SECTION 01500

TEMPORARY FACILITIES AND CONTROLS

PART 1 GENERAL

1.1 SUMMARY

A. This Section includes requirements for temporary controls, including temporary utilities, support facilities, and security and protection facilities.

B. Temporary utilities include, but are not limited to, the following:

1. Sewers and drainage.

2. Water service and distribution.

3. Sanitary facilities, including toilets, wash facilities, and drinking-water facilities.

4. Heating and cooling facilities.

5. Ventilation.

6. Electric power service.

7. Lighting.

8. Telephone service.

9. Internet service.

C. Support facilities include, but are not limited to, the following:

1. Temporary roads, paving and parking.

2. Dewatering facilities and drains.

3. Project identification and temporary signs.

4. Waste disposal facilities.

5. Field office.

6. Storage and fabrication sheds.

7. Lifts and hoists.

8. Construction aids and miscellaneous services and facilities.

D. Security and protection facilities include, but are not limited to, the following:

1. Environmental protection.

2. Storm water control.

3. Tree and plant protection.

4. Pest control.

5. Security enclosure and lockup.

6. Barricades, warning signs, and lights.

7. Temporary partitions.

8. Fire protection.

1.2 DEFINITIONS

A. Permanent enclosure: As determined by the Government, permanent or temporary roofing is complete, insulated, and weather-tight;

100% Submittal 12 May 2017 exterior walls are insulated and weather-tight; and all openings are closed with permanent construction or substantial temporary closures.

1.3 USE CHARGES

A. General: Cost or use charges for temporary facilities are not chargeable to the Government and shall be included in the Contract Sum. Allow other entities to use temporary services and facilities without cost, including, but not limited to, the following:

1. Government’s construction forces.

2. Occupants of Project.

3. Testing agencies.

4. Personnel of authorities having jurisdiction.

B. Sewer Service: Use Government's existing sewer system, by all parties engaged in construction, at Project site, without payment of use charges.

C. Water Service: Use water from Government's existing water system without metering and without payment of use charges.

D. Electric Power Service: Use electric power from Government's existing system without metering and without payment of use charges.

E. Elevator: Use Government's existing elevator at the Project area without payment of use charges.

1.4 SUBMITTALS

A. Temporary Utility Reports: Submit reports of tests, inspections, meter readings, and similar procedures performed on temporary utilities including freight elevator.

B. Implementation and Termination Schedule: Within 15 calendar days of date established for submittal of Contractor's Construction Schedule, submit a schedule indicating implementation and termination of each temporary utility.

1.5 QUALITY ASSURANCE

A. Standards: Comply with ANSI A10.6, NECA's "Temporary Electrical Facilities," and NFPA 241.

1. Trade Jurisdictions: Assigned responsibilities for installation and operation of temporary utilities are not intended to interfere with trade regulations and union jurisdictions.

2. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70.

B. Tests and Inspections: Arrange for authorities having jurisdiction to test and inspect each temporary utility before use. Obtain required certifications and permits.

1.6 PROJECT CONDITIONS

A. Temporary Utilities: At earliest feasible time, when acceptable to Government, change over from use of temporary service to use of permanent service.

Temporary Use of Permanent Utilities: Installer of each permanent service shall assume responsibility for operation, maintenance, and protection of each permanent service during its use as a construction utility before Government's acceptance, regardless of previously assigned responsibilities.

B. Conditions of Use: The following conditions apply to use of temporary services, utilities, facilities, including existing elevators, by all parties engaged in the Work:

1. Keep temporary services and facilities clean and neat.

2. Maintain facilities in good operating condition.

3. Repair any damage of the utilities and facilities due to the construction, at no cost to the Government.

4. Relocate temporary services and facilities as required by progress of the Work.

5. The elevator is to be used for personnel only. Transport of tools or construction materials will require prior approval of the Facilities Engineer (Tom Moreno, 510-559-5622, Room 3012).

PART 2 PRODUCTS

2.1 EQUIPMENT

A. General: Provide equipment suitable for use intended.

Field office: Prefabricated or Mobile units with lockable entrances, operable windows, and serviceable finishes; heated and air conditioned; on foundations adequate for normal loading.

B. Fire Extinguishers: Hand carried, portable, UL rated. Provide class and extinguishing agent as indicated or a combination of extinguishers of NFPA-recommended classes for exposures.

