II. INTRODUCTION

The Beltsville Agricultural Research Center (BARC), collectively known as BARC, is a large Campus housing multiple United States Department of Agriculture (USDA), Agriculture Research Service (ARS) departments and other federal agencies. The

Campus is separtated by U.S. Highway Route 1 into two regions referred to as BARC

East and BARC West. They contains animal and plant research facilities with administrative, laboratory, head houses, greenhouses, holding facilities, and storage buildings. In total, BARC is comprised of approximately 6,541 acres with several hundred buildings.

III. GENERAL SCOPE OF WORK

The primary task is the monitoring of Ademco brand intrusion detection systems (IDS) and Government notification for intrusion alarms. Currently, 39 locations have IDS installed. Each location, i.e. building/structure, is to be designated as a separate Account.

Within each Account may be boundary and motion sensors, and/or panic alarm hardware. The term of this contract is twelve (12) months with four (4) option years.

IV. PLACE OF PERFORMANCE

The Contractor shall monitor the IDS from a company Central Monitoring Center.

V. SERVICE HOURS OF OPERATION

The Contractor shall perform work 24-hours a day, 7 days a week, for 365 days a year, including state and federal holidays.

VI. FEDERAL HOLIDAYS

The Contractor shall perform alarm monitoring services during all federal, state, and local holidays. The following federal holidays are provided for information only.

VII. PERFORMANCE REQUIREMENTS (TASKS)

A. The Contractor shall monitor signals originating from installed government IDS equipment and immediately telephone t he Government’s 24-hour manned Dispatch

Center to report all intrusion signals. The telephone numbers will be provided to the

Contractor following contract award.

B. For all IDS activations, the Contractor shall telephone the Security Dispatch Center until someone is reached. A message placed on an answering machines does not constitute an acceptable notification of an alarm. If there is a problem reaching the

Security Dispatch Center, the TPOC will be telephoned.

C. Opening and closing signals, trouble signals, or any other signal not an alarm signal may be annotated on a log. However, the Government shall be notified if the frequency of these signals exceeds a tolerance and complacency level.

D. The Contractor shall record of the time, date, account, and name(s) of the Government representative(s) notified for any alarm; and shall maintain these records for one (1) calendar year.

E. The Contractor shall provide, at Government request, an IDS report covering a specific time frame. Reports shall be sent to the Technical Point of Contract

(TPOC) (emailed, faxed or delivered) within 24 hours of a request. The report shall include the date, time, event description, signal received, name of person contacted and the time the Government representative was notified. During a twelve (12) month period, a total of (10) reports may be provided to the Government at no additional cost.

F. Monitoring receivers used by the Contractor shall be Underwriters Laboratory (UL) approved, or meet current industry standards, and shall be 100% compatible with

Ademco formats. The Contractor shall coordinate with and provide the TPOC with all information required to program the panels monitored by the Central Monitoring

Center (i.e. telephone numbers for receivers, accounts numbers, ID, etc.). Alarm panels may be programmed by the Contractor with government oversight or performed solely by the Government through instruction by the Contractor.

VIII. DELIVERABLES

A. The Contractor shall, within thirty (30) days of contract award, have all programming for accounts entered into the monitoring system. The following information shall be entered: account number, account description, and individual IDS components which could cause an intrusion activation.

B. The Contractor shall notify the Government when system programming is complete so testing and verification can be conducted.

1. The Government will telephone the Central Monitoring Center and put an account on test, verify the account number, pass code, account description, and the operator.

2. The Government will then activate three to four alarm signals.

3. After activating the zones, the Government will call the Central Monitoring Center and verify the signal received and the description for each signal received.

4. If any discrepancies are found, the Government shall initiate a request to correct the programming using test forms provided by the Contractor.

5. Once the programming is corrected, the Contractor shall notify the

Government and the system shall be re-verified on only those accounts that require re-verification.

C. The Contractor shall provide the Government a copy of each account's information to include zone description, account description, and address. This is to verify all the information at the Central Monitoring Center is correct.

D. Other Service Requirements

The Contractor shall:

i. provide the Government their procedures for putting accounts on test.

ii. provide forms to the Government to delete accounts, or change account information. The Contractor shall provide a contact name, telephone number and fax number to the Government for changes and other questions/concerns regarding BARC accounts. Changes to accounts shall be accomplished within

24 hours of receipt of written notification from the Government.

IX. CONTRACTOR FURNISHED ITEMS AND SERVICES

Except for those items or services specifically stated as Government Furnished

Property/Services, the Contractor shall furnish everything required to successfully perform this contract.

X. BILLING

Monthly payment will be based on billable accounts. The Contractor's shall submit an invoice each month.

XI. SECURITY

Information generated under this contract or gathered through alarms shall be considered sensitive but unclassified. Release of government information to any external USDA agency is not authorized.
