1. For the “minor incidental maintenance required to complete the testing or identified in the inspections up to a maximum of $2,500” under Task 2, Subtask 1 (Yearly UST Inspection and Testing), is the $2,500 intended to be the full amount annually for incidental maintenance or is the $2,500 intended to be per tank (i.e., $2,500 for each of the 11 USTs, or $27,500 annually)?

$2500 is intended to be the full amount annually for incidental maintenance.

2. For the monthly SPCC inspections (Task 4, Subtask 1), are the inspections only to be completed for the tanks listed in the solicitation document under Task 1, Subtask 2 (18 ASTs), or for these tanks as well as the approximately 80 emergency generator belly tanks and oil-filled equipment (transformers and voltage regulators, which may not be routinely seen during the course of facility personnel day-to-day operations) as well as the container (e.g., drum, totes, etc.) storage areas?

The monthly SPCC inspections are intended to cover all facility SPCC-covered equipment including accessible UST system components, ASTs, “belly tanks”, and accessible return/ supply piping visually for signs of leakage, hazardous conditions, and or damage. A visual assessment of available spill response materials is also included as part of these inspections.

3. For the emergency response materials (Task 4, Subtask 2), will these be staged at a central location or are there multiple locations where these would be stored at the facility? If multiple locations, how many locations should be budgeted for the emergency response materials?

Assume emergency response materials will be staged at one central location.

4. Does BARC also want the contractor to complete the annual SPCC inspections, and if so, would it be for all SPCC-regulated oil storage at the facility or only for the tanks listed in the solicitation document under Task 1, Subtask 2 (18 ASTs)?

No, currently the facility SPCC does not call for an “annual inspection” only monthly inspection.