Comply with NFPA 10 and NFPA 241 for classification, extinguishing agent, and size required by location and class of fire exposure.

C. Self-contained Toilet Units: Single-occupant units of chemical, aerated recirculation, or combustion type; vented; fully enclosed with a glass-fiber-reinforced polyester shell or similar nonabsorbent material.

D. Drinking-Water Fixtures: Containerized, tap-dispenser, bottled-water drinking-water units, including paper cup supply.

Where power is accessible, provide electric water coolers to maintain dispensed water temperature at 7.2 to 12.7 deg C.

E. Heating Equipment: Unless Government authorizes use of permanent heating system, provide vented, self-contained, liquid-propane-gas or fuel-oil heaters with individual space thermostatic control.

1. Use of gasoline-burning space heaters, open-flame heaters, or salamander-type heating units is prohibited.

2. Heating Units: Listed and labeled, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use for type of fuel being consumed.

F. Electrical Outlets: Properly configured, NEMA-polarized outlets to prevent insertion of 110- to 120-V plugs into higher-voltage outlets; equipped with ground-fault circuit interrupters, reset button, and pilot light.

G. Power Distribution System Circuits: Where permitted and overhead and exposed for surveillance, wiring circuits, not exceeding 125-V AC, 20-A rating, and lighting circuits may be nonmetallic sheathed cable.

PART 3 EXECUTION

3.1 INSTALLATION, GENERAL

A. Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work.

Relocate and modify facilities as required.

B. Provide each facility ready for use when needed to avoid delay.

Maintain and modify as required. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities.

3.2 TEMPORARY UTILITY INSTALLATION

A. General: Engage appropriate local utility company to install temporary service or connect to existing service. Where utility company provides only part of the service, provide the remainder with matching, compatible materials and equipment. Comply with utility company recommendations.

1. Arrange with Government for time when service can be interrupted, if necessary, to make connections for temporary services.

2. Provide adequate capacity at each stage of construction. Before

100% Submittal 12 May 2017 temporary utility is available, provide trucked-in services.

3. Obtain easements to bring temporary utilities to Project site where Government’s easements cannot be used for that purpose.

B. Sewers and Drainage: If sewers are available, provide temporary connections to remove effluent that can be discharged lawfully.

If sewers are not available or cannot be used, provide drainage ditches, dry wells, stabilization ponds, and similar facilities.

If neither sewers nor drainage facilities can be lawfully used for discharge of effluent, provide containers to remove and dispose of effluent off-site in a lawful manner.

1. Filter out excessive soil, construction debris, chemicals, oils, and similar contaminants that might clog sewers or pollute waterways before discharge.

2. Connect to temporary sewers as directed by Government.

C. Water Service: Use of existing water service facilities will be permitted, as long as facilities are cleaned and maintained in a condition acceptable to Government. At Substantial Completion, restore these facilities to condition existing before initial use.

1. Provide rubber hoses as necessary to serve Project site.

2. As soon as water is required at each level, extend service to form a temporary water- and fire-protection standpipe. Provide distribution piping. Space outlets so water can be reached with a 100-foot hose. Provide one hose at each outlet.

3. Where installations below an outlet might be damaged by spillage or leakage, provide a drip pan of suitable size to minimize water damage. Drain accumulated water promptly from pans.

4. Provide pumps to supply a minimum of 200 kPa static pressure at highest point. Equip pumps with surge and storage tanks and automatic controls to supply water uniformly at reasonable pressures.

D. Sanitary Facilities: Provide temporary toilets, wash facilities, and drinking-water fixtures. Comply with regulations and health codes for type, number, location, operation, and maintenance of fixtures and facilities.

1. Disposable Supplies: Provide toilet tissue, paper towels, paper cups, and similar disposable materials for each facility. Maintain adequate supply. Provide covered waste containers for disposal of used material.

2. Toilets: Use of existing toilet facilities will not be permitted.

3. Toilets: Install self-contained toilet units. Shield toilets to ensure privacy.

4. Wash Facilities: Install wash facilities supplied with potable water at convenient locations for personnel who handle materials that require wash up. Dispose of drainage

100% Submittal 12 May 2017 properly. Supply cleaning compounds appropriate for each type of material handled.

5. Provide safety showers, eyewash fountains, and similar facilities for convenience, safety, and sanitation of personnel.

