SECTION 00 22 13: DEFINITION OF BID ITEMS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. The intent of this section is to explain what is and what is not included in a bid item, and the limits or cut-off points where one bid item ends and another begins.

1.3 CONTRACTOR WORK

A. The contract price for each item shall constitute full compensation for furnishing all plant, labor, materials, supplies, appurtenances, and incidentals and performing all operations necessary to construct and complete the items in accordance with these specifications and the applicable drawings. Payment for each item shall be considered as full compensation, including payment for applicable taxes. Work paid for under one item will not be paid for under any other item.

B. The General Contractor (and its sub-contractors) shall supply and provide all principal equipment, materials, and incidentals and perform all operations necessary to construct and complete the items in accordance with these specifications and the applicable drawings. Contractor work shall include providing site work, coordination with local utility providers, temporary and permanent utilities, demolition (building, piping, equipment, fixture), installing equipment or appurtenances, supplies, supports, tools, fasteners, mounting hardware and other miscellaneous items, worker safety equipment, labor and incidentals required to accomplish the work as described in the contract to the standards developed by the industry and applicable codes.

1.4 MEASUREMENT AND PAYMENT GENERAL

A. Measurement and payment for contract work will be made only for and under those bid items included in the SCHEDULE OF WORK. Any and all other work and materials will be considered as included in the payment for the items shown

B. Lump sum quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.

They will not be measured.

C. The contract price for each item shall constitute full compensation for furnishing Contractor Work (see above) in accordance with these specifications and the applicable drawings. Payment for each item shall be considered as full compensation. Work paid for under one item will not be paid for under any other item.

PART 2 - PRODUCTS

PART 3 - EXECUTION

SCHEDULE OF BID ITEMS

3.1 BID ITEM # 1 – MOBILIZATION

A. This bid item includes mobilization and demobilization. Performance bonds shall also be included within this bid item.

B. Measurement shall be made as a Lump Sum quantity for the preparation for completing this work, including equipment delivery to and from the site, worker and public safety protections, and other incidentals necessary to begin and complete this project.

C. Progress payments will be made as follows:

1. When 5 percent or more of the original contract amount is earned from other bid items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

2. When 10 percent or more of the original contract amount is earned from other bid items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

3. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

4. The total of all payments shall not exceed the original contract amount for this bid item.

3.2 BID ITEM # 2 – HVAC LP GAS FURNACE/AC REPLACEMENT - ATB

A. This bid item includes furnishing and installing new HVAC Furnace and AC systems, components and connections to existing ductwork systems, removing and/or replacing ductwork for zone modifications per design by the contractor, as required by the specifications and shown on the drawings. This work includes, but is not limited to:

furnaces, heat pumps, condensing units, gas unit heaters, exhaust fans, ductwork, piping, 04/2019 00 22 13 - 3 grease removal hood and fire protection system, make up air units, and O&M manuals.

Work also includes testing, adjusting, and balancing of completed system.

B. This bid item includes restoration of existing HVAC equipment. This includes, but is not limited to, restoration of the roof mount exhaust fans.

C. This bid item includes structural upgrades and roofing work as required by specifications and shown on the drawings.

D. This work includes all materials, labor, equipment, tools, and testing for the installation of the complete and fully operational HVAC system.

E. Measurement shall be made as a Lump Sum quantity for the materials, labor, equipment, tools, and incidentals required to complete this item.

F. Payment shall be made at the contract Lump Sum price for this bid item.

3.3 BID ITEM # 3 - DUCTLESS HEAT PUMP SPLIT SYSTEM – ATB IT ROOM

A. This bid item includes furnishing and installing new ductless heat pump system, components and connections, per design by the contractor, as required by the specifications and shown on the drawings.

B. This work includes all materials, labor, equipment, tools, and testing for the installation of the complete and fully operational HVAC system.

C. Measurement shall be made as a lump sum quantity for the materials, labor, equipment, tools, and incidentals required to complete this item.

D. Payment shall be made at the contract lump sum price for this bid item.

3.4 BID ITEM # 4 – ELECTRICAL UPGRADES - ATB

A. This bid item includes furnishing and installing new electrical components and connections to existing electrical system, as required by the specifications and shown on the drawings.

B. This work includes all materials, labor, equipment, tools, and testing for the installation of the complete and fully operational HVAC system.

C. Measurement shall be made as a Lump Sum quantity for the materials, labor, equipment, tools, and incidentals required to complete this item.

D. Payment shall be made at the contract Lump Sum price for this bid item.

3.5 BID ITEM # 5 – HVAC RTU AC1 – PARALOFT

A. This bid item includes the disconnecting, removal and disposal of the existing RTU AC1. Furnishing and installing a new RTU AC1, new curb adaptor (if required), required by the specification and drawings.

