Answers to the questons presented by venodrs:
Solicitation number 12024B18Q9908. EU TYPE III R9
1. Page 3. Item number 1states mandatory availability period 152 days. In the table, under quantity it states 153. Which number is correct? 153
2. Page 4 Clarification
Equipped Weight - please confirm you want the helicopter as weighed with all items included in the contract (litter kit, tundra pads, all B12 items, fire shelter, survival kit, etc) but not including bucket and long line. Correct, this would be a Purposed Equipped Weight as stated in the solicitation.
HOGE – Confirm is this HOGE internal or HOGE J from our load calc. HOGE Non Jet.
Bucket Weight – is this simply the bucket weight or the bucket weight combined with the 150’ long line? Bucket weight and long line.
3. Page 9, FSV for all items shall be truck/trailer combination with the fuel tank located on trailer...Exhibit 8 states on page 87, para (a)(1) an approved fuel servicing vehicle (truck, pump-house or trailer) shall be provided....please clarify, is a fuel service truck that meets the requirements of exhibit 8 acceptable or is the fuel tank required to be on a trailer? This will not be in the Amended Section B12, Either is acceptable.
4. Page 9, External basket. Is this required on a Bell 407 that has a cargo area on the aircraft?
Although it is checked here in section B, section C, page 17 states external basket only required if the helicopter is not equipped with internal baggage compartment. No.
5. Page 16, (18) (i) (B) Bucket at 100 percent of rate capacity shall be commensurate with the max OGE lifting capability of the helicopter at 5000 PA and 30 degree C. The performance requirements on page 4 are 7000 PA and 25 degrees C. Please confirm the bucket requirement is at 5000 PA and 30 degrees C, not 7000 PA and 25 degrees C. 850 at 7000PA and 25C in B3
6. Page 72, please confirm if there is a US FS designated weight for the first aid kit, if not do we use our actual weight? Actual weight
7. Page 73, please confirm if there is a US FS designated weight for the survival kit, if not do we use our actual weight? Actual weight
8. Page 167, Best Value Formula. Is the D - average daily rate determined by averaging all years (base plus three options years)? It will average each year independently, then a total contract cost is evaluated as well.
9. Page 171, E-2 states "Government will evaluate Price of offers for award purposes by adding price for the base year plus two option periods and adding the specified flight rate times the estimated flight hours to determine overall price being offered. This is significantly different than the page 167 Best Value formula. Are both methods used to determine reasonableness? The best value formula is used to show the price per pound. The government evaluates this along with total cost of contract in determination of best value, along with all other stated evaluation criteria.
10. Packet preparation...my understanding is E-1 is how you want the information organized and sent in with a Part II Technical section broken into 5 parts: Mandatory Documentation, Aircraft Technical Assessment, Safety/Risk Management, Past Performance and Organizational Experience. I further believe, E-2 provides offerors further details of what is being looked at in those above sections. In that case, we would submit a thumb drive organized with as I have written here in this section. Is this correct? Or, are offerors supposed to also submit folders addressing the E-2 Evaluation items as well as the E-1 items? That is Correct, E-1 is how we want the information organized and E2 is how we evaluated E1. Flash Drive.
11. Mechanic relief. For the 2-day relief of the aircraft mechanic are we required to have another carded mechanic provide the relief or can a non-carded mechanic fuel truck driver provide that relief with a 3 hour call up of a backup mechanic? A carded mechanic.
12. Can you provide the average daily rate for the last contractor that had the contract and their annual flight hours? The average flights hours is between 100 and 300 for this solicitation per year.
13. Page 170, Past Performance, references Attachment 1 – Offeror’s Past Performance.
Please provide attachment 1. This will be pulled by the government out of the CPARS system after solicitations are received. Each bidder may also include in a separate document contract numbers, names, and contact info for recent work done for specific past performance considerations.
14. Can Canadian companies bid on the EU? Yes, if the company meets the certificate/ maintenance/ and safety standards as indented in the solicitation.
15. ADS-B IN in section B-12 is a hard requirement what is the additional value? ADS-B IN requirement in B-12 is hereby removed from the requirements of this solicitation.
16. Litter kit still required? The litter kit was removed from this solicitation.
17. Does a bidder need the external basket if it makes the cargo capacity without it? If the proposed ship meets the cargo capacity without the need for an external basket then the basket is not needed.
