Attachment No. 2 - Project 2. (Consists of Item No. 2.1 & 2.2) - Willamette NF, Stocking Survival Exams:

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK/MAPS/PLOT LOCATION

SECTION 1 – GENERAL

Scope of Contract

The objective is to gather information for all live confirm trees, which includes height information from plots established in stands on the Forest using the guides provided in Section 4, Table 2, Performance Standards, using an electronic portable data recorder to collect the data and using a GPS unit to document plot location.

This contract requires plantation stocking exam field data collection and summary reports on selected fire burned stands on the Middle Fork Ranger District on the Willamette National Forest in compliance with its terms, specifications and provisions.

The reforestation units to be examined are plantations that burned in recent district fires and were planted at spacing densities to achieve desired stocking of conifer trees per acre. The plantation exams will be completed to assess tree distribution and survival of planted trees along with natural regeneration for adequacy of stocking and additional treatment needs for meeting the minimum stocking standards on each reforestation unit. If data shows adequate stocking and trees are established, the district silviculturist will certify the stand reforested. If stocking is not adequate the district silviculturist will make decisions for future management.

Location and Description

Operations shall be confined to lands within the Willamette National Forest. Vicinity maps showing project location and other information regarding specific items are included in this attachment.

The location of the units, access to the areas, size of each unit, and other information pertinent to this contract are contained in Detailed Unit Information Sheets and vicinity maps. Work areas are approximately 10 miles to the Deception fire stands to be examined from Oakridge, Oregon.

Plantation work items are near drivable roads except for noted walk in stands and will be posted with yellow project signs. Boundaries such as roads, creeks, timberlines, and other natural features are usually obvious on the ground. Boundaries that are not obvious and/or unit corners on roads may be flagged with pink/black stripe flagging, however, do not expect flagging will be done.

Boundaries will be delineated on photo maps that will be provided. Slopes may be in excess of 60%. Stands may have considerable amounts of dead slash, standing fire killed/weakened trees with overhead hazards and live or dead brush. The intensity of the fires varied from unit to unit creating variable after-fire conditions. Some units were completely burned while others only partially. The numbers and distribution of crop trees and brush that survived the fire is quite

Page 1 of 35 Attachment No. 2 - Project 2. (Consists of Item No. 2.1 & 2.2) Willamette NF, Stocking Survival Exams variable. In addition, their sizes may be quite variable due to the age variance of the plantations at the time of the fire. The Deception fire planting was done in early 2016.

The Contractor shall furnish all labor, supervision, equipment (except those designated as Government-furnished), transportation, and incidentals for Stand Exams on the Willamette National Forest.

1.3 Access to Project Areas

District maps with work items and transportation routes will be provided at time of the pre work meeting. The designation of open roads on the map is not guaranteed due to potential differences between the time when the road was last inventoried and the task order awarded. Access to the project area is by all-weather and seasonal roads. Some stands do not have direct road access;

therefore, walking up to 1/4 mile may be necessary. Compensation shall be negotiated between the Contractor and the Government for any other access limitations encountered.

SECTION 2 – GOVERNMENT FURNISED PROPERTY, MATERIALS, SERVICES

The Government will furnish the following property and services to the Contractor as available and appropriate. The Contractor shall be liable for any loss of or damage to such Government furnished property until completion and final acceptance of work required under this contract, upon which time all contracted related materials and property are returned to the Government.

The following property will be provided to the Contractor:

SECTION 3 – CONTRACTOR FURNISHED ITEMS/SERVICES

The Contractor shall furnish all labor, supervision, equipment (except those designated as Government-furnished), transportation, and incidentals required to complete the project.

Contractor is required to furnish pink flagging, red flag pins for plot centers, Permanent markers, measuring tapes, clinometers, GPS devices, and Data recording devices.

Page 2 of 35 Attachment No. 2 - Project 2. (Consists of Item No. 2.1 & 2.2)

SECTION 4 – PERFORMANCE WORK STATEMENT TASKS

4.1 Technical Specifications and Performance Standards

A. All measurement shall be made in accordance with the performance standards in Section 4, Table 2.

1. Provided in this statement of work are plot size, the number of sample plots taken per stand and detailed unit information sheets.

2. Plot locations shall be determined by the Contractor using the Unbiased Systematic Sample procedure identified in FSVeg Common Stand Exam User Guide, Chapter 2, available on the internet at http://www.fs.fed.us/NRM/fsveg/index.shtml. The latitude and longitude of plot locations will be documented by the use of a contractor supplied GPS unit capable of at least a 10 meter accuracy. The GPS must be able to set to NAD 1983.

3. No plot center shall be closer than 100 feet to the stand boundary. If the predetermined plot center falls closer than 100 feet to the stand boundary then the plot should be moved to create the required distance and the coordinates corrected for the actual location of the plot and recorded.

4. Flagging shall be used to mark a reference point along a road or other easily identified starting point. The flagging at the reference point shall be marked with the stand number as well as the distance and azimuth to a plot in the stand.