3.6 BID ITEM # 6 – HVAC RTU AC2 – PARALOT

A. This bid item includes the disconnecting, removal and disposal of the existing RTU AC2. Furnishing and installing a new RTU AC2, new curb adaptor (if required), by the specification and drawings.

B. This bid item includes structural upgrades and roofing work as required by specifications and shown on the drawings.

C. This work includes all materials, labor, equipment, tools, and testing for the installation of the complete and fully operational HVAC system.

D. Measurement shall be made as a Lump Sum quantity for the materials, labor, equipment, tools, and incidentals required to complete this item.

E. Payment shall be made at the contract Lump Sum price for this bid item.

RAC AIR TANKER BASE & PARALOFT - HVAC REPLACEMENT Summary of Work 04/2019 01 01 00 - 1

SECTION 01 01 00: SUMMARY OF WORK

PART 1 - GENERAL

1.1 DESCRIPTION

A. Include all labor, materials and equipment required to complete the HVAC upgrades at the Forest Service Air Tanker Base and Paraloft buildings located at the Redmond Air Center. The project is known as the RAC Air Tanker Base & Paraloft – HVAC Replacement.

1. ATB - HVAC Upgrades – The work includes the removal of two high efficiency LP up-flow furnace units, installation of new two new high efficiency LP up-flow furnace units and components as shown on the plans;

the removal of two humidifiers, these units will not be replaced; the re-zoning of the complete building as shown on the plan, reducing Unit #1 from 8 zones to 2 zones, and reducing Unit #2 from 6 zones to 2 zones; includes the redistribution of zones; the removal of the IT room supply air vent. This includes furnaces, condensing units, distribution ductwork, gas piping, condensate piping, make up air unit, and controls. Work to include all trades and sub trades as required to produce a fully functioning HVAC systems.

Work also includes testing, adjusting, and balancing of completed system.

2. ATB – Ductless Heat Pump System – This work includes the installation of a new ductless heat pump unit to be install in the IT room, condensing unit to be located next to the main building condensing units. Size of the unit shall be

1.5 Tons. The works includes the installation of equipment, materials, line set, and electrical connections. Work to include all trades and sub trades as required to produce a fully functioning HVAC systems.

3. ATB Electrical Upgrades – Install new electrical branch service as required to fully energize and control all the HVAC components installed by this contract in the ATB.

4. Paraloft – This work includes the like-kind replacement of two RTU’s, Unit #

1) Trane RTU 7.5 Ton; Unit #2) Trane RTU 8.5 Ton, both to include:

Economizer (Field Installed), Curb Adapter, Enthalpy Motor Kit, Smoke Detector, Sampling Tube, Hail Guards, Low Voltage Wiring, Misc Materials (Gas Piping, Condensate Piping, Sealant, Etc), Crane, & Labor. Work to include all trades and sub trades as required to produce a fully functioning HVAC systems. No changes to existing ductwork are foreseen.

B. No attempt has been made in these Specifications or Drawings to segregate work covered by any trade or subcontract under one specification. Such segregation and establishment of subcontract limits shall be solely a matter of specific agreement between the Contractor and his subcontractors.

C. The above general outline of principle features of the work does not in any way limit the responsibility of the Contractor to perform all work and provide all project labor and materials required by the Specifications and Drawings.

1.2 CONTRACTOR'S DUTIES

A. Except as specifically noted, provide and pay for:

1. Labor, materials and equipment.

2. Tools, construction equipment and machinery.

3. Other facilities and services necessary for proper execution and completion of Work.

E. Promptly submit written notice to C.O. of observed variance of Contract

Document from legal requirements.

1. Appropriate modifications to contract documents will adjust necessary changes.

2. Assume responsibility for Work known to be contrary to such requirements, without notice.

1.3 USE OF PREMISES

A. Full Government Occupancy: Government will occupy site during entire construction period. Cooperate with the Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with the Government's day-to-day operations.

Maintain existing exits, unless otherwise indicated.

B. General: Contractor shall have limited use of premises for construction operations, including use of Project site, during construction period. Contractor's use of premises is limited only by The Government's right to perform work or to retain other contractors on portions of Project. Coordinate the project schedule for use of the premises with the CO.

C. Use of Site: Limit use of premises to areas within the Contract limits indicated.

Do not disturb portions of Project site beyond areas in which the Work is indicated.

1. Government Occupancy: Allow for Government occupancy of Project site and use by the public.

2. Driveways and Entrances: Keep driveways, loading areas, and entrances serving premises clear and available to the Government, Government's employees, and emergency vehicles at all times, unless otherwise allowed, in writing, by the Contracting Officer. Do not use these areas for parking or storage of materials.