6. Locate toilets and drinking-water fixtures so personnel need not walk more than two stories vertically or 200 feet horizontally to facilities.

E. Heating and Cooling: Provide temporary heating and cooling required by construction activities for curing or drying of completed installations or for protecting installed construction from adverse effects of low temperatures or high humidity. Select equipment from that specified that will not have a harmful effect on completed installations or elements being installed.

Maintain a minimum temperature of 10 deg C in permanently enclosed portions of building for normal construction activities, and 18.3 deg C for finishing activities and areas where finished Work has been installed.

F. Ventilation and Humidity Control: Provide temporary ventilation required by construction activities for curing or drying of completed installations or for protecting installed construction from adverse effects of high humidity. Select equipment from that specified that will not have a harmful effect on completed installations or elements being installed. Coordinate ventilation requirements to produce ambient condition required and minimize energy consumption.

G. Electric Power Service: Use of existing electric power service will be permitted, as long as equipment is maintained in a condition acceptable to Government.

H. Electric Distribution: Provide receptacle outlets adequate for connection of power tools and equipment.

I. Lighting: Provide temporary lighting with local switching that provides adequate illumination for construction operations and traffic conditions.

3.3 SUPPORT FACILITIES INSTALLATION

A. General: Comply with the following:

1. Parking: All personnel under the auspices of the Contractor, including subcontractors, material suppliers/deliverers, vendors, and jobsite visitors/guests, shall park company and private vehicles in designated parking areas on the south side (last row of stalls) in the employee main parking lot.

Location visitor parking is reserved for short term (less

100% Submittal 12 May 2017 than 2 hours) stays. Except for deliveries (i.e., vehicles which are loading/ unloading), parking is not permitted in Location driveways (or otherwise unmarked paved areas), main building courtyard, and fire lanes. Violation of the above policy shall be grounds for loss of parking privileges and/or removal of violating party from the project. For personnel under the Contractor's auspices, the Contractor's project superintendent shall be responsible for enforcing this policy at all times.

2. Locate field offices, storage sheds, laydown areas, sanitary facilities, and other temporary construction support facilities as indicated on the drawings and/or as directed by the Facilities Engineer (Tom Moreno, 510-559-5622, Room 3012).

3. Provide incombustible construction for offices, shops, and sheds located within construction area or within 30 feet of building lines. Comply with NFPA 241.

4. Maintain support facilities until near Substantial Completion. Remove before Substantial Completion. Personnel remaining after Substantial Completion will be permitted to use permanent facilities, under conditions acceptable to Government.

B. Dewatering Facilities and Drains: Comply with requirements in applicable Division 2 Sections for temporary drainage and dewatering facilities and operations not directly associated with construction activities included in individual Sections. Where feasible, use same facilities. Maintain Project site, excavations, and construction free of water.

C. Temporary Signs: Prepare signs in sizes as required. Do not permit installation of unauthorized signs.

1. Prepare temporary signs to provide directional information to construction personnel and visitors.

D. Waste Disposal Facilities: Provide waste-collection containers in sizes adequate to handle waste from construction operations.

Containerize and clearly label hazardous, dangerous, or unsanitary waste materials separately from other waste.

1. If required by Government, provide separate containers, clearly labeled, for each type of waste material to be deposited.

2. Develop a waste management plan for Work performed on Project. Indicate types of waste materials Project will produce and estimate quantities of each type. Provide detailed information for on-site waste storage and separation of recyclable materials. Provide information on destination of each type of waste material and means to be used to dispose of all waste materials.

3.4 OPERATION, TERMINATION, AND REMOVAL

A. Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste and abuse, limit availability of temporary facilities to essential and intended uses.

B. Maintenance: Maintain facilities in good operating condition until removal. Protect from damage caused by freezing temperatures and similar elements.

1. Maintain operation of temporary enclosures, heating, cooling, humidity control, ventilation, and similar facilities on a 24-hour basis where required to achieve indicated results and to avoid possibility of damage.

2. Prevent water-filled piping from freezing. Maintain markers for underground lines, if any. Protect from damage during excavation operations.

C. Temporary Facility Changeover: Except for using permanent fire protection as soon as available, do not change over from using temporary security and protection facilities to permanent facilities until Substantial Completion.

D. Termination and Removal: Remove each temporary facility when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility. Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired.

1. Materials and facilities that constitute temporary facilities are the property of Contractor. Government reserves right to take possession of project identification signs.