5. Plot centers shall be clearly and securely identified with a wire flag with the flag at least 6 inched above the ground. Flags used shall be yellow or orange wire flags (15-inch minimum length) that are 3x3 inch or 4 x 5 inch. Three strips of flagging shall be tied no less than 5 feet above the ground in a 120 degree pattern around plot center for ease of plot center location. The plot and stand number shall be marked on the wire flag with a permanent, black ink marking pen. Plot center is defined as that point where the wire enters the ground. This point or plumb line extensions of this point, shall be used for limited distance measurements and inspections.

6. All plot data shall be recorded at each plot using contractor provided data recording devices with Excel spreadsheet compatible for downloading at the district office.

B. Survey Techniques At each inspection, the Contractor shall examine the plot area and record their findings on the items listed below. The following measurements or data entries shall be recorded.

Tolerances for all measurements and data entries and the error value for each entry outside of allowable tolerances are shown below.

Table 2. Required survey information for each stand surveyed entered into an Excel spreadsheet.

b. Any form where the field’s penalty is labeled “not acceptable” in Table 2 or information provided by the Government is not correctly transferred.

2. Calculation of Quality Percent for Payment Purposes

The total number of incorrect “tree penalties” divided by the total of number of trees tallied on the inspection x 100 will determine the percentage of unsatisfactory work.

100% minus percentage unsatisfactory work = % satisfactory work.

4.2 Inspection, Acceptance and Payment

A. Government Quality Assurance Plan

The Government will make periodic inspections while work is in progress on a sample of completed exams. The Contractor shall notify and provide the electronic data files to the Government when groups of 5 to 10 stands are completed and ready for inspection prior to moving out of the general area.

At each inspection plot, the Government Inspector shall examine the plot area and record their findings on the items identified in Section 4 Table 2.

Table 3. Quality Assurance Plan

Task Quality Standard Acceptable Quality Level Stocking Survey Plots See Performance Standards 90%

B. Payment

Whenever the stand quality meets or exceed 90 percent, the work will be acceptable and payment will be made at the unit price.

C. Unsatisfactory Stand Examination If all required information is not correctly completed, or if the percentage of work quality falls below 90 percent, the government will immediately notify the Contractor in writing and order improvement of the quality of work. The Contractor shall revisit all of the plots of the unsatisfactory stand exams and rework them to meet the 90 percent minimum acceptable specification within 5 consecutive workdays after receipt of written notice of unsatisfactory work.

D. Contractor Requested Re-inspections If the Government initial inspection results are not acceptable to the Contractor, a re-inspection may be requested. The request must be submitted in writing within 5 calendar days after receipt of the original inspection results. This re-inspection will be on the original inspection plots. The Contractor is encouraged to accompany the Government during the re-inspection. Results of this re-inspection will supersede the original inspection.

E. Inspection of Returned Stands

Page 5 of 35 Attachment No. 2 - Project 2. (Consists of Item No. 2.1 & 2.2)

After the Contractor has reworked the entire stand, the government will perform a re-inspection of the work. If the second Government inspection reveals that the rework does not meet contract specifications and work acceptability, the actual costs of the second inspection will be borne by the Contractor. Costs of re-inspections will be based upon the Inspectors hourly wage rate, vehicle mileage and associated administrative costs. The Contractor will have only one opportunity to rework unacceptable stands. If a stand fails to pass government inspection after rework, no payment will be made for that stand.

FIXED RADIUS PLOT AND SLOPE CORRECTIONS

A fixed radius plot is used to sample trees that are less than the specified breakpoint diameter. These sample trees are determined to be “in” or “out” at ground line. If the measured distance from plot center to the central axis of the tree at ground line is equal to or less than the fixed plot radius the tree is tallied as a sample tree. If this distance is greater than the fixed plot radius, the tree is not tallied.

Figure 1: Trees “in” and “out” of fixed radius plot

On level ground, the fixed plot radius is determined by holding the measuring tape or pole in a horizontal position from plot center to the central axis of the sample tree. On slopes greater than 9 percent, if a measuring tape or pole cannot be held horizontally from plot center to the central axis of the sample tree, the fixed plot radius is corrected for the slope percent by using the table below. The fixed radius plot increases in length proportional to the increase in slope percent. First measure the percent slope using a clinometer. Then extend the measuring tape from the plot center to the distance indicated in the table.

Trees are considered “IN” if the stem of the tree is within the distance correction in a plumb line from the measuring tape. The following example shows a 1/50th acre plot radius corrected for a 60 % slope.

CORRECT THE FIXED PLOT RADIUS FOR SLOPE PERCENT USING THE “CIRCULAR PLOT RADII CORRECTED FOR SLOPE” TABLE AND THEN MEASURING DISTANCES PARALLEL TO THE GROUND LINE.

THIS METHOD ALWAYS RESULTS IN A CIRCULAR PLOT ON THE SLOPE. EXAMPLE – 1/50 ACRE FIXED PLOT ON 50 PERCENT SLOPE. CORRECTED FIXED PLOT RADIUS IS 17.6 FEET.
