UNIVERSITY PARK, PA COOLER UPGRADES
STATEMENT OF
WORK
November 16, 2023
1.0 SCOPE
The United State Department of Agriculture (USDA), Agricultural Research Service (ARS), Pasture Systems & Watershed Management Research Unit (PSWMRU) located at Tower Rd.
University Park, PA 16802 (i.e. the “Location”) plans to upgrade certain components of the existing cooler with new equipment.
2.0 WORK
The Contractor shall provide all labor, insurance, permits, tools, material, equipment, and travel to complete the work listed below. All work shall be completed by properly trained and licensed personnel or sub-contractors in accordance with the terms, conditions, and specifications contained in this document. The Contractor shall keep the work premises clean, free of accumulations of waste and rubbish, as well as construction material, to the extent possible and practical, during the period of performance and at the time of final inspection and acceptance.

2.2 DEMOLITION & REMOVAL OF THE EXISTING COOLER EQUIPMENT
The contractor shall disconnect all utilities (power and controls) to the existing cooler equipment. Reclaim existing refrigerant and legally dispose of off-site. Remove the existing condensing unit, evaporator, thermostat and controls and dispose of off-site.
2.3 INSTALLATION OF NEW COOLER EQUIPMENT
The contractor shall furnish and install a new condensing unit, evaporator, thermostat and controls and associated wiring. Reconnect all existing refrigerant piping to the new condenser and evaporator. Pressure test and evacuate the system and then charge the system with R407C refrigerant. Install the new thermostat and controls and all associated power and control wiring. Reconnect all utilities to the cooler. Start up and test the equipment to ensure proper operation. Provide training to Location personnel on the new equipment’s operation.
2.4 SITE LOGISTICS AND SCHEDULING
The contractor shall ensure the work does not negatively affect the operation of the adjacent buildings and does not impact any research activities. The contractor shall schedule the work with the Location Monitor (LM) to avoid any impact to ongoing research activities. Onsite parking, staging and laydown areas are available for the contractors’ use, coordinate the location of each with the Location Monitor (LM).
2.5 CODE COMPLIANCE
All construction shall conform to the International Building Code (IBC).
2.6 SUBMITTALS DISTRIBUTION AND FORMAT
Provide submittals for all materials and tests required by the project. Submittals shall include the following:

Submit to the Contracting Officer (CO), the Contracting Officer’s Representative (COR) and the Location Monitor (LM) for review and approval. Distribute product submittals as follows:
2.6.2 CO, COR, and LM: Submittals in pdf format via email.
2.6.3 Comments and approval of the submittals by the Government shall not be construed as releasing the Contractor from compliance with the specified requirements herein or any applicable Codes.
2.7 PERIOD OF PERFORMANCE
2.7.1 The Period of Performance (PoP) of this work shall be sixty (60) days from the Notice to Proceed (NTP).
3.1 GENERAL REQUIREMENTS

4.1 WORKING HOURS
Normal work hours are from 7:30 a.m. to 4:00 p.m., Monday through Friday, excluding Federal holidays.
4.2 INSPECTIONS
The Contractor shall notify the Contracting Officer that they are ready for a substantial completion inspection ten (10) days before the end of the contract period. The Contractor shall submit a written request to the Contracting Officer for a final inspection in writing at least seven (7) days prior to completion of the project.
4.3 SAFETY
USDA ARS PSWMRU is an OSHA compliant facility for all staff and contractors working at the location. This compliance requires that all work is conducted in a safe manner, hazardous conditions are recognized and reported, and the contractor is complying with mailto:christopherg.morris@usda.gov mailto:carrie.laboski@usda.gov mailto:kenneth.crabtree@usda.gov mailto:scott.spear@usda.gov local, state, federal and installation regulations, and laws. Contractor safety and security efforts must guarantee all work is alignment with USDA ARS and OSHA regulations and requirements.
4.3.1 Contractor personnel must adhere to all location safety and security requirements when entering, exiting work areas and when working at the facility the requirement extends to obtaining any required excavation, entrenchment, and hot work permits.
4.3.2 Access to the site by the Contractor shall be coordinated with the Location Monitor (LM). Further, contractor shall:
a. Perform OSHA mandated safety training for all employees contracted to work at the ACSL location prior to the start of work.
b. Obtain and use USDA identification cards always when present at the worksite.
c. Coordinate additional required measures with the Location Monitor (LM).
4.4 HOUSEKEEPING
The Contractor shall remove and dispose of dirt and debris and keep the premises clean at all times during construction. This shall be done as frequently as needed but not less than once a week.
4.5 SITE ENTRY
4.5.1 The foreman or superintendent must sign in all workers at the Location office daily and before work starts.
4.5.2 Government engineers and contracting personnel shall be allowed access to the site at all times. Others may visit the site with permission of the Contracting Officer. The Contracting Officer shall be informed of all suspected unauthorized visitors.
4.6 SITE VISIT
A site visit is highly recommended for potential bidders but is not mandatory.