D. Use of Existing Building: Maintain existing building in a weathertight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period.

F. Confine operations at site to areas permitted by:

1. Law

2. Ordinances

3. Permits

4. Contract Documents

5. Forest Service Contracting Officer

G. Do not unreasonably encumber site with materials or equipment.

H. Do not load structure with weight that will endanger structure.

I. Assume full responsibility for protection and safekeeping of products stored on premises.

J. Move any stored products which interfere with operations of Owner or other

Contractor.

G. Storage and Stockpiling of Construction Materials Storage area for construction equipment and materials, approximately the size of two parking spaces will be provided to the Construction Contractor. Limited inside building storage area at the job site may be provided, as approved by the

COR.

1.4 WORK RESTRICTIONS

A. On-Site Work Hours: Work shall be generally performed inside the existing building during normal business working hours of 7:00 a.m. to 5 p.m., Monday

04/2019 01 01 00 - 4 through Friday. Work outside of normal business hours must be approved in writing by the Contracting Officer.

B. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions:

1. Limit down time of HVAC system to a maximum of five (5) consecutive calendar days within any area of the building. Notify COR ten (10) days in advance.

2. Limit disruption of electrical power within the building to periods of 30 minutes between 8 a.m. and 5 p.m. Monday through Friday, unless otherwise approved by C.O. Electrical power disruption within the office may be for longer periods on weekends and holidays if approved by C.O. Notify COR five (5) days in advance of any planned electrical power disruptions.

3. The office building will remain open to Forest Service employees during the progress of on-site work. Specific work areas in the building may be closed off to employees to provide for safe progress of the work. Any activities requiring work area closure to employees for greater than four (4) hours shall be scheduled with the COR at least five (5) days in advance.

1.6 CONTINUITY OF SERVICES

A. Contractor shall take all necessary precautions to avoid damage to existing HVAC, water, sanitary and electrical distribution systems and shall arrange and schedule the work to provide continuity of all services. Interruptions to any service will be permitted only by previous arrangements with the Owner as stated above.

1.7 CONSTRUCTION CONTRACTOR SUPPLIES

A. Construction Contractor shall provide all materials and labor expense to remove old system; and install, test, and start the replacement system.

B. Include disposal and recycling fees, freight expense to deliver equipment and materials to project site, installation equipment rental fees (including cranes), permits and fees, including ASME pressure vessel installation permit and inspection fees.

D. The Government will not furnish any construction materials or property for this project.

1.8 CONSTRUCTION CONTRACTOR PERSONNEL

A. Installer Qualifications: Installation of equipment and materials shall be by a firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance.

B. Equipment installers to be skilled mechanics who have successfully completed an apprenticeship program in their trade as specified by the U. S. Department of Labor and State Department of Labor.

C. Specialists: The installation of certain types of equipment and materials or the performance of certain construction activities require a firm or individual licensed in specific trades or specialties. Those activities shall be performed by entities who are recognized experts in those operations.

1. Specialists shall satisfy qualification requirements indicated by the state and industry practices and shall be engaged for the activities indicated.

2. Requirement for specialists shall not supersede building codes and similar regulations governing the Work, nor interfere with local trade-union jurisdictional settlements and similar conventions.

1.9. CONSTRUCTION CONTRACTOR QUALITY CONTROL RESPONSIBILITIES

A. Construction Contractor to provide quality-control services required by project work.

B. Construction Contractor to prepare a schedule of tests, inspections, and similar services required by the Project. Submit schedule to Forest Service with bid proposal for project.

C. The Construction Contractor is responsible for quality control and shall establish and maintain an effective quality control system. The system shall cover all construction and construction related operations, both onsite and offsite. The project superintendent will be held responsible for the quality of work on the job and is subject to removal by the Contracting Officer for non-compliance with quality requirements specified in the contract.

1.10 STANDARDS

A. All references to codes, specifications, and standards referred to in the Specifications or shown on the Drawings shall mean the latest edition, amendment and revision of such reference standard in effect as of the date of these Specifications and Drawings unless otherwise indicated.

SECTION 01 30 00: SUBMITTALS

PART 1 - GENERAL

1.01 DESCRIPTION

A. Process and Distribute Submittals: Shop Drawings, manufacturer's literature and catalog cuts, samples, certificates, guarantees.

B. Submittal Requirements for each Section listed herein.

1.02 SUMMARY

A. Government approval is required for design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, items listed in construction documents requiring submittal and other items as designated by the Contracting Officer.

B. Government approval is required for any deviations from the Solicitation or Accepted Proposal and other items as designated by the Contracting Officer.