2. Remove temporary paving not intended for or acceptable for integration into permanent paving. Where area is intended for landscape development, remove soil and aggregate fill that do not comply with requirements for fill or subsoil. Remove materials contaminated with road oil, asphalt and other petrochemical compounds, and other substances that might impair growth of plant materials or lawns. Repair or replace street paving, curbs, and sidewalks at temporary entrances, as required by authorities having jurisdiction.

3. At Substantial Completion, clean and renovate permanent facilities used during construction period.

1.2 CONTRACTOR LIABILITIES FOR ENVIRONMENTAL PROTECTION

A. Government installations must comply with environmental protection laws, including but not limited to, the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, and the Federal Facilities Compliance Act. The federal Environmental Protection Agency (EPA) has granted inspection and enforcement authority to state and local governments. Inspection by an EPA agency may include questioning of Contractor personnel who are working with or have contact with hazardous materials and waste.

Contractors shall complete and provide environmental training documentation for training required by federal, state and local regulations.

A. Definitions for sediment, solid waste, rubbish, debris, sanitary wastes and hazardous wastes are found in Section 01105, Special Conditions.

B. Chemical Wastes: This includes salts, acids, alkalis, herbicides, pesticides and organic chemicals.

C. Garbage: Refuse and scraps resulting from preparation, cooking, dispensing and consumption of food.

D. Landscape Features: Trees, plants, shrubs and ground cover.

E. Lead Acid Battery Electrolyte: The electrolyte substance (liquid medium) within a battery cell.

F. Oily Waste: Petroleum products and bituminous materials.

G. Class I Ozone Depleting Substance (ODS): Class I ODS is defined in Section 602(a) of the Clean Air Act and includes the following chemicals:

A. Submit the following in accordance with Section 01 33 00, Submittal Procedures:

B. Statements:

1. Environmental protection plan.

2. Preconstruction survey report.

3. Permit for storm water discharge.

4. Pollution prevention plan.

5. Environmental Quality Board permits.

C. Laboratory Analysis: Submit a copy of an approved laboratory analysis of materials collected as a result from sandblasting or abrasive blasting operations before disposing of waste materials.

D. Records:

1. Solid waste disposal permit.

2. Environmental training documentation.

E. Solid Waste Disposal Permit

1. Submit one copy of a state and local permit or license for the solid waste disposal facility.

2. Submit a copy of the applicable EPA and state permits, manifests or licenses for transportation, treatment, storage and disposal of hazardous waste by permitted facilities.

3. Submit one copy of the EPA or state permit license, or regulation for the transporter who shall ship the hazardous waste to the permitted Treatment, Storage, and Disposal (TSD) facility.

4. Submit written certification that hazardous waste turned in for disposal was generated on Government property and is identified, packaged, and labeled in accordance with 40 CRF 261, 40 CFR 262, and 40 CFR 263.

5. Submit to the Contracting Officer once every 7 calendar days and within 24 hours of a storm event that produces 12.2 mm of rain.

Hazardous Waste Disposal Permit: If hazardous wastes are to be disposed of, submit a copy of the applicable EPA and state permits or licenses for transportation, treatment, storage and disposal of hazardous waste by permitted facilities.

1.5 ENVIRONMENTAL PROTECTION REGULATORY REQUIREMENTS

A. Environmental Plan: Provide and maintain, during the life of the Contract, environmental protection as defined. Plan for and provide environmental protective measures to control pollution that develops during normal construction practice. Plan for and provide environmental protective measures required to correct conditions that develop during the construction of permanent or temporary environmental features associated with the project.

Comply with federal, state and local regulations pertaining to the environment, including but not limited to, water, air and noise pollution.

B. Environmental Protection Plan: See Section 01105, Special Conditions, for requirements relating to this paragraph.

1. Hazardous materials (HM) brought onto the site: Any hazardous materials planned for use on the site shall be included in the site Hazardous Material Tracking Program and maintained as required by the Government. To assist this effort, the Contractor shall submit a list (including quantities) of HM to be brought to the site and copies of the corresponding material safety data sheets (MSDS). This list shall be submitted to the Government. At project completion, any hazardous material brought onto the site shall be removed from the site by the Contractor. The Contractor shall account for the quantity of HM brought to the site, the quantity used or expended during the job, and the leftover quantity which (1) may have additional useful life as a HM and shall be removed by the Contractor, or (2) may be a hazardous waste, which shall then be removed as specified herein.

