included in the Statement of Work (SOW).
1.3 PROJECT DESCRIPTION
A. The scope of work of the project includes upgrades to over-dutied panels / circuit breakers at Main Building (basement, 1st Floor, 2nd Floor, South Attic, Roof-top Greenhouse), Greenhouse Complex (Quarantine Headhouse), Service Building, West Annex Building (1st Floor), and the Wool Building.
1. Project Specifications: All specifications for the project are incorporated into the Project Specification Manual.

2. Project Drawings: The drawing numbers for this project are as defined below:

1.4 WORK SEQUENCE
A. The WRRC facility is a working scientific research facility that must maintain full operation during the construction of this project. This requires construction constraints as defined on the Drawings and in these Specifications, including Section 01105, Special Conditions.
B. Panelboards shall be replaced in an order to be determined by the Contractor and as approved by the Contracting Officer.
a. Record existing panelboard circuiting and tag wires prior to demolition. Reconnect all circuits as previously recorded.
C. Contractor shall submit to the Government a downtime schedule for each panel, a minimum of 15 calendar days in advance of the panel shutdown. Contractor shall provide temporary power as noted, and when the disruption of power is deemed by the Government as adversely affecting Location operations.
1.5 USE OF PREMISES
A. Limit use of the premises to construction activities in the numbered areas indicated. The Government will occupy major portions of the existing building during construction.
1. Limit use of the premises for work, storage and access.
Confine operations to areas within the work boundary as indicated on the Contract Drawings. Do not disturb portions of the building or the site beyond the limits of construction. Any work that is required to be performed outside the work boundary requires prior approval from the Government’s designee.
2. Coordinate use of premises by all subcontractors.
3. Move stored products that interfere with the operations of the Government or other contractors.
4. Obtain and pay for use of additional storage or work areas needed for operations under this Contract.
5. Keep driveways, fire lanes and entrances serving the premises clear and available for Government operations and Government employees at all times. Do not use these areas for parking or storage of materials.

B. There are existing exit stairs, corridors and elevators in the Main Building South Wing. The Contractor is responsible for maintaining the exit stairs, corridors and elevators accessible for building occupants at all times during the construction. When the construction is required to close an exit stair, corridor or elevator, the Contractor shall submit for Government approval, a minimum of 15 calendar days prior to a proposed closure, a proposal indicating the dates when stair and/or corridor and/or elevator will be closed and alternate routes for the occupants’ use. In all cases, the remaining exit stair shall remain unobstructed for emergency exit. Use of the elevator shall be restricted to personnel only. Prior approval must be obtained from Facilities Engineer (Tom Moreno, 510-559-5622, Room 3012) for non-personnel use of an elevator.
1.6 WORK UNDER OTHER CONTRACTS
A. Separate Contracts: Government may award separate contracts for performance of other construction operations at Project site, including but not limited to a telecommunications infrastructure upgrade project.
B. Cooperate fully with other contractors such that work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract.
1.7 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Format: The Specifications are organized into Divisions and Sections using the CSI/CSC MasterFormat numbering system – the five-digit format for most Division 1 sections and the six-digit format for all other sections.
B. Section Identification: The Specifications use section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Specifications are in numeric sequence; however, the sequence is incomplete. Consult the Table of Contents at the beginning of the Specifications to determine numbers and names of sections in the Contract Documents.
C. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural

2. Imperative mood and streamlined language are generally used in the Specifications. Requirements expressed in the imperative mood are to be performed by Contractor.
Occasionally, the indicative or subjunctive mood may be used in the section text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.

1.8 DESIGN UNITS AND CONVENTIONS
A. This project is designed using inch-pound (English) measurements as the basis for design and construction. The existing facility construction is based on inch-pound (English) units of measure. Any metric units provided are for informational purposes only.