C. It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work.

D. Obtain written approval for the submittals prior to construction, assembly, and delivery.

1.03 SUBMITTAL PROCEDURES

A. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.

B. Submittals shall have sufficient detail to determine if ratings, characteristics, and physical construction are equivalent to those specified.

C. Submit 2 sets of catalog cuts, shop drawings and manufacturer's installation, operating and maintenance instructions for all material and equipment requiring submittals in each specification.

D. Where manufacturer's catalog sheets are used, indicate the specific items to be supplied in ink either by arrow, encircled on the sheet, or the inapplicable portion blocked out. List the following: contract, specification section and drawing sheet reference number, and manufacturer's name on each catalog sheet. Identify where equipment is to be used, if not obvious.

E. Submittals shall show any changes to be made resulting from substitution of equipment or materials for those that are specified.

F. Submit catalog cuts, shop drawings, diagrams and manufacturing installation, operating and maintenance instructions, loose-leaf cover, in 3-ring binder, indexed in the order they appear in the specifications.

G. Shop drawings shall be folded to 8-1/2" x 11" sheet size.

H. Submittals shall include the following unless otherwise required in the specification:

1. Project name and contract number.

2. Names of Contractor, Subcontractor, Supplier, and Manufacturer.

3. Date and revision dates.

4. Specification section number.

5. Field dimensions and relation to adjacent structures.

6. Applicable standards such as ASTM or Federal Specifications.

7. Contractor’s stamp, initial or signature, certifying the review of the submittal, verification of the field measurements, and compliance with the contract documents.

I. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer’s receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.

1. Initial Review: Allow 2 business days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required.

Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.

2. Resubmittal Review: Allow 2 business days for review of each resubmittal.

1.04 REQUIRED SUBMITTALS

A. Product submittals and shop drawings shall be submitted as identified in Division 01 through 49 specifications.

B. Equipment Submittals

1. Provide equipment submittals within 7 calendar days of contract award unless otherwise required by the specification.

C. Submittals required prior to project completion

1. Complete set of marked-up “as-installed”/”as-built”/”redline” drawings. These drawings shall have been maintained current at the project site.

2. Complete O&M manuals for mechanical and electrical equipment.

3. Local Certificates of Approval

a. Occupancy Certificate per Code Authority requirements.

b. Mechanical Permit

c. Plumbing Certificate of Approval

d. Electrical Certificate of Approval

e. Fire Marshal’s Certificate of Approval

f. Sanitary Authority Approval

1.02 SCHEDULES FOR CONSTRUCTION CONTRACTS

A. The initial set of submittals shall include a work schedule.

B. The Contractor shall prepare and submit to the Contracting Officer for approval a schedule, per specification 013100, showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the salient features of the work.

2.01 RING BINDERS

A. White, commercial quality, hard back, for letter size (8.5” x 11”) B. 3 Rings: Lever-locking type, slant ring (D-shape), 2-inch maximum ring size.

C. Clear outer overlay on front, back, and spine to allow for sheet insert.

D. Inside cover pockets: Front & Back

2.02 INDEX SYSTEM

A. Index sheet with mylar reinforced edge at binder holes.

B. Tabbed divider sheets with mylar reinforced edge at binder holes and pre-printed numbered tabs aligned with numbers and title lines on the index sheet.

PART 3 - EXECUTION

3.01 GOVERNMENT REVIEW

A. After reviewing the submittals, the COR will return one copy of the applicable (marked up) submittal sheets to the Contractor.

B. The reviewed submittal will be marked by the COR in one of three ways, as defined below:

1. APPROVED. Acceptable with no corrections.

2. APPROVED WITH NOTATIONS. The submittal is approved with respect to the corrections or clarifications written on the submittal by the COR.

3. NOT APPROVED. The submittal does not meet the requirements of the contract and is therefore rejected. The COR will identify the reason for the disapproval.

The Contractor shall revise the submittal and resubmit.

SECTION 01 71 00: CLEANING

PART 1 - GENERAL

1.1 DESCRIPTION

A. Maintain premises and public properties free from accumulations of waste, debris, and rubbish, caused by construction operation.

B. At completion of Work, remove waste materials, rubbish, tools, equipment, machinery and surplus materials, and clean all sight-exposed surfaces; leave project clean and ready for occupancy as specified in Section 017000.

1.2 SAFETY REQUIREMENTS

A. Standards: Maintain Project in accord with following State Occupational Health and Safety standards.

B. Hazards Control:

1. Store volatile wastes in covered metal containers, and remove from premises daily.

2. Prevent accumulation of wastes which create hazardous conditions.

3. Provide adequate ventilation during use of volatile or noxious substances.

C. Conduct cleaning and disposal operations to comply with local ordinances and anti-pollution laws.

1. Do not burn or bury rubbish and waste materials on project site.

2. Do not dispose of volatile wastes such as mineral spirits, oil, or paint thinner in storm or sanitary drains.

3. Do not dispose of wastes into streams or waterways.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Use only cleaning materials recommended by manufacturer of surface to be cleaned.

