Evaluation
This evaluation will be conducted using Simplified Acquisition Procedures in accordance with FAR 13.106-2 Evaluation of Quotations or Offers; and 13.5 Simplified Procedures for Certain Commercial Items. The Government intends to award a contract resulting from this solicitation to the responsible Quoter whose quote represents the best value to the Government. Evaluation criteria are listed below.
Note: Quoters who meet the preferred criteria will be evaluated more favorably than those that meet acceptable or minimum criteria. Quoters who meet the acceptable criteria will be evaluated more favorably than those who meet the minimum.
a. Proposed plan to meet stated contract completion date. An earlier delivery date is more beneficial to the government. For this element, the Government will evaluate the reasonableness of the proposed plan to meet, or exceed, the stated contract completion date.
Requirement: At a minimum, Quoter shall be able to complete the entire project, to include the field work and all reporting, within 45 days of issuance of the notice to proceed. It is anticipated that the notice to proceed will be issued on or about March 8, 2018.
Required to be submitted: Quoter shall provide a proposed plan describing how you would propose completing this project. The plan shall include a preliminary schedule of work showing major project milestones and dates (assuming a 08 March 2018 notice to proceed date). Quoters may also include additional information that provides details regarding equipment or personnel that exceed requirements in a way that the Quoter believes provides value to the government.
Preferred: Proposed completion within 10 - 20 days after Notice to Proceed, with a reasonable plan for achievement.
Acceptable: Proposed completion within 21 - 30 days after Notice to Proceed, with a reasonable plan for achievement.
Minimum: Proposed completion within 31 - 45 days after Notice to Proceed, with a reasonable plan for achievement.
b. Relevant Experience: For this element, the Government will evaluate the merits of each quoter based on the contractor’s relevant timber cruising in southeast Alaska and / or locations other than Southeast Alaska.
Subfactor: Experience on assignments with various types of clients in southeast Alaska and / or locations other than southeast Alaska.
Requirement: Quoter shall have performed timber cruises for various types of clients. Various clients is defined as two (2) or more of the following: Federal Agencies, States, native corporations and private industry corporations.
Required to be submitted: List of past clients, within the past five (5) years, for timber cruising assignments in southeast Alaska and / or locations other than southeast Alaska.
Preferred: Experience with Federal Agencies AND States AND tribes or native corporations AND private industry corporations in southeast Alaska.
Acceptable: Experience with any three (3) client types in southeast Alaska and / or locations other than southeast Alaska. .
Minimum: Experience with two (2) client types in southeast Alaska and / or locations other than southeast Alaska..
Subfactor: Experience with export market sorts.
Requirement: Quoter shall demonstrate knowledge of; or experience with, export market sorts.
Required to be submitted: Demonstrate competency of knowledge of export market sorts; or identification of prior assignment(s) including export market sorts, within the past five (5) years.
Preferred: Identification of multiple, two or more, assignments including export market sorts Acceptable: Identification of one (1) prior assignment with export market sorts Minimum: Knowledge of the requirements of export sorts.
Subfactor: Experience with Atterbury timber cruise software Requirement: Availability of Atterbury timber cruise software and skill in its use.
Required to be submitted: Description of extent of skill and experience with Atterbury software.
Preferred: Routine frequent use of Atterbury timber cruise software. (Routine frequent use is defined as using the software as part of normal everyday business.)
Acceptable: Availability of Atterbury timber cruise software and training in its use.
Minimum: Availability of Atterbury timber cruise software.
c. Past Performance: Is a measure of the degree to which the Quoter (including subcontractors) has satisfied previous customers and complied with Federal, State and local laws and regulations.
The Government will evaluate past performance based on the assessment of the quality of past work and your reputation with your customers and others. The Government may contact some of the quoter’s customers to ask whether or not they believe:
1. That you were capable, efficient and effective;
2. That your performance conformed to the terms and conditions of your contract
3. That you were reasonable and cooperative during performance and
4. That you were committed to customer satisfaction.
Submit three (3) or more client references for which timber cruising services have been provided within the past five (5) years. Include the following information: Client Name, address, contact phone, email.
The Government values past contracts in the following order (most valuable to least valuable):
1. Contracts with other federal agencies for timber cruising on lands located in Southeast Alaska.
2. Contracts with non-federal agencies, tribes, or corporations for timber cruising on lands located in Southeast Alaska.
3. Contracts with other federal agencies for timber cruising on lands in locations other than Southeast Alaska.
4. Contracts with non-federal agencies, tribes, or corporations for timber cruising in locations other than Southeast Alaska.
d. Price: The proposed price of each acceptable quote will be evaluated for reasonableness in accordance with the Federal Acquisition Regulation (FAR).
