1. The attached RFI’s and corresponding answers are hereby provided to all contractors.

2. In accordance with these answers, corresponding portions of Sections B and C of the solicitation are amended as indicated in the attachment “Amendment5CompleteSolicitation”. Changes to the document are in red.

RFI-001 - What is the load on the C D coolers. Seedlings create a lot of load to the units. Do you know how many will be entering the coolers? And how long they will be in the coolers? Also are the coolers running all year round? If not what months are they running? It will make a difference in load if they are not running during the summer months. Each cooler can hold between 250,000 and 300,000 seedlings at full capacity. All floor space would be covered up to a height of 10-12 feet.

They typically use the coolers for seedlings in March-May. The rest of the year there would not be that loading.

RFI-002 - Also the contract is stating that we are to use 1 condensing unit and 6 evap coils for the C and D coolers. The manufacturer doesn't recommend more than 3 coils per outside unit. The existing was 2 units and 6 coils. 3 per unit, with redundant units. The solicitation was stating that there are 6 evaporators existing (or were), but they do not need to be replaced with that number.

They can be resized for the new condensing units to install as few evaporators as necessary.

RFI-003 - The seed freezer units are requesting intelligen units, these units do not allow for alternating the compressors. They also do not allow for the indicator lights and reset controls in a main panel. We were hoping to do a standard system and allow for the requested additions on the panel. Will this work? Yes that will work. Utilize standard controls by modifying the existing panel to accommodate the new equipment.

RFI-004 - The documents are calling for 2 units for the freezer. It does not say if the units are to be redundant. The existing units are redundant. Both are big enough to run the freezer by themselves. Does is need to be redundant, having them both be large enough to run the freezer alone? The seed freezer does need to remain redundant with 2 units. The freezer is used year round and is high priority so the redundancy needs to be maintained.

RFI-005 - The C and D coolers were also redundant originally. The bid calls for one unit for each, which means it would not be redundant. Is this correct? Correct, the coolers will not need to be redundant in the rebuild.

RFI-006 - Did you settle on the location of the Strat cooler condensing unit to be placed on the back side in the breezeway? The breezeway can not be obstructed. The unit for the strat cooler can fit in between the doors in back of coolers C & D, and the condensing units for C & D can be parallel to the back of the building at each corner. See attached diagram.

RFI-007 - Are we able to run the drains for the new freezer outside on the ground? Yes

RFI-008 - Are there any hard requirements other than what the documents list that detail what they would like to see as far as controls modification. Modify the existing panels and simplify as much as possible to still include the requirements detailed in Section B and C of the solicitation.

RFI-009 - It is permissible to shut down the seed freezer fire suppression during the work day? Provide fire watch? Yes that is permissible to shut the fire suppression system down with monitoring.

RFI-010 - Tree Cooler Humidity? There are existing controls, sensors, valves and air compressor. Can we or should we utilize this equipment for humidity control? General operating humidity range. ?

60% to 80% ? Yes, as stated in solicitation use the existing equipment where feasible. Use 60 to 80% for humidity range.

RFI-011 – Seed Freezer Temperature During Construction. The solicitation states in Section B-2, 2.b.

“the contractor is responsible for maintaining the seed freezer between a temperature of 10 to 25F for the entire duration of construction.” Is the contractor still responsible for maintaining temperature if the existing system equipment fails during construction/install of new system? If so this would involve rental of temporary storage and moving seed freezer contents to guarantee a safe temperature. No. The contractor responsibility for maintaining the seed freezer in the operating range during construction does not apply in the event of system failure, UNLESS the system failure is due to contractor negligence during construction. If additional steps are needed to keep the seed freezer contents safe in the event of system failure (temporary storage, equipment repair), the service would be completed by the Government separate from the contract OR a contract modification would need to be negotiated for the contractor to provide temporary storage and moving of seed freezer contents.

RFI-012 – For tree coolers C & D, is it permissible to place new outdoor units on the roof (at the location of the existing condensing units), provided the new units are lower weight than existing?

Yes, this would be permissible if the new units do not exceed the weight of the existing, in accordance with building and structural codes. If the new units exceed the existing units’ weight, this would not be permissible and new units would be placed on the ground as stated in the solicitation.