B. Use cleaning materials only on surfaces recommended by cleaning material manufacturer.

PART 3 - EXECUTION

3.1 DURING CONSTRUCTION

A. Execute cleaning to ensure that building, grounds, and public properties are maintained free from accumulations of waste materials and rubbish.

B. Wet down dry materials and rubbish to lay dust and prevent blowing dust.

C. At reasonable intervals during progress of Work, clean site and public properties, and dispose of waste materials, debris and rubbish.

D. Provide on-site containers suitable for collection of waste materials, debris and rubbish.

E. Remove waste materials, debris and rubbish from site and legally dispose of at public or private dumping areas off of Owner`s property.

F. Handle materials in a controlled manner with as few handlings as possible.

3.2 FINAL CLEANING

A. In preparation for substantial completion or occupancy, conduct final inspection of sight-exposed interior and exterior surfaces, and of concealed spaces.

B. Remove grease, dust, dirt, stains, labels, fingerprints, and other foreign materials, from sight-exposed interior and exterior finished surfaces; polish surfaces so designed to shine finish.

C. Repair, patch and touch up marred surfaces to specified finish, to match adjacent surfaces.

D Broom clean paved surfaces.

SECTION 01 71 13: MOBILIZATION PAYMENT PROCEDURES

SECTION 01 73 10 – CUTTING AND PATCHING

PART 1 – GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 1 specification sections, apply to this section.

1.2 SUMMARY

A. This Section includes procedural requirements for cutting and patching.

B. Requirements in this Section apply to mechanical and electrical installations.

Refer to Divisions 15 and 16 sections for other requirements and limitations applicable to cutting and patching mechanical and electrical installations.

1.3 DEFINITIONS

A. Cutting: Removal of existing construction necessary to permit installation or performance of other work.

B. Patching: Fitting and repair work required to restore surfaces to original conditions after installation of other work.

1.4 QUALITY ASSURANCE

A. Structural Elements: Do not cut and patch structural elements in a manner that could change their load-carrying capacity or load deflection ratio.

B. Operational Elements: Do not cut and patch the following operating elements and related components in a manner that results in reducing their capacity to perform as intended or that results in increased maintenance or decreased operational life or safety.

1. Primary operational systems and equipment.

2. Air or smoke barriers.

3. Communications systems (voice and data).

4. Electrical wiring system.

C. Visual Requirements: Do not cut and patch construction in a manner that results in visual evidence of cutting and patching. Do not cut and patch construction exposed on the exterior or in occupied spaces in a manner that would, in the C.O.’s opinion, reduce the building’s aesthetic qualities. Remove and replace construction that has been cut and patched in a visually unsatisfactory manner.

PART 2 – PRODUCTS

2.1 MATERIALS

A. Existing Materials: Use materials similar to existing materials. For exposed surfaces, use materials that visually match existing adjacent surfaces to the fullest extent possible.

1. If identical materials are unavailable or cannot be used, use materials that, when installed, will match the visual and functional performance of existing materials.

PART 3 – EXECUTION

3.1 EXAMINATION

A. Examine surfaces to be cut and patched and conditions under which cutting and patching are to be performed.

1. Compatibility: Before patching, verify compatibility with and suitability of substrates, including compatibility with existing finishes or primers.

2. Proceed with installation only after unsafe or unsatisfactory conditions have been corrected.

3.2 PREPARATION

A. Temporary Support: Provide temporary support of Work to be cut.

B. Protection: Protect existing construction during cutting and patching to prevent damage. Provide protection from adverse weather conditions for portions of Project that might be exposed during cutting and patching operations.

C. Adjoining Areas: Avoid interference with use of adjoining areas or interruption of free passage to adjoining areas.

D. Existing Services: Where existing services are required to be removed, relocated, or abandoned, bypass such services before cutting to minimize interruption of services to occupied areas.

3.3 PERFORMANCE

A. General: Employ skilled workers to perform cutting and patching. Proceed with cutting and patching at the earliest feasible time, and complete without delay.

1. Cut existing construction to provide for installation of other components or performance of other construction, and subsequently patch as required to restore surfaces to their original condition.

B. Cutting: Cut existing construction by sawing, drilling, breaking, chipping, grinding, and similar operations, including excavation, using methods least likely to damage elements retained or adjoining construction. If possible, review proposed procedures with original installer; comply with original installer’s written recommendations.