SECTION 01016
SAFETY DURING CONSTRUCTION
PART 1 GENERAL
1.1 SUMMARY
A. This Section provides specific additional information to augment the general requirements of the Contract regarding safety during construction and start-up of the Work under this Contract defined by the General and Supplementary Conditions.
B. Refer to Section 01105, Special Conditions, for information relating to this Section.
1.2 RESPONSIBILITY FOR SAFETY
A. The Contractor shall implement all safety measures necessary to comply with all applicable safety requirements for the duration of the Contract and is solely responsible for conditions at the job site, including safety of all persons and property during the Contract period. This requirement shall apply continuously and not be limited to normal working hours.
1.3 FEDERAL, STATE, AND LOCAL SAFETY REQUIREMENTS
A. Safety provisions shall conform to the Federal and State Departments of Labor, Occupational Safety and Health Act (OSHA), and all other applicable federal, state, and local laws, ordinances, codes, the requirements of this section, and any regulations that may be specified elsewhere in these Contract Documents. Where any of these are in conflict, the more stringent requirement shall be followed. The Contractor's failure to thoroughly familiarize himself with the specified safety provisions shall not relieve him from compliance with the obligations or relieve him of the penalties described in these documents.
B. It is recognized that OSHA Standard 1919:1200, "Hazard Communication Standard" does apply to the construction industry and adherence to this standard is required on this job site.
1.4 CONSTRUCTION SAFETY PROGRAM
A. The Contractor shall appoint, for the duration of this Contract, a qualified supervisory employee to develop and/or supervise a Contractor's job safety program that shall effectively implement the required safety provisions. The Contractor shall submit to the Government, within 10 working days after the start of the Contract and prior to the start of construction, four copies of the job safety program adopted and to be enforced by the Contractor during

100% Submittal 12 May 2017 the performance of the Work. The Government is not responsible for safety enforcement, precautions and programs in connection with the construction work.
B. The Contractor shall only be authorized to mobilize a project trailer until a job safety program has been approved by the Contracting Officer.
1.5 ACCIDENT REPORTS
A. If death or serious injuries or serious damages are caused, the accident shall be reported immediately by telephone or messenger to the Contracting Officer. In addition, the Contractor shall promptly report in writing to the Contracting Officer and to the Location’s Safety and Occupational Health Specialist (Megan Kennedy, 510-559-6059, Room 3023) all accidents in connection with the work, giving full details, names, and statements of witnesses.
This reporting requirement is in addition to all normally required reports by federal, state, and local agencies and organizations.
B. If a claim is made by anyone against the Contractor or any subcontractor on account of any accident, the Contractor shall promptly report the facts in writing to the Contracting Officer, giving full details of the claim.
1.6 FIRE PREVENTION AND PROTECTION
A. Contractor shall execute all work in a fire-safe manner. Provide and maintain on the site adequate fire-fighting equipment capable of extinguishing incipient fires. Contractor shall comply with applicable federal, state, and local fire-prevention regulations.
Where these regulations do not apply, applicable parts of the National Fire Prevention Standard for Safeguarding Building Construction Operations (NFPA No. 241) shall be followed.
B. For hot work operations, the Contractor shall obtain a burn permit from the Facilities Engineer (Tom Moreno, 510-559-5622, Room 3012) or Facilities Engineer designee. All hot work operations shall be under the supervision of a competent person, who will be identified as the Fire Prevention Program Manager. Permits shall be available for inspection by the Government. Fire watchers shall be assigned no other duties. A permit shall not be issued until:
1. It has been determined that hot work can be safely conducted at the desired location.
2. Combustibles have been moved away or covered by an approved tarpaulin.
3. The atmosphere is not flammable.
4. A fire watch (with dedicated extinguisher) is posted for the duration of the work and for 30 minutes thereafter (60 minutes for torch-applied roofing operations to ensure that

