12012018Q0001 Timber Cruise Data– AMHT Land Exchange
PreQuote Conference Call 28 Feb 2018 - 1030
This is a request for quotes issued under the authority of FAR 13.5 and it is a 100% small business set aside under NAICS code 115310 Support Activities for Forestry
The small business size standard is $7.5 million.
Quotes are due by 2pm Alaska time on 05 March 2018. Quotes may be hand-carried, emailed, or mailed.
The addresses for hand delivery and mailing can be found in block 09 on the standard form 1449.
Quoters shall acknowledge all amendments to the solicitation. An amendment will be issued documenting this meeting and incorporating required clauses and provisions that were omitted.
What to submit: Reference 52.212-1 Instructions to Quoters-Commercial Items (Page 11), Addendum
How will quotes will be evaluated: Quotes will be evaluated based on the evaluation factors identified in the solicitation (pages 29-31).
In order to be eligible for award, contractors shall be a small business and registered in the System for Award Management. The registration must be active.
The successful contractor will be required to submit their invoice electronically through the Invoice Processing Platform (IPP). More information can be found at www.ipp.gov.
This project is subject to Service Contract Act wage rates for nonprofessional series. The wage rate is included with the solicitation package.

Reviewed the agenda items on the previous page. There were no questions.
Forest Service explained that product created as a result of this contract will be incorporated in a real estate appraisal report.
Question: Some work on Forest Service land. Do the cruisers have to be certified?
Forest Service Answer: Timber cruise should be done to private industry standards; typical of work on private land. This project does not follow Forest Service manual. Clarification after meeting: Timber cruisers do not have to be certified.
Question: What are typical private standards? Solicitation states that work will be checked. What standards will it be checked against?
Forest Service Answer: Timber Cruise Statement of Work is a nine (9) page document attached to the request for quote. It contains specific criteria.
Question: Accuracy is +/- 10% Correct? How will the cruising be checked?
Forest Service Answer: Correct and expect results in Atterbury software. Specifications are self-explanatory.
Clarified that check cruising the measuring parameters; in/out trees and basic factors of the cruse. The Forest Service check cruiser is aware of the specifications for this project.
This request for quote and the associated statement of work and specifications are part of a federally legislated land exchange. This timber cruise is for the first phase.
Signal Mountain is non-federal land. Nakati is federal land. The boundaries for each area are shown in the mapping.
It is expected that the successful contractor will participate in a pre-work conference call to go over details. William Crawford will be the Contracting Officer’s Representative. Greg Graybadger is the review appraiser and will coordinate with the appraiser and timber cruiser.
Expect the results will be presented with Atterbury timber cruise program. The specifications were crafted to meet the needs of the appraiser.
Page nine (9) is a map showing open and closed roads—closed roads defined as administratively closed.
It should be noted that at this time there is anywhere between 10” and 16” of snow on the ground in the area. The successful contractor will be responsible for their own transportation and all related costs.
Given the timeline for this project, it is anticipated that contractors may consider the use of helicopter transportation. The successful contractor does not need to request advance approval, from the Forest Service, for the use of helicopter transportation.
Question: Transportation cost is the greatest expense for this project. Is an advance for this expense possible from the Forest Service?
Forest Service Answer: The Contracting Officer deferred the question for further research. Response will be documented in the meeting notes. Referenced FAR 32.2 Commercial Item Purchase Financing.
The original solicitation did not offer financing by the Government. That position remains unchanged
The payment process under this contract was explained. Invoices are submitted electronically through the Invoice Processing Platform. In accordance with the Prompt Payment Act, the Government is required to make payment within 30 days of receiving a proper invoice for completed work. The Forest Service strives to adhere to a Presidential Directive that encourages payment to small business within 14 days of receipt of a proper invoice for completed.
It was noted that contractors are not required to utilize helicopters for this project. It is up to the contractor to decide how they will access the work areas. It was also noted that roads in the area may melt out soon and the snow cap may be used for access. The roads in the area are not plowed in the winter. The area could receive rain at any time. Important for contractors to consider what could be encountered on the ground in the local area.
From a logistical standpoint, Nakati will present biggest challenges. Logistics to Signal Mountain will not be as challenging.
Reminded all in attendance that this is a firm fixed price contract.
Question: Regarding the measure count frequency. Suggest count, measure instead of measure, measure, count. Will make it easier to meet the +/- 10%.
Forest Service Answer: Plot measure, plot measure will get the required +/- 10% and will speed up production. Change in specifications will be included with the amendment. After further consideration, no change to the specifications is necessary. The Forest Service is flexible regarding measurement. The pattern of alternating between measurement and count plots will be addressed in the Forest Service’s review and concurrence of the successful contractor’s cruise plan.