1. In general, use hand or small power tools designed for sawing and grinding, not hammering and chopping. Cut holes and slots as small as possible, neatly to size required, and with minimum disturbance of adjacent surfaces. Temporarily cover openings when not in use.

2. Existing Finished Surfaces: Cut or drill from the exposed or finished side into concealed surfaces.

3. Concrete or Masonry: Cut using a cutting machine, such as an abrasive saw or a diamond-core drill.

4. Proceed with patching after construction operations requiring cutting are complete.

C. Patching: Patch construction by filling, repairing, refinishing, closing up, and similar operations following performance of other work. Patch with durable seams that are as invisible as possible. Provide materials and comply with installation requirements specified in other Sections of these Specifications.

1. Inspection: Where feasible, test and inspect patched areas after completion to demonstrate integrity of installation.

2. Exposed Finishes: Restore exposed finishes of patched areas and extend finish restoration into retained adjoining construction in a manner that will eliminate evidence of patching and refinishing.

3. Walls: Where patching occurs in a painted surface, apply primer and intermediate paint coats over the patch and apply final paint coat over entire unbroken surface containing the patch. Provide additional coats until patch blends with adjacent surfaces.

4. Ceilings: Patch, repair, or rehang existing ceilings as necessary to provide an even-plane surface of uniform appearance.

SECTION 23 05 00 – COMMON HVAC MATERIALS AND METHODS

PART 1 - GENERAL

1.1 DESCRIPTION

A. The provisions of the General Requirements, Supplementary Requirements, and Division 1 apply to the HVAC work specified in this Division.

B. The requirements of this Section apply to the HVAC systems specified in these

Specifications and in other Division 23 sections.

C. Provide all items, articles, materials, equipment, operations and/or methods listed, mentioned, shown and/or scheduled on the Drawings and/or in these Specifications, including all labor, supervision, services, permits, fees, and incidentals necessary and required to provide a complete and operable facility with complete systems as shown, specified, and required by applicable codes.

D. The Contractor shall provide and arrange for Mechanical, Electrical and

Structural permits and inspections by the local jurisdiction having authority.

E. The work shall include, but not be limited to, the following systems:

1. Fuel supply system.

2. Central heating and cooling equipment.

3. Complete piping systems including insulation, valves, supports, etc.

4. Air handling equipment including packaged equipment and exhaust fans.

5. Air distribution systems including ductwork, terminal units, dampers, insulation, and air inlets and outlets.

6. HVAC control system.

7. Special systems as specified herein.

F. Advise subcontractor, suppliers, and vendors involved in the work specified in this Section of the applicable requirements.

1.2 QUALITY ASSURANCE

A. All work and materials shall conform to all applicable local and state codes and all federal, state and other applicable laws and regulations. All clarifications and modifications which have been cleared with appropriate authorities are listed under the applicable sections. All electrical products shall bear the label of a recognized testing laboratory such as UL or CSA..

B. Whenever the requirements of the Specifications or Drawings exceed those of the applicable code or standard, the requirements of the Specifications and Drawings shall govern.

C. Codes and Standards: Comply with the provisions of the following referenced codes, standards and specifications:

D. Each piece of equipment furnished shall meet all detailed requirements of the Drawings and Specifications and shall be suitable for the installation shown.

Equipment not meeting all requirements will not be acceptable, even though specified by name. Where two or more units of the same class of equipment are furnished, use product of the same manufacturer; component parts of the entire system need not be products of same manufacturer. Furnish all materials and equipment, new and free from defect and of size, make, type and quality herein specified or approved by the Owner. All materials shall be installed in a neat and professional manner.

E. All apparatus shall be built and installed to deliver its full rated capacity at the efficiency for which it was designed.

F. The Drawings and Specifications are complementary. What is called for by one shall be as though called for by both.

G. Drawings: Do not scale drawings for roughing-in measurements, nor use as shop drawings. Make field measurements and prepare shop drawings as required.

Coordinate work with shop drawings of other specification divisions.

H. Field Wiring: It is the intent of these specifications that all systems shall be complete and operable. Refer to all drawings and specifications, especially the electrical drawings, to determine voltage, phase, circuit ampacity and number of connections provided. Provide all necessary field wiring and devices from the point of connection indicated on the electrical drawings. All equipment shall be installed in compliance with the Electrical Code and the equipment’s UL listing.

Bring to the attention of the Owner in writing, all conflicts, incompatibilities, and/or discrepancies prior to bid or as soon as discovered.

1.3 WORK OF OTHER CONTRACTS

A. Work under this contract shall be conducted in a manner to allow for the future installations of such equipment or items listed in other sections of this Specification.