2. Hazardous waste (HW) generated: The Environmental Protection Plan shall list and quantify any HW to be generated during the project.

3. Storage of hazardous waste: In accordance with site regulations, hazardous waste shall be stored near the point of generation up to a total quantity of one quart of acutely hazardous waste or 55 gallons of hazardous waste. Any volume exceeding these quantities shall be moved to a HW permitted area within 3 days. Prior to generation of HW, contact the Government for labeling requirements for storage of hazardous wastes.

4. Minimization of hazardous waste: In accordance with site regulations, the Contractor should substitute materials as necessary to reduce the generation of HW and include a statement to that effect in the Environmental Plan.

5. Environmental conditions likely to be encountered during this project: Contact the Contracting Officer for conditions in the area of the project which may be subject to special environmental procedures. Include this information in the Preconstruction Survey. Describe in the Environmental Plan any permits required prior to working the area, and contingency plans in case an unexpected environmental condition is discovered.

6. Permitting plans for any transportation and disposal, excavation, or construction of hazardous waste that shall require an environmental permit from an issuing agency: The Contractor is responsible for generating the permits and delivering the completed documents to the Government. The

Government shall review the permits and the Contractor shall file the documents with the appropriate agency and complete disposal with the approval of the Government. Correspondence with the state concerning the environmental permits and completed permits shall be delivered to the Government.

C. Environmental Protection Plan Format: The Environmental Protection Plan shall follow the following format:

D. Environmental Plan Review: Fourteen calendar days after the environmental protection meeting submit to the Government the proposed environmental plan for further discussion, review, and approval.

E. Preconstruction Survey: Perform a preconstruction survey of the project site with the Contracting Officer, and take photographs showing existing environmental conditions in and adjacent to the site. Follow the approved storm water management control plan.

F. Licenses and Permits: Obtain licenses and permits pursuant to the "Permits and Responsibilities" FAR clause.

G. Inspections and Certifications: The Contractor is responsible to perform quality control inspections of the work in progress, and to submit certifications to the applicable regulatory agency, via the Contracting Officer, that the work conforms to the Contract and permit requirements. The inspections and certifications shall be provided through the services of a Professional Engineer, registered in the State of California. As a part of the quality control plan, provide a sub item containing the name, P.E.

registration number, address, and telephone number of the professional engineer(s) who shall be performing the inspections and certifications for each permit listed above.

PART 3 EXECUTION

3.1 PROTECTION OF NATURAL RESOURCES

A. Preservation: Preserve the natural resources within the project boundaries and outside the limits of permanent work. Restore to an equivalent or improved condition upon completion of work. Confine construction activities to within the limits of the work indicated or specified. Conform to the national permitting requirements of the Clean Water Act.

B. Land Resources: Do not remove, cut, deface, injure, or destroy trees or shrubs without the Government’s permission. Do not fasten or attach ropes, cables, or guys to existing nearby trees for anchorages unless authorized by the Contracting Officer. Where such use of attach ropes, cables, or guys is authorized, the Contractor shall be responsible for any resultant damage.

1. Protection: Protect existing trees which are to remain and which may be injured, bruised, defaced, or otherwise damaged by construction operations. Remove displaced rocks from uncleared areas. By approved excavation, remove trees with 30 percent or more of their root systems destroyed.

2. Replacement: Remove trees and other landscape features scarred or damaged by equipment operations, and replace with equivalent, undamaged trees, and landscape features. Obtain Contracting Officer’s approval before replacement.

3. Water Resources: The Contracting Officer’s approval is required before any equipment will be permitted to ford live streams. In areas where frequent crossings are required, install temporary culverts or bridges. Remove temporary culverts or bridges upon completion of work, and repair the area to its original condition.

4. Oily Wastes: Prevent oily or other hazardous substances from entering the ground, drainage areas, or local bodies of water. Surround all temporary fuel oil or petroleum storage tanks with a temporary earth berm of sufficient size and strength to contain the contents of the tanks in the event of leakage or spillage.

5. Fish and Wildlife Resources: Do not disturb fish and wildlife. Do not alter water flows or otherwise significantly disturb the native habitat adjacent to the project and critical to the survival of fish and wildlife, except as indicated or specified.

