The purpose of this amendment is to document the site visit, answer questions, and replace Section B.

1202NV19R0009 Yellowstone Bridge Replacement Project Amendment 2 Ashley National Forest

The following questions and answers were provided at the site visit:

Q: What needs to be done with the bridge’s steel support beams?

A: Contractor is to dispose of bridge deck, railing and support beams; however, the masonry bridge abutments are to stay in place. The ATV bridge and cattle guard are to stay in place. The road cattle guard grating is to be removed and set aside for the Forest Service to retreive. The road cattle guard bases shall be removed and disposed of off forest. Please see drawings.

Q:How much fence will need to be replaced?

A: No fence will be replaced, just removed. The fence to be removed is approximately 75 feed and will be identified by the Contracting Officer Representative (COR). Once fence is removed, contractor is to prevent cow crossing until September 25, 2019. There is also a green gate between the ATV cattle guard and the road cattle guard. This gate shall be carefully removed and returned to the Forest Service.

Q: How old is the bridge?

A: The bridge was constructed in 1958.

Q: What type of utilities would we need to be aware of?

A: Known utilities at the site are telephone, water, and the USGS gaging station. The contractor should call Blue Stakes (811) www.bluestakes.org before doing any excavation at the site. Blue Stakes will have a utility locate done in the construction area. Known utilities run under ATV bridge. USGS gauging equipment is attached to bridge. USGS will remove all of their equipment from the site and bridge after the Spring runoff. USGS will place the USGS gauging station on the new bridge after construction. The 2” capped pipe on the opposite side of the bridge from their 4 x 4 building is also part of their gauging station. They will also be removing the capped pipe. This was the pipe near the large Cottonwood tree which is going to be removed during the bridge construction contract.

Q: Is funding currently available for this project?

A: Yes

Q: How long will it take for this project to be awarded?

A: Depends on number of response received. The Government plans on having the contract awarded by July 1, 2019.

Q: Will there be a winter shut down?

A: No, as of now we are anticipating work to be completed by November 30, 2019. Weather contraints are unknown and may be taken into consideration.

Q: Is there a local source for Type 4 riprap?

A: There is a Government source for riprap within 10 miles of the bridge site. The source is some talus slopes in Hells Canyon which come down to the Hells Canyon Road FSR #227. The contractor will be allowed to gather riprap material from the talus slopes. Available slopes shall be identified by the COR. Removal of the riprap material from these slopes shall be done under the following stipulations:

• During removal and hauling activities affected roads and rirprap gathering areas shall be signed with appropriated MUTCD construction signage.

• Removal and hauling activities can only occur on Monday, Tuesday, Wednesday and Thursday.

• Approved riprap staging areas are the parking area next to the Yellowstone Bridge and the Yellowstone ATV Trailhead parking area in Hells

Canyon (2.6 miles from the bridge site). Any other staging areas must be approved in writing by the COR.

• No new roads can be constructed to access material on the talus slopes. Equipment can be used on the talus slopes to gather riprap and load haul vehicles, but haul vehicles must stay on FSR #227 Hells Canyon Road.

Q: What is the quantity of Type 4 riprap required for the project?

A: The quantity has been changed from 488 CY to 240 CY. The existing masonry walls and wingwalls shall be riprapped as shown in the plans. The remaining riprap will be spread in a 2‘ thickness instead of 2 times D50.

Q: Is bridge expected to be installed in one large piece or multiple pieces?

A: Bridge shall be installed as directed by the manufacturer; therefore, decision is up to the contractor and manufacturer.

Q: Will partial payments for line items be approved?

A: Other than the exception of mobliization, no partial payments will be approved.

Q: On Page G-046 in the design section the deflection specification states, “not to exceed L/800”. Please confirm the “not to exceed L/800” deflection requirement. If this is the requirement, is there a reason for the deviation from the typical HL-93 deflection specification of L/800 minimum?

A: The allowable maximum deflection for the design of the bridge is L/800. The proposed bridge is 80 feet long. Using the formula, the maximum allowable deflection for the bridge is 80/800 = .1 feet = 1.2 inches.

Q: Some access routes to the project have posted bridges. How should contractors access the site with their heavy equipment?

A: The Duchesne County Road Manager recommends hauling heavy loads over the new concrete bridge crossing the Lake Fork River. This bridge is accessed through the Altonah Community. He also recommended not to use the Upper Lake Fork River Bridge which is the access from Mountain Home to Yellowstone. This bridge is posted with 10 tons load limits. The COR and contractor will work together to determine a safe route to the project for heavy loads. This route may add about 10 miles more than over shorter routes to the project site.

Q: What is the status of the 404 permit?

A: The Governement has applied for the 404 permit and will have the permit for the contractor before construction begins.

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation’s closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.