1.4 WORK OF OTHER DIVISIONS

A. Work under this Division shall be conducted in a manner to cooperate with the installation of such equipment or items as specified in other Divisions.

B. Plumbing piping systems and fixtures and fire suppression piping systems are specified under other Divisions of these Specifications except for provisions or items specifically noted on the Drawings or specified herein.

C. Consult all Drawings and Specifications in this project and become familiar with all equipment to be installed. Coordinate all aspects of the construction with the other trades on the job to ensure that all work and materials required to provide a complete and operational facility are included in the bid.

D. All sections of Division 23 are interrelated and shall be considered in their entirety when interpreting any material, method, or direction listed in any section of Division 23. Individual sections are not written for specific subcontractors or suppliers but for the general contractor.

1.5 SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES (SUBMITTALS)

A. Submit in accordance with Division 1 full technical and descriptive shop drawing data on proposed materials and equipment as detailed in each section.

B. The Contractor shall verify that all equipment submitted can be delivered and installed within the time constraints of the construction period.

C. Include the manufacturer, type, style, catalog number, complete specification, certified dimensions, and description of physical appearance for each item and option submitted. Reproduction of catalog data sheets shall be clean and legible to show all details, including gauge of metal used.

D. Include only information on exact equipment to be installed, not general catalogs of the manufacturer. Where sheets show proposed equipment as well as other equipment, identify proposed equipment with rubber stamp arrow or similar concise method.

E. Submit with each copy a transmittal letter verifying that all included equipment submittals have been carefully considered for quality, dimensions, function, and have been coordinated with the Drawings and Specifications. Guarantee that proposed materials will meet or exceed the quality and function of those specified.

F. Include field wiring diagrams and connection diagrams for all control and/or low voltage systems, including floor plans.

G. Submittal Review: The submittal review process is a means to provide quality control. The action noted to be taken (or where conflicts with the contract documents are not noted) shall not be interpreted by the Contractor as automatic "change orders." Approval of the data for substitution and shop drawings shall not eliminate the contractor’s responsibility for compliance with Drawings or Specifications, nor shall it eliminate the responsibility for freedom from errors of any sort in the data discovered prior to or after the review process. Deviations, discrepancies, and conflicts between the submittals and the Contract Documents shall be called to the Owner's attention in writing at the time of transmittal of the data.

1.6 PRODUCT SUBSTITUTION

A. Materials other than those specified may be approved for this project providing a written request is submitted to the Owner prior to bid. Requests shall include complete specifications, dimensions, manufacturer and catalog number for each item for which approval is desired. If, in the opinion of the Owner, the material is not complete or if it is not an acceptable substitute, he may reject it.

1.7 CHANGE ORDERS

A. All supplemental cost proposals by the Contractor shall be accompanied by a complete itemized breakdown of labor and materials without exception. At the Owner's request, the contractor's estimating sheets for the supplemental cost proposals shall be made available to the Owner. Labor must be separated and allocated for each item of work.

1.8 RECORD DOCUMENTS

A. Project Record (As-Installed) Drawings:

1. Maintain a set of record drawings on the job site as directed in Division 1.

2. Keep Drawings clean, undamaged, and up to date.

3. Record and accurately indicate the following:

a. Depths, sizes, and locations of all buried and concealed piping dimensioned from permanent building features.

b. Locations of all valves with assigned tag numbers.

c. Locations of all fire dampers and other airflow control devices.

d. Changes, additions, and revisions due to change orders, obstructions, etc. Eradicate extraneous information.

e. Model numbers of installed equipment.

4. Make Drawings available when requested by Owner for review.

5. Submit as part of the required Project Closeout documents. Final submittal will be accomplished in Auto Cad or redlines to contract documents.

6. Quality of entire set of project record drawings to match the quality of the contract documents; quality to be judged by Owner. Use standards set in contract documents. Note field modifications, all addenda, and change order items on project record drawings. If deficiencies are found in either the quality or the accuracy of the drawings, they will be returned unapproved. Additional review of subsequent submissions shall be at the contractor’s expense.

B. Operating and Maintenance Manuals: Submit three (3) sets of Operating and

Maintenance Instructions, including manufacturer's service data, wiring diagrams, and parts lists and vendors for all serviceable items of equipment, valve charts, balancing data, final control diagrams showing final set points, and any additional equipment added by change order, bound in three-ring, vinyl or canvas covered, loose-leaf binders organized with index and thumb-tab markers for each classification of equipment or data.