100% Submittal 12 May 2017 sparks or drops of hot metal do not start fires. All cracks or openings in floors shall be safely covered or closed.
C. All gas-cutting and welding equipment and operations shall be in accordance with the applicable sections of NFPA 51, "Standard for the Design and Installation of Oxygen-Fuel Gas Systems for Welding, Cutting and Allied Processes," and NFPA 51B, "Standard for Fire Prevention in Use of Cutting and Welding Processes."
D. Smoking inside the buildings (including attic and roof) is strictly prohibited. Smoking is permitted outdoors, except where specifically prohibited, or within 25 feet of a doorway, operable window, vent, or outside air intake. Contractor shall designate outdoor smoking areas for use by project personnel, and provide safe receptacles for disposal of smoking materials at those locations. The Contractor is advised that combustible, volatile substances are stored and utilized at the project site, and the presence of such substances may not be readily apparent to Contractor personnel.
E. Contractor shall remove accumulations of combustible waste material, dust, and debris from the structure and its immediate vicinity at the end of each work shift or more frequently as necessary for safe operations. Rubbish shall not be burned.
Materials susceptible to spontaneous ignition, such as oily rags, shall be appropriately stored.
F. Temporary lights shall be equipped with guards to prevent accidental contact with the bulb. Temporary lighting fixtures that operate at temperatures capable of igniting ordinary combustibles shall be fastened securely so they will not come in contact with combustible materials. Temporary lights shall be equipped with heavy-duty electrical cords with connections and insulation maintained in safe condition. Temporary lights shall not be suspended by their electrical cords. Splices shall have insulation equivalent to that of the cable. Temporary wiring shall be removed immediately upon the completion of the construction or purpose for which the wiring was installed.
G. There shall be a readily available means to notify the Albany Fire Department of a fire or injury. Generally, this can include telephones near the facility with clearly visible fire department telephone number(s) posted. The Contractor shall immediately notify the fire department in case of fire.
H. Contractor will provide and maintain at all times first aid equipment.
I. Standpipes shall be maintained in conformity with the progress of construction in such a manner that they are always ready for use.
J. The Contractor shall develop a written fire prevention, fire

100% Submittal 12 May 2017 suppression, and emergency evacuation plan. The Contracting Officer will be provided a copy of the plan. The Contractor will ensure that all personnel are trained in emergency and evacuation procedures.

PROJECT COORDINATION
PART 1 GENERAL
1.1 CORRESPONDENCE
A. Contractor shall be responsible for all postage and handling of all correspondence generated by the Contractor. The Government will not be responsible for distributing Contractor correspondence.
B. Contractor shall be responsible for all applications and associated fees required for the project construction by state and local governing authorities having jurisdiction at the job site.
1.2 COORDINATION DRAWINGS
A. The Contractor shall submit minimum 1/4-inch scale coordination drawings if there are any conflicts or clearance problems between the various trades. The composite drawings shall be in detail to show overall dimensions of ductwork, piping, conduit and related items and clearances between structural members, lighting, and related architectural features. Installation of any work prior to submission of these drawings or failure to indicate conflicts or clearance problems on these drawings shall be at the Contractor's risk.
B. The approval of coordination drawings will be general, but do not construe approval as permitting any departure from the contract requirements, or as relieving the Contractor of the responsibility for any errors, including details, dimensions, materials, etc.
C. Any required offsets or changes in direction for mechanical, electrical, plumbing, or fire protection work shall be accomplished at no added cost to the Government.
1.3 COORDINATION
A. Coordinate construction operations included in various Sections of these Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations included under different Sections that depend on each other for proper installation, connection and operation.
1. Schedule construction operations in the sequence required to obtain the best results where installation of one part of the Work depends on installation or

2. Coordinate installation of different components to ensure maximum accessibility for required maintenance, service and repair.
3. Make provisions to accommodate items scheduled for later installation.
B. Verify that utility requirement characteristics of operating equipment are compatible with building utilities. Coordinate work of various Sections having interdependent responsibilities for installing, connecting to and placing in service such equipment.
C. Coordinate locations of existing fixtures and outlets with new exterior finish elements. Notify Contracting Officer of potential conflicts prior to commencement of work.
D. Execute cutting and patching to integrate elements of Work, uncover ill-timed, defective and non-conforming Work. Provide openings for penetrations of existing surfaces, if any, and provide samples for testing. Seal any penetrations through floors, walls and roofs.
E. Where necessary, prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and attendance at meetings.
1. Prepare similar memoranda for the Government's designee and separate contractors where coordination of their work is required.
F. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities to avoid conflicts and ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:
1. Preparation of schedules.
2. Approval of federal, state, and local government agencies.
3. Installation and removal of temporary facilities.
4. Delivery and processing of submittals.
5. Progress meetings.
6. Contract closeout activities.
G. After Government occupancy of premises, coordinate access to the site for correction of defective work and work not in accordance with Contract Documents with the Facilities Engineer (Tom Moreno, 510-559-5622, Room 3012), in order to minimize disruption of Government operations.