6. Temporary Construction: Remove traces of temporary construction facilities such as work areas, structures, foundations of temporary structures, stockpiles of excess or waste materials, and other signs of construction. Grade temporarily used areas to conform to surrounding contours.

3.2 EROSION AND SEDIMENT CONTROL MEASURES

A. Protection of Erodible Soils: Immediately finish the earthwork brought to a final grade, as indicated or specified. Plan and conduct earthwork to minimize the duration of exposure of unprotected soils.

B. Temporary Protection of Erodible Soils: Use the following methods to prevent erosion and control sedimentation:

1. Mechanical Retardation and Control of Runoff: Mechanically retards and controls the rate of runoff from the construction site. This includes construction of diversion ditches, benches, berms, and use of silt fences and straw bales to retard and divert runoff to protected drainage courses.

2. Borrow: Permit only in areas where suitable environmental controls are possible.

3.3 CONTROL AND DISPOSAL OF HAZARDOUS WASTE

A. Hazardous Waste Generation, Disposal and Storage: See Section 02 82 14, Asbestos Hazard Control Activities, and Section 02 83 33, Removal/Control and Disposal of Paint With Lead.

B. Spills of Oil and Hazardous Materials: Take precautions to prevent spills of oil and hazardous material. In the event of a spill, immediately notify the Government. Spill response shall be in accordance with 40 CFR 300 and applicable state regulations.

C. Petroleum Products: Protect against spills and evaporating during fueling and lubrication of equipment and motor vehicles.

Dispose of lubricants to be discarded and excess oil.

SECTION 01600

MATERIALS AND EQUIPMENT

PART 1 GENERAL

1.1 SUMMARY

A. This Section includes administrative and procedural requirements governing the Contractor's selection of products for use in the Project.

1.2 DEFINITIONS

A. Definitions used in this Article are not intended to change the meaning of other terms used in the Contract Documents, such as "specialties," "systems," "structure," "finishes," "accessories" and similar terms. Such terms are self-explanatory and have well-recognized meanings in the construction industry.

1. "Products" are items purchased for incorporation in the Work, whether purchased for the Project or taken from previously purchased stock. The term "product" includes the terms "material," "equipment," "system" and terms of similar intent.

a. "Named Products" are items identified by the manufacturer's product name, including make or model number or other designation, shown or listed in the manufacturer's published product literature that is current as of the date of the Contract Documents.

b. "Foreign Products," as distinguished from "domestic products," are items substantially manufactured (50 percent or more of value) outside the United States and its possessions. Products produced or supplied by entities substantially owned (more than 50 percent) by persons who are not citizens of, nor living within, the United States and its possessions are also considered to be foreign products.

2. "Materials" are products substantially shaped, cut, worked, mixed, finished, refined or otherwise fabricated, processed, or installed to form a part of the Work.

3. "Equipment" is a product with operational parts, whether motorized or manually operated, that requires service connections, such as wiring or piping.

1.3 SUBMITTALS

A. Product List: Prepare a list showing products specified in tabular form acceptable to the Government. Include generic names of products required. Include the manufacturer's name and proprietary product names for each item listed.

1. Coordinate product list with the Contractor's Construction Schedule and the Schedule of Submittals.

2. Form: Prepare product list with information on each item tabulated under the following column headings:

a. Related Specification Section number.

b. Generic name used in Contract Documents.

c. Proprietary name, model number and similar designations.

d. Manufacturer's name and address.

e. Supplier's name and address.

f. Installer's name and address.

g. Projected delivery date or time span of delivery period.

3. Initial Submittal: Within 30 calendar days after date of commencement of the Work, submit 3 copies of an initial product list. Provide a written explanation for omissions of data and for known variations from Contract requirements.

a. At the Contractor's option, the initial submittal may be limited to product selections and designations that must be established early in the Contract period.

4. Completed List: Within 60 calendar days after date of commencement of the Work, submit 3 copies of the completed product list. Provide a written explanation for omissions of data and for known variations from Contract requirements.

5. Government's Action: The Government will respond in writing to Contractor within 14 calendar days of receipt of the completed product list. No response within this period constitutes no objection to listed manufacturers or products but does not constitute a waiver of the requirement that products comply with Contract Documents. The Government's response will include a list of unacceptable product selections, containing a brief explanation of reasons for this action.

