Oil Operations SOW
USDA AGRICULTURAL RESEARCH SERVICE
BELTSVILLE AREA
BELTSVILLE, MARYLAND
Inspection of Storage Tanks SCOPE OF WORK (SOW)
April 2024
1. SOW OBJECTIVES
The United States Department of Agriculture (USDA) Beltsville Agricultural Research Center (BARC) is approximately 6,400- acre facility located in the northwestern portion of Prince Georges County, Maryland which consists of agricultural fields, offices, and research laboratories. The objective of this SOW is to assist the Beltsville Agriculture Research Center (BARC) facility in completing monthly, yearly, and triennial inspections for Underground Storage tanks (USTs), Above Ground Storage Tanks (ASTs), and support the facility Spill Prevention Control and Countermeasure Plan (SPCC).
Specifically, the objectives of this SOW include these tasks and includes 4 option years:

The SCOPE OF WORK and TASKS are provided in more detail below.
2. SCOPE OF WORK
The Contractor shall furnish all services, materials, supplies, labor, equipment, superintendence, and travel and administrative reports and plans as required, related to the work described herein.
The Contractor shall provide evidence of its experience with regulatory authorities with similar work to ensure no impact to ARS’ progress to date. Tasks are outlined below.
TASK 1. MONTHLY INSPECTION OF STORAGE TANKS

The objective of this SOW task is to assist the Beltsville Agriculture Research Center (BARC) facility in completing monthly inspections for oil storage tanks.
The SOW SUBTASKS are provided in more detail below.
4. SOW SUBTASKS
4.7 Subtask 1 – Monthly UST Inspection
The contractor shall complete Maryland Monthly UST System Walkthrough Inspections utilizing the most up to date MDE walkthrough inspection document at the following USTs:

The contractor shall complete the inspection forms once per month and submit reports electronically to the COR. The monthly submission shall include any notable findings from the inspection and recommended actions to resolve issues.
Any Evidence of a spill shall be reported immediately to the COR or designated point of contact (See Task 4).
4.8 Subtask 2 – Monthly AST Inspection
The contractor shall complete monthly AST inspections utilizing the most up to date Maryland Monthly AST System Visual Inspection Form for the following ASTs:

The contractor shall assume a total number of 20 AST inspections including two additional unlisted ASTs that may also need inspection.
The contractor shall complete the forms once per month and submit reports electronically to the COR. The monthly submission shall include any notable findings from the inspection and recommended actions to resolve issues.
The contractor shall ensure the drainage of the secondary containment areas for ASTs is in accordance with COMAR 26.10.17.07 and report any deficiencies identified monthly to the
COR.
The contractor shall ensure the records to measure and record in writing the liquid levels of the AST systems at this facility prior to filling are available each month. If the records are not available, the contractor shall report any deficiencies to the COR.
If evidence of a spill, release, discharge, or other unusual operating conditions are observed, the contractor shall immediately notify the COR or other designated individual and ensure the individual notifies the Oil Control Program not later than 2 hours after detection, at 410-537- 3442 during normal business hours, or to the Emergency Response Division hotline at 1-866- 633-4686. (See Task 4).
TASK 2. YEARLY INSPECTION AND TESTING OF STORAGE
TANKS
5. TASK OBJECTIVES
The objective of this SOW task is to assist the Beltsville Agriculture Research Center (BARC) facility in completing yearly inspections/testing for oil storage tanks to achieve ongoing compliance requirements associated with Maryland Department of the Environment (MDE) storage tank regulations.
The SOW SUBTASKS are provided in more detail below.
6. SOW SUBTASKS
6.7 Subtask 1 – Yearly UST Inspection and Testing
The contractor shall complete all required yearly tank testing to comply with MDE UST COMAR requirements at the following USTs. Additionally, the contractor shall complete the most up to date Maryland Annual UST System Walkthrough Inspection document:

The contractor shall evaluate what tests are required annually and complete all required testing to achieve compliance with COMAR Maryland Department of the Environment (MDE) storage tank regulations including:
Spill Catchment Basin Test Piping Precision Tightness Test Automatic Tank Guage Certification Line Leak Detector Test
The contractor shall complete any minor incidental maintenance required to complete the testing or identified in the inspections up to a maximum of $2,500. If the tests cannot be completed due to significant required tank maintenance or repair, the contractor shall provide a breakdown of the issues and price estimate for all necessary repairs to the COR.
Any Evidence of a spill shall be reported immediately to the COR or designated point of contact (See Task 4).
6.8 Subtask 1 – Yearly AST Inspection and Testing
The contractor shall complete required yearly tank requirements at the following ASTs:

The contractor shall complete the following on an annual basis in accordance with the facility Oil Operations Permit:
• Prevision tightness test on the piping for a minimum of 1 hour that can detect a 0.1 gallon per hour release at 1.5 times the pipe operating pressure, in accordance with COMAR 26.10.05.02D(2).
• Maintenance of the cathodic protection system in accordance with COMAR 26.10.04.02 and the manufacturer’s instructions.
• Conduct annual functionality testing of the automatic line leak detectors per the manufacturer's instructions in accordance with COMAR 26.10.05.01A.
The contractor shall complete any minor incidental maintenance required to complete the testing or identified in the inspections up to a maximum of $2,500. If the tests cannot be completed due to significant required tank maintenance or repair, the contractor shall provide a breakdown of the issues and price estimate for all necessary repairs to the COR.
Any Evidence of a spill shall be reported immediately to the COR or designated point of contact (See Task 4).
TASK 3. TRIENNIAL INSPECTION AND TESTING OF
STORAGE TANKS
7. TASK OBJECTIVES
The objective of this SOW task is to assist the Beltsville Agriculture Research Center (BARC) facility in completing triennial inspections/testing for oil storage tanks to achieve ongoing compliance requirements associated with Maryland Department of the Environment (MDE) storage tank regulations.
The SOW SUBTASKS are provided in more detail below.
8. SOW SUBTASKS
8.7 Subtask 1 – Triennial UST Inspection and Testing
The contractor shall complete all required triennial tank testing requirements at the following USTs:

The contractor shall evaluate what tests are required triennially and complete all required testing to achieve compliance with COMAR Maryland Department of the Environment (MDE) storage tank regulations including:
• Maryland certified 3rd party UST system inspection and functional test of overfill protection equipment
• Factory installed Cathodic Protection Test for metal tanks
• Containment sump test
If the tests cannot be completed due to significant required tank maintenance or repair, the contractor shall provide a breakdown of the issues and price estimate for all necessary repairs to the COR.
8.8 Subtask 2 – Triennial AST Inspection and Testing
The contractor shall complete triennial tank testing requirements at the following ASTs:

The contractor shall complete the following on a triennial basis in accordance with the facility Oil Operations Permit:
• Perform a tightness test every 3 years on the containment sumps as per COMAR 26.10.03.03, PEI/RP 1200-19, and the manufacturer’s instructions.
If the tests cannot be completed due to significant required tank maintenance or repair, the contractor shall provide a breakdown of the issues and price estimate for all necessary repairs to the COR.
TASK 4. MONTHLY SPILL PREVENTION CONTROL AND
COUNTERMEASURE PLAN INSPECTIONS AND RESPONSE
9. TASK OBJECTIVES
The objective of this task is to assist the Beltsville Agriculture Research Center (BARC) facility in completing monthly SPCC inspections and potential response actions as described in the facility SPCC plan. The SPCC inspection includes a storage tank inspection & facility inspection report.
The SOW SUBTASKS are provided in more detail below.
10. SOW SUBTASKS
10.7 Subtask 1 – Monthly SPCC Inspections
The contractor shall complete the SPCC facility inspection forms once per month and submit reports electronically to the COR. The monthly submission shall include any notable findings from the inspection and recommended actions to resolve issues. The SPCC inspection includes a storage tank inspection & facility inspection report.
10.8 Subtask 2 – Potential Emergency Response
Services may be required to support emergency response activities or accommodate unusual workload. The contractor shall provide emergency cleanup response for accidents or spills involving oil at the facility identified during inspections during normal business hours 0800 - 1700. The COR or designated individual shall be contacted upon identification of any oil spill during inspections. The COR or designated individual will be present at the response site to facilitate any such efforts.
The contractor shall complete all countermeasure and response actions for the appropriate spill Scenario as detailed in the facility SPCC Section 3.2.1 through 3.2.6. The maximum response time shall be 4 hours.
To support spill response efforts the contractor shall provide the following spill cleanup materials to BARC:
• Sorbent: Sawdust or similar sorbent media for surface spills to be stored in 55-gallon drums (or similar containers).
• Containment Booms: Adequate lengths should be available for controlling spills throughout the facility.
• Hand Tools – Shovels, brooms, squeegees, etc. to collect small amounts of spilled product and to clean up after the application of sorbent.
• Drain Covers: To prevent spilled product from entering floor drains in containment compounds.
• Storm Drain Covers: To cover storm water drains located down gradient of fuel delivery areas (e.g. “Water-Filled Drain Cover”) during filling activities and in the event of spills.
• Appropriate personal protection (i.e., gloves, safety glasses, aprons, etc.)
Below are several examples of oil spills which may occur during the period of contract performance that are indicative of the type of emergency responses that may be required during the contract term:
• Used oil containers that are leaking oil onto a concrete pad.
• UST & AST tank or piping failure.
• Accidental Fuel Station Discharge.
Waste generated in the process of emergency response actions shall be handled appropriately.
11. GOVERNMENT-FURNISHED INFORMATION
ARS will provide all existing previous testing and identification information for the listed storage tanks and the facility SPCC. ARS will provide the most up to date monthly and annual inspection sheets.
