ATTACHMENT TO STANDARD FORM 30, (BLOCK 14 CONTINUED)
This amendment makes the following change.
Schedule of Items, Item 2.2 change line item description from
“Willamette NF, Stocking Survival Exams 2 plot per acre” to “Willamette NF, Stocking Survival Exams 1 plot per 2 acres”
This amendment provides the following at attachments to this amendment:
This amendment publicizes the following questions and responses submitted by contractors.
Question: First, could we get acreage, or sampling intensity (spacing/plots per acre) for the Item 1 plots? Hard to put a price on it if I don't know how far apart the plots are. Also, are these managed stands, natural/older stands, or a mix? If maps and .shp, .kml or .gpx files could be provided, I could look on Google Earth and figure it out for myself. Same goes for Item 3. I believe also that Item 2.2 return sheet should read 1 plot per two acres, not 2 plots per acre based on maps with plots vs. acres.
I just took a quick look this morning and will probably have more questions when I take a closer look.
Response for items 3.1 and 3.2 only Exam level for the contract Stand Exam level is as follows: Tree level = Intensive (1). Veg level = Quick (1), Down Woody = none (0) and Ground Surface = no (0). Plot intensity is 1 plot per 10 acres for plantations and 1 plot per 7 acres for natural stands with a 3 plot minimum per stand for both plantations and natural stands
Both items for Umpqua have a mix of natural and plantations. The maps on Attachment 3 distinguish which units are natural vs plantation. Also, the table on pages 11-14 lists if the stand is natural vs. plantation under the column “Stand Type” and has the amount of acres/plots for each unit listed there.
Please note of the DBH tolerances for the Umpqua contract and that we are not requiring collection of canopy cover or vegetation cover.

3” Response for items 1.1 and 1.2 only
• Item 1.1 (3D CSE) covers approximately 5,688 acres of which about 749 are plantations and 4939 are natural stands. I did not track the plots per unit, but was looking more at a plots / acre because of the acreage of older stands. It works out to approximately 1 plot per 4.7 acres.
• Item 1.2 (QMS CSE) is a large project consisting of approximately 10,036 acres of which about 8,004 are plantations and 2,032 are natural stands. This works out to an average of 1 plot per
14.5 acres.
Both projects have higher densities of plot in natural stands than plantations because of the homogeneous nature of the plantations. I’ve attached shapefiles of both the units and plot locations for both projects.
The above response for items 1.1 and 1.2 brought up the following question.
Question: I just wanted to get some clarification on the acreage/plot counts on the QMS and 3D projects. According to your email, 3D has a sampling intensity of 1 plot / 4.7 acres and QMS 1 plot /
14.5 acres. This translates to average plot grid spacing of 453' and 796', respectively. When I crunch the numbers myself (using 690 plots / 5688 acres and 1216 plots/ 10036 acres), I get 1 plot / 8.24 acres and 1 plot / 8.25 acres, respectively, both right around 600' spacing. Could you clarify this for me? Since sampling intensity is a major driver of pricing on these projects, it's important that I get this right. (Looking at the plot locations on mapping software it looks like a 600' average is closer to the mark.)
Response for items 1.1 and 1.2: Your 600’ foot is in the ball park. I’ve put together a couple documents with more specific numbers. 1) They include an average spacing by unit. I put the average because it varies a bit if a plot fell on a road, or perhaps the edge of a stand and I adjusted it, or the shape of a unit made for an odd distance. 2) The documents includes the plots broken into a range with the average distance and number of plots in that range. For example you will see that on 3D there are 320 plots that fall in the 550-599 foot spacing with an average of 573 feet.
(The following 5 questions were submitted together) Question: What is the approximate average slope for each project area, including appr.
maximum and appr. minimum?
Question: Do you have maps available of any of the project areas? Slope maps would be most preferable.
Question: For the CSE and the stocking survey respectively, what is your estimated production in plots/day/man?
Question: What is the general access (gravel roads, dirt roads, etc) like in each project area?
Question: What is the general management history (have they recently been cut, thinned, old growth stands, etc.) of the project areas?
Responses to all 5 questions for Items 1.1 & 1.2 only:
Item 1.1 (3D CSE)
• Approximately 5,688 acres:
o About 749 acres are plantations o About 4,939 are natural stands. May have had minor selection cuts in the past, but in general have not been harvested.
o Estimating 6 plots per person per day and 3 people conducting surveys total 18 plots per day completed
690 plots / 18 plots per day = 39 days of work Item 1.2 (QMS CSE)
• Approximately 10,036 acres:
o About 8,004 are plantations
4 | P a g e o About 2,032 are natural stands. May have had minor selection cuts in the past, but in general have not been harvested.
o Estimating 6 plots per person per day and 3 people conducting surveys total 18 plots per day completed 1,216 plots / 18 plots per day = 68 days of work
(The following 5 questions were submitted together) Question: It appears only 1 gst or site tree is required per plot, correct? If no site tree available on plot is off plot site tree required? If so, does it qualify as the plot gst? If not, is a gst collected on plot and age collected on it as well. What about no tally plots, off plot site tree required?
Response for items 1.1 and 1.2, all site/GST trees are to be a measured tree on the variable plot. The GST tree is a growth tree and would be on the plot. If a plot has no trees, do not get a site/GST tree off of the plot.
Question: On page 4 section B mention is made of a fixed area plot to tally down wood but no mention is made in sample design form for this?
Response for Item 1.1 and 1.2, please add the following to the bottom of table 2.
Field Comments Tolerance Penalty
Down Woody Material
Data Form
Cnt # pieces in size class +/- 2 pieces
Error = 1/4 tree
Average Diameter
Average Diameter in
Size Class +/- 6 inches Error = 1/4 tree
Average Length
Average Length in size class +/- 10 feet Error = 1/4 tree
Question: What is the CSE exam level, quick, extensive or intensive?
Response for Item 1.1 and 1.2, it is modified extensive.
Question: Any difference between 3D and QMS exams? What do those acronyms stand for?
Response for Item 1.1 and 1.2, same protocol for both projects. Acronyms are simply the project names. 3D is on 3 ranger districts, thus 3D and QMS is in the Quartzville & Middle Santiam watersheds.
Question: For stocking exams it states that required information will be entered in to an excel spread sheet. Will the government be providing the spread sheet template? It appears that only a fixed plot is used for stocking exams, what is the fixed plot size? Will residual burned live and dead trees be tallied if they are on fixed plot? If so will they be tallied by diameter class as well?
Response: No, the government will not be providing a spreadsheet template. Please review and follow the solicitation requirements regarding what trees are to be tallied.