1.4 QUALITY ASSURANCE

A. Source Limitations: To the fullest extent possible, provide products of the same kind from a single source.

When specified products are available only from sources that do not, or cannot, produce a quantity adequate to complete project requirements in a timely manner, consult with the Government to determine the most important product qualities before proceeding. Qualities may include attributes, such as visual appearance, strength, durability, or compatibility. When a determination has been made, select products from sources producing products that possess these qualities, to the fullest extent possible.

B. Compatibility of Options: When the Contractor is given the option of selecting between 2 or more products for use on the Project, the product selected shall be compatible with products previously selected, even if previously selected products were also options.

C. Nameplates: Except for required labels and operating data, do not

100% Submittal 12 May 2017 attach or imprint manufacturer's or producer's nameplates or trademarks on exposed surfaces of products that shall be exposed to view in occupied spaces or on the exterior.

1. Labels: Locate required product labels and stamps on concealed surfaces or, where required for observation after installation, on accessible surfaces that are not conspicuous.

2. Equipment Nameplates: Provide a permanent nameplate on each item of service-connected or power-operated equipment.

Locate on an easily accessible surface that is inconspicuous in occupied spaces. The nameplate shall contain the following information and other essential operating data:

a. Name of product and manufacturer.

b. Model and serial number.

c. Capacity.

d. Speed.

e. Ratings.

D. Do not use material or equipment for any purpose other than that for which it is designed or specified.

E. Use only new materials and equipment in permanent construction.

F. The material or equipment in exterior locations shall be weather-tight construction with applicable coating or finishes and associated components shall be of like construction.

Electrical enclosures shall be NEMA 3R.

G. The material or equipment in interior locations requiring special treatment like spark-proof construction or wet environment shall be coated or a material used which is appropriate for the location.

1.5 PRODUCT DELIVERY, STORAGE, AND HANDLING

A. Deliver, store, and handle products according to the manufacturer's recommendations, using means and methods shall prevent damage, deterioration, and loss, including theft.

1. Schedule delivery to minimize long-term storage at the site and to prevent overcrowding of construction spaces.

2. Coordinate delivery with installation time to ensure minimum holding time for items that are flammable, hazardous, easily damaged, or sensitive to deterioration, theft, and other losses.

3. Deliver products to the site in an undamaged condition in the manufacturer's original sealed container or other packaging system, complete with labels and instructions for handling, storing, unpacking, protecting, and installing.

4. Inspect products upon delivery to ensure compliance with the Contract Documents and to ensure that products are undamaged and properly protected.

5. Store products at the site in a manner that facilitates inspection and measurement of quantity or counting of units.

6. Store heavy materials away from the Project structure in a manner that will not endanger the supporting construction.

7. Store products subject to damage by the elements above ground, under cover in a weather-tight enclosure, with ventilation adequate to prevent condensation. Maintain temperature and humidity within range required by manufacturer's instructions.

8. Store loose granular materials in a well-drained area on solid surfaces to prevent mixing with foreign matter.

B. Do not use materials in work which have deteriorated, become damaged, or are unfit for use.

C. See individual specification Sections to determine the specific storage and handling requirements of equipment and materials.

1.6 MANUFACTURERS' INSTRUCTIONS

A. When construction documents require a manufacturer's representative to supervise, inspect, install, start-up or instruct personnel in connection with providing equipment or materials, notify the Government of manufacturer's designated representative and their qualifications.

B. Submit with 30 calendar days of completion of performance test a certificate from the manufacturer stating that installation of the equipment is satisfactory, that unit has been satisfactorily tested and is ready for operation, and that operating personnel have been suitably instructed in the operation, lubrication and care of unit.

C. For equipment that is not specified to have a manufacturer's representative involved, the Contractor shall furnish the services of accredited representatives only when some malfunction or over-heating makes such services necessary for proper equipment performance in accordance with contract documents. Provide a manufacturer's representative at the written request of the Government.

D. Manufacturer's storage instructions shall be followed and written records of compliance shall be kept by the Contractor.

PART 2 PRODUCTS

2.1 PRODUCT SELECTION

A. General Product Requirements: Provide products that comply with the Contract Documents, that are undamaged and, unless otherwise indicated, new at the time of installation.

1. Provide products complete with accessories, trim, finish, safety guards, and other devices and details needed for a complete installation and the intended use and effect.

2. Standard Products: Where available, provide standard products of types that have been produced and used successfully in similar situations on other projects.