C. Instruction Manual: Submit separate Instruction Manual 15 days prior to scheduling the required Instruction Period. Include the following:

1. Narrative description of each system and operational sequences.

2. Seasonal system adjustments.

3. Description and normal settings for time clocks, thermostats, fan and other motor switches, etc.

4. Normal valve settings.

5. Emergency measures upon system failure.

6. Cross reference information furnished by manufacturer in the Operating and Maintenance Manual above.

1.9 WARRANTY

A. Furnish, prior to application for final payment, three copies of written and signed guarantee effective a period of one year from date of completion and acceptance of entire project; agree to correct, repair and/or replace defective materials and/or equipment or the results of defective workmanship without additional expense to the Owner. Where no response satisfactory to the Owner has occurred within three working days from the written report of a warranty covered defect, the contractor shall agree to pay for the cost of repair of the reported defect by a contractor of the Owner's choice.

2.1 GENERAL

A. General: Provide all new materials and equipment, identical to apparatus or equipment in successful operation for a minimum of two years. Provide materials of comparable quality omitted here but necessary to complete the work.

Maximum allowable variation from stated capacities, minus 5% to plus 10% as approved in each case.

B. Compatibility: Provide products which are compatible with other portions of the work and provide products with the proper or correct power and fuel-burning characteristics, and similar adaptations for the project.

C. Efficiency: Heating and cooling equipment shall comply with ASHRAE

Standard 90.1-2010 or latest version and the State Energy Code. Where equipment efficiencies are indicated, the use of alternate or substitute manufacturer’s equipment with lower efficiencies is not permitted.

D. Storage and Handling:

1. Delivery: Deliver to project site with manufacturer's labels intact and legible.

2. Handling: Avoid damage.

3. Storage: Inside protected from weather, dirt and construction dust. Where necessary to store outside, elevate well above grade and enclose with durable, waterproof wrapping.

2.2 MOTORS

A. General: Motors shall conform to UL, CSA, and NEMA MG-1 and bear a permanently attached nameplate indicating compliance and motor characteristics.

Provide motors meeting UL 507 standard where applicable.

B. Manufacturers: General Electric, Lincoln, Baldor, Wagner, Westinghouse, US

Motors/Emerson or accepted substitute. Where selection of motor manufacturer is within Contractor's control (independent of equipment selection), provide motors produced by a single manufacturer to the greatest extent possible.

C. Temperature Rating: Class B insulation, except where otherwise indicated or required for service indicated.

D. Starting Capability: As required for service indicated, but not less than 5 starts per hour.

E. Phases and Current: 1/3 horsepower and smaller capacitor-start, capacitor-run single-phase; 1/2 horsepower and larger, squirrel-cage induction polyphase.

Coordinate with actual current characteristics; specified in Division 16 and use no 230/460 voltage motors on 208 voltage power or vice versa.

F. Service Factor: 1.15 for polyphase; 1.25 for single-phase.

G. Construction: General purpose, continuous duty; NEMA design "B," except "C" for high starting torque applications.

H. Frames: For single phase motor sizes NEMA No. 48, except 56 for heavy-duty applications. NEMA "T" frames for 1 horsepower and larger polyphase motors.

Special frame types as required for close coupled pumps and similar applications.

I. Bearings: Ball or roller, and design for thrust where applicable; double shielded and regreasable, except provide permanently sealed where not accessible for greasing. Sleeve-type bearings permitted only where indicated for fractional (1/6 hp or less) horsepower motors with direct drive loads. Minimum L-10 bearing life of 40,000 hours when used with minimum pitch sheaves per NEMA Table 14-1.

J. Enclosure Type: Unless otherwise indicated, open drip-proof for normal concealed indoor use, guarded where exposed to employees or occupants. Type II for outdoor use, except weather-protected Type I where adequately housed.

Totally enclosed where explosion proof motors are required.

K. Overload Protection: Built-in thermal with internal sensing device for stopping motor, and for signaling where indicated on single phase motors.

L. Speed: Not faster than synchronous speeds of 1,800 RPM except on some pumps as approved in each case.

M. Efficiency: The manufacturer's highest (NEMA premium) efficiency motors tested under procedures recommended by NEMA MG-1 (IEEE Standard 112, Test Method B). Intermittent duty motors, operating less than 6 hours per day, shall comply with EPAct/EISA standards. Submit manufacturer's data if motor nameplate does not indicate minimum efficiency. Nominal full load efficiencies for 460 volt, 1,800 rpm motors:

N. Inverter Duty Motors: Where motors are controlled by an adjustable frequency drive, provide motors labeled “Inverter Duty,” complying with NEMA MG1-31, and meeting the requirements of the adjustable frequency drive manufacturer.

2.3 STARTERS AND SWITCHES

A. Manufacturers: General Electric, ITE, Allen Bradley, Square D, Cutler-Hammer, Cerus Industrial or accepted substitute.
