Contractor quotes must include complete removal and installation, roof framing maintenance, freight and shipping, travel for installation, rental equipment, and a detailed description of all materials and services. A mandatory site visit is required prior to quote submission. Work must be completed between June 1 and September 30, 2026, during normal business hours of 7 a.m. to 5 p.m. Monday through Friday. Contractors must notify the USDA technical POC (Matt Akins; matthew.akins@usda.gov; 715-391-3246) and the Marshfield farm contact (Ashley Blackburn; aablackburn@wisc.edu; 715-650-7451) at least one week before the anticipated start date. Background clearance is required for contractor staff who will be on-site five or more days.

Statement of Work (SOW) Revision 1 Project: Fabric Roof Covers Replacement

GENERAL INFORMATION

1.0 Scope of Work:

Replacement of fabric roof covering and end wall covers on two fabric cover buildings at the USDA-ARS EIDMRU farm in Stratford, WI.

2.0 Background:

The EIDMRU farm has two fabric cover buildings that house manure processing operations and chemical storage. The buildings roof coverings are showing deterioration and require replacement prior to further damage and failure. The project involves removal of the existing roof covers and end walls, and replacement with new covers and end walls. The end walls for the chemical storage building must each have a vent included. Also, the ratchet tightening mechanisms require upgrading.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

The project will include the following:

Building 1 (Chemical storage building) -30' wide x 40' long replacement main cover using non-fire resistant fabric (all-white in color to allow maximum amount of natural light) -30' wide replacement end covers (two end walls) -Each end wall to include one 18” x 24” poly louvered screened vent -Includes Ratchet Upgrade and new tensioning hardware

-Fastening tube will be re-used

Building 2 (Manure processing building) -50' wide x 80' long replacement main cover using non-fire resistant fabric (all-white in color to allow maximum amount of natural light) -50' wide replacement end covers (two end walls) -No vents to be included in end walls -Replacement of buffer boards should be factored into quote due to potential deterioration -Includes Ratchet Upgrade and new tensioning hardware

-Fastening tube will be re-used

-Complete removal of existing roof covers and endwalls, and installation of new roof covers and endwalls -Maintenance service of roof framing (tightening bolts, cables, etc) -Replacement of buffer boards on manure processing building factored into quote -Freight/shipping of supplies -Travel for installation -Rental equipment for installation

-Quote must include a description of all materials and services to be provided as part of the package, including materials, labor, travel/deliveries, rental equipment, and any other items necessary for project completion. If items deemed necessary in the above technical specifications are not included in the quote, the quote may not be reviewed.

It is required for vendors to visit the site to understand the scope of work to ensure they quote sufficient labor and the correct supplies and materials to complete the project. The vendor visit date will be ??, with vendors required to send notice to the Contracting Officer that they plan to visit. If vendors do not visit, their quote will not be evaluated.

4.0 Government Furnished:

No government property or equipment will be provided

5.0 Deliverables / Schedule:

The site of this work is at the USDA-ARS EIDMRU lab and office located at 2615

Yellowstone Drive, Marshfield, WI 54449.

The project must be completed during the summer (June 1 to September 30, 2026) to avoid work during cold weather and snow.

All work at the site must be conducted during normal business hours of 7am and

5pm Monday through Friday unless scheduled in advance with facility staff.

Contractors must work with the contract officer to notify the USDA technical POC

(Matt Akins; matthew.akins@usda.gov; 715-391-3246) and Marshfield farm contact Ashley Blackburn (aablackburn@wisc.edu; 715-650-7451) at least 1 week before anticipated start of the package implementation to ensure the plans work with the staff’s schedule, and coordinate work schedules around other building projects.

6.0 Travel:

Worksite location is the UW Marshfield Agricultural Research Station, 208356 Drake Ave, Stratford, WI 54484. All travel and delivery of materials to the site must be included in the quote.

7.0 Contractor’s Key Personnel:

Key personnel for the contractor include the technical representative to determine the correct materials, and the staff in charge of implementation.

8.0 Security Requirements:

A clearance will be required for vendor staff entry into the building if staff will be on-site 5 or more days to complete the project. Vendor will be required to submit names of those staff who will be on-site for 5 or more days for a background check prior to being allowed into the building to conduct work.