3. Provide anchorage devices designed and sized for point of application to withstand stresses, vibration and racking.

PART 3 EXECUTION

3.1 INSTALLATION OF PRODUCTS

A. Comply with manufacturer's instructions and recommendations for installation of products in the applications indicated. Anchor each product securely in place, accurately located and aligned with other Work. Clean exposed surfaces and protect as necessary to ensure freedom from damage and deterioration at time of Substantial Completion.

B. When specifications require that installation of work comply with manufacturer's recommendations, obtain printed instructions and distribute copies of instructions to parties involved in installation. Maintain one set of complete instructions at the job site during installation and until completion. Keep copies for project record documents. Handle, install, connect, clean, condition, and adjust products in strict compliance with manufacturer's instructions and in conformity with specified requirements.

C. Handling Equipment during Installation: Lift heavy components only at designated lifting points. Special care shall be taken to ensure proper alignment of all equipment with particular reference to pumps and electric drives.

1. Units shall be carefully aligned on their foundations by qualified millwrights after their sole plates have been shimmed to true alignment at anchor bolts. Anchor bolts shall be set in place and nuts tightened against shims.

2. After the foundation alignments have been approved, bedplates or wing feet of equipment shall be further checked after securing to foundations and, after confirmation of all alignments, sole plates shall be finally grouted in place.

3. The Contractor shall be responsible for exact alignment of equipment with associated piping and, under no circumstances, shall "pipe springing" be allowed.

4. All wedges, shims, filling pieces, keys, packing, grout, or other materials necessary to properly align, level and secure apparatus in place shall be furnished by the Contractor.

5. All parts intended to be plumb or level must be proven exactly so.

6. Any grinding needed to bring parts to proper bearing after

PRODUCTS AND SUBSTITUTIONS

PART 1 GENERAL

1.1 SUMMARY

A. This Section includes administrative and procedural requirements for handling requests for substitutions:

1. After award of Contract, the Contracting Officer will consider formal requests for substitution of products in place of those specified.

B. Incorporate into the Work material and equipment conforming to the applicable Specifications, codes and standards, and complying with the size, make, type, design, quality, capacity and performance shown or specified, unless otherwise specifically authorized in writing by the Contracting Officer.

C. Each material, product or item of equipment shall be new and of the same manufacturer throughout the project, unless otherwise specified.

1.2 DEFINITIONS

A. Definitions in this Article do not change or modify the meaning of other terms used in the Contract Documents.

B. Substitutions: Changes in products, materials, equipment, and methods of construction required by the Contract Documents proposed by the Contractor after award of the Contract are considered to be requests for substitutions.

C. Revisions to the Contract Documents requested by the Contracting Officer.

1. Specified options of products and construction methods included in the Contract Documents.

2. The Contractor's determination of and compliance with governing regulations and orders issued by governing authorities.

1.3 SUBMITTALS

A. Substitution Request Submittal: The Contracting Officer will consider requests for substitution if received within 30 days after commencement of the Work. Requests received more than 30 days after commencement of the Work may be considered or rejected at the discretion of the Contracting Officer.

B. Submitting Requests: Submit three copies of each request for substitution for consideration. Submit requests in the form and according to procedures required for change order proposals.

1. Identify the product or the fabrication or installation method to be replaced in each request. Include related Specification Section and Drawing numbers.

2. When requested, include test data from an independent testing laboratory to show compliance with performance characteristics specified.

3. Provide complete documentation showing compliance with the requirements for substitutions, and the following information, as appropriate:

4. Coordination information, including a list of changes or modifications needed to other parts of the Work and to construction performed by the Government and separate contractors, which will be necessary to accommodate the proposed substitution.

5. A detailed comparison of significant qualities of the proposed substitution with those of the Work specified.

Significant qualities may include elements, such as performance, weight, size, durability, and visual effect.

6. Product Data, including Drawings and descriptions of products and fabrication and installation procedures.

7. Samples, where applicable or requested.

8. A statement indicating the substitution's effect on the

Contractor's Construction Schedule compared to the schedule without approval of the substitution. Indicate the effect of the proposed substitution on overall Contract Time.

9. Cost information, including a proposal of the net change, if any in the Contract Sum.

10. The Contractor's certification that the proposed substitution conforms to requirements in the Contract Documents in every respect and is appropriate for the applications indicated.