H. Conservation: Coordinate construction operations to ensure that operations are carried out with consideration given to conservation of energy, water and materials.
1. Salvage materials and equipment involved in the performance of, but not actually incorporated into, the Work.
1.4 DOCUMENT CONFLICTS
A. The Contractor shall keep on the jobsite a copy of the drawings and specifications, and shall at all times give the Government's designee access thereto. Anything mentioned in the specifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both. In case of difference between drawings and specifications, the specifications shall govern.
B. In case of discrepancy in the figures in the drawings, or in the specifications, the matter shall be promptly submitted as a Request for Information to the Architect/Engineer.
1.5 REQUESTS FOR INFORMATION (RFI)
A. An RFI is a means for requesting additional information or clarification of documents, tracking requests, documenting responses, reducing letter-writing, and expediting responses.
B. Any action taken by the Contractor without submission and closing of an RFI shall be at its own risk and expense.
C. The Contractor shall be responsible for reviewing all RFI's generated by the trades prior to submission to the A/E.
1. This review by the Contractor may result in immediate response to the RFI, in which case it is not logged or numbered.
2. If, however, the RFI is valid and requires A/E review, the RFI shall be given a sequential number, and submitted in PDF format.
3. All RFIs shall be forwarded with reference to drawings, specifications, including complete descriptions, reasons for request, and the present status of the work so that the A/E can adequately evaluate and respond.
Sketches, photographs, or other graphic material shall be provided as necessary to communicate clearly.
4. It is acceptable for the Contractor to provide recommendations on resolving the problem for the A/E's consideration; however, the A/E is not required to accept the Contractor's recommendation.

D. The A/E shall have 7 calendar days to respond to an RFI. The A/E shall provide complete responses to eliminate confusion and the generation of additional questions. Sketches or other graphic material shall be provided as necessary.

1.10 GOVERNMENT OCCUPANCY AND THE LIMIT OF OPERATION FOR THE
CONTRACTOR
A. During Contractor's performance of the work, the Government will continue to occupy spaces which are adjacent to the project. Disruptions to Government-occupied spaces will not be permitted without prior approval of the Contracting Officer, including, but not limited to, interruption of utility services (including HVAC/R and electrical power), elevated noise levels, hazardous or objectionable fumes and odors, dust, and other hazards and nuisances which adversely and unduly affect the Location working environment. Requests for such disruptions shall be submitted in writing a minimum of 15 calendar days prior to the scheduled start of disruptive work. If the Contracting Officer deems such work sufficiently disruptive as to render the Government-occupied space(s) as uninhabitable while the work is being performed, the work may need to be performed outside of normal work hours. The Contractor shall be responsible for all costs

100% Submittal 12 May 2017 associated with performing after-hours work. Disruptive work may include but is not limited to:
1. Slab cutting.
2. Core drilling.
3. Painting or other odor-producing activities.
4. Alarm testing (i.e., fire alarm).
5. High-impact-type work (i.e., impact hammer drills, etc.), or other high-noise-level-producing construction activities.
6. Testing and air balancing work that will affect areas of the building that are operational.
7. Control systems work that will affect areas of the building that are operational.
8. Work activities that adversely affect code-required building egress:
a. Work near exit stair, corridors or elevator.
B. Hours of operation for the Contractor shall be in the window of 6:00 AM to 6:00 PM, Monday through Friday (excluding federal holidays), for all normal work hours. All work to be performed outside of normal work hours is subject to Contracting Officer’s approval and availability of Government staff.
1.11 SUBMITTALS
A. Staff Names: Within 15 calendar days of commencement of construction operations, submit a list of the Contractor's principal staff assignments, including the superintendent and other personnel in attendance at the Project site. Identify individuals and their duties and responsibilities. List their addresses and telephone numbers.
1. Post copies of the list in the Project temporary field office at a central, visible location.
2. Post a copy on the SharePoint website.
B. The Contractor shall provide a written plan with drawings indicating how the Contractor will maintain egress throughout the Project.
C. The Contractor shall submit coordination drawings per Section requirement.
D. Assemble and coordinate closeout submittals specified in Section 01700, Contract Closeout.

PART 3 EXECUTION
3.1 GENERAL COORDINATION PROVISIONS
A. Inspection of Conditions: Require the Installer of each major component to inspect both the substrate and conditions under which Work is to be performed. Do not proceed until unsatisfactory conditions have been corrected in an acceptable manner.
B. Coordinate temporary enclosures with required inspections and tests to minimize the necessity of uncovering completed construction for that purpose.
3.2 CLEANING AND PROTECTION
A. Clean and protect construction in progress and adjoining materials in place, during handling and installation. Apply protective covering where required to assure protection from damage or deterioration at Substantial Completion.
B. Clean and provide maintenance on completed construction as frequently as necessary through the remainder of the construction period. Adjust and lubricate operable components to ensure operability without damaging effects.
C. Limiting Exposures: Supervise construction operations to ensure that no part of the construction completed or in progress, is subject to harmful, dangerous, damaging, or otherwise deleterious exposure during the construction period. Where applicable, such exposures include, but are not limited to, the following:
1. Excessive static or dynamic loading.
2. Excessive internal or external pressures.
3. Excessively high or low temperatures.
4. Thermal shock.
5. Excessively high or low humidity.
6. Air contamination or pollution.
7. Water or ice.
8. Solvents.
9. Chemicals.

CUTTING AND PATCHING
PART 1 GENERAL
1.1 SUMMARY
A. This section includes administrative and procedural requirements for cutting and patching.
1.2 RELATED SECTIONS
A. Refer to other Sections for specific requirements and limitations applicable to cutting and patching individual parts of the Work.

1.3 DESCRIPTION
A. Execute cutting, including excavating, fitting, or patching of work, as required to make parts fit properly; uncover work to provide for installation of scheduled and/or delayed work;
remove and replace defective work; and remove samples of installed work as specified for testing. In addition to construction requirements as defined in the Contract Documents, upon written instructions of the Contracting Officer, uncover work to provide for observation of covered work and remove samples of installed materials for testing.
Provide supports and protection as necessary to prevent weakening or damaging adjacent work. Final condition of cut, fitted and patched work shall conform to full strength design concept of Contract Documents. Prior to cutting which affects structural safety to Project, submit written notice to Contracting Officer. Do not cut structural work without written permission of Contracting Officer.
1.4 SUBMITTAL
A. Cutting and Patching Plan: Submit a plan describing procedures at least 15 days in advance of the time cutting and patching will be performed, if the Contracting Officer requires approval of these procedures before proceeding.
Request approval to proceed. Include the following information, as applicable, in the plan:

1. Describe the extent of cutting and patching required.
Show how it will be performed and indicate why it cannot be avoided.
2. Include changes to structural elements and operating components as well as changes in the building’s appearance and other significant visual elements.
3. List products to be used and firms or entities that will perform Work.
4. Indicate dates when cutting and patching will be performed.
5. Utilities: List utilities that cutting and patching procedures will disturb or affect. List utilities that will be relocated and those that will be temporarily out of service. Indicate how long service will be disrupted.
6. Where cutting and patching involves adding reinforcement to structural elements, submit details and engineering calculations showing integration of reinforcement with the original structure.
7. Approval by the Government to proceed with cutting and patching does not waive the Government’s right to later require complete removal and replacement of unsatisfactory work.
1.5 QUALITY ASSURANCE
A. Requirements for Structural Work: Do not cut and patch structural elements in a manner that would change their load-carrying capacity or load-deflection ratio. Obtain approval of the cutting and patching plan before cutting and patching the following structural elements:
1. Foundation construction.
2. Bearing and retaining walls.
3. Structural concrete.
4. Structural steel.
5. Lintels.
6. Structural decking.
7. Stair systems.
8. Miscellaneous structural metals.
9. Equipment supports.
10. Piping, ductwork, and equipment.
B. Operational Limitations: Do not cut and patch operating elements or related components in a manner that would result in reducing their capacity to perform as intended. Do not cut and patch operating elements or related components in a manner that would result in increased maintenance or decreased operational life or safety. Obtain approval before cutting and patching the following operating elements or safety-related systems:
