SECTION 00301

DEFINITION OF BID ITEMS

1. PART 1 -GENERAL

1.01 SUMMARY

A. The basis for measurement and payment for all work performed under this contract shall be as listed in the Schedule of Items. Unless the work is specifically called out to be measured and paid for in the Schedule of Items, payment for such work shall be included in other applicable items of the Schedule of Items. There shall be no separate measurement and payment for any such work not specifically listed in the Schedule of Items.

B. The Contractor shall complete unit and total pricing for ALL items. If “optional” items are presented the “optional” item work shall be bid as mutually exclusive (stand alone) items. The Contracting Officer and the government reserves the right to award individual optional items, as funding becomes available.

C. The application of any pay item to more than one site will be marked by prefixes to differentiate between them on the Schedule of Items.

D. When more than one class, size, type, thickness, etc. is specified in the Schedule of Items for any pay item, suffixes will be added to the item number to differentiate between the pay items.

E. This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.

F. Items listed in the Schedule of Items as lump sum shall be on a lump sum all required basis. No direct measurement will be made for lump sum bid items.

G. The summation of all bid items under the Schedule of Items shall equal all work required by the drawings and Specifications regardless of whether individual items of work are described under bid item descriptions or not. Payment shall be made at the contract unit bid or lump sum prices listed in the Bid. The prices listed therein shall be payment in full for all labor, tools, equipment, materials, etc., which are required to construct respective bid items according to the Contract Documents, including all work and materials incidental thereto.

H. Payment for unit bid items and lump sum bid items only partially completed at the end of monthly pay periods shall be based on a percentage of work completed as determined by the Government.

An example is the construction of pipelines where the unit bid price includes the excavation and backfill of the trenches, installation of pipe, trench compaction, flushing and testing, although the Contractor may have installed a certain length of pipeline, yet has not completed the testing and/or restoration work. The actual payment for that bid item will be reduced to reflect the actual amount of work completed.

1.02 UNITS OF MEASUREMENT

A. LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.

Optional Work Items

Optional item work shall be bid as mutually exclusive (stand alone) items. The Contracting Officer and the government reserves the right to award individual optional items in addition to the base bid items, if funding becomes available. Award will be made prior to demobilization.

SECTION 01111

MOBILIZATION

PART 1 - GENERAL

1.01 DESCRIPTION

A. This work consists of moving personnel, equipment, material and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the costs associated with obtaining permits, insurance, and bonds. Mobilization is not intended to pay for the costs of materials before they are used on the project site.

1.02 PAYMENT

A. Pay for the accepted work at the contract unit price for the PAY ITEM shown in THE SCHEDULE

OF ITEMS.

B. Make progress payments for mobilization as follows:

1. Reimburse for bond premiums before issuing the Notice to Proceed if evidence of payment is received.

2. When 5 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 50 percent, or up to 5 percent of the original contract amount, whichever is less.

3. When 10 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 100 percent, or up to 10 percent of the original contract amount, whichever is less.

4. Pay any unpaid amount for mobilization upon final acceptance of all work items.

SECTION 01330

SUBMITTALS

1.01 SUBMITTALS PROCEDURES

A. Provide submittals in timely manner to ensure sufficient time to complete all required reviews prior to required construction window. Allow 15 workdays for review. If a submittal is rejected, a resubmittal is required, and the time for review is restarted.

B. Submit all submittals in electronic PDF format to the CO.

3.01 SUBMITTALS

A. Provide submittals for all commercial items, including but not limited to: fencing/guardrail, concrete block forms, composite sheet drain, concrete anchor system, treated wood, wood finish and signs.

SECTION 01571

TEMPORARY CONTROLS

4. PART 1 GENERAL

A. The work of this section consists of providing temporary controls.

3.01 HOUSEKEEPING

A. Keep project neat, orderly, and in a safe condition at all times.

B. Do not store rubbish or volatile waste on-site. Dispose of all waste materials as specified.

C. Utilize suitable excavated material as soon as possible.

3.02 DISPOSAL

A. Remove excess excavated material (including rocks and boulders) that cannot be used in construction.

B. Unless otherwise specified, all removed material becomes the property of the Contractor and shall be disposed of off Government property according to all Federal, State, and local laws, rules, and regulations.

C. Immediately remove hazardous rubbish from project site. Place other construction debris in refuse containers at least daily. Dispose of refuse at least weekly, in a legal manner, at public or private dumping areas outside the Forest Service property. Do not burn or bury refuse.

3.03 AIR AND WATER POLLUTION CONTROL

A. Provide and install all erosion control fencing and other measures as necessary.

B. All chlorinated water shall be dechlorinated and other contaminants removed prior to discharging to any storm drainage or natural waterways. All discharges of water from this project shall be approved by the Contracting Officer.

C. Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction.

D. Do not dispose of volatile wastes or oils in storm or sanitary drains on Forest Service lands.

E. Do not allow waste materials to be washed into streams or bodies of water.

SECTION 01770

PROJECT CLOSEOUT

5. PART 1 GENERAL

A. The work of this section consists of final cleanup, closeout submittals, and final inspection procedures.

6. PART 2 PRODUCTS

2. 2.01 CLEANING MATERIALS

A. As recommended by the manufacturer of surface to be cleaned or refinished.

3. PART 3 EXECUTION

3.01 CLEANING/REFINISHING

A. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish.

Remove grease, dirt, stains, foreign materials, and labels from finished surfaces. Pick up all construction debris from the site.

B. Apply touch-up paint or otherwise refinish surfaces that are damaged due to work of this contract to original condition.

3.02 SUBSTANTIAL COMPLETION AND FINAL INSPECTION

A. Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. Contracting Officer will make an inspection within 10 days of receipt of request. Certification shall include a listing of significant items that are not complete in accordance with the contract and shall indicate the schedule date for the completion of these items.

Upon receipt of written certification project is substantially complete, the Contracting Officer will proceed with inspection within 10 days of receipt of request or will advise the Contractor of items that prevent the project from being designated as substantially complete.

B. If, following final inspection, the work is determined to be substantially complete, Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion.

C. If, following final inspection, the work is not determined to be substantially complete, Contracting Officer will notify Contractor in writing. After completing work, Contractor shall resubmit certification and request a new final inspection. All re-inspection costs may be charged in accordance with the Inspection of Construction clause of the contract.

3.03 ACCEPTANCE OF THE WORK

A. After all deficiencies have been corrected, a Letter of Acceptance will be issued.

4. SECTION 03300

5. CAST-IN-PLACE CONCRETE

PART 1- GENERAL

1.01 DESCRIPTION

A. This section of the specifications covers the requirements for furnishing and installing cast-in-place concrete level course and placing precast concrete blocks.

1.02 REFERENCE SPECIFICATION

A. ACI 301-05 - Standard Specifications for Structural Concrete.

B. International Building Code (IBC) - Chapter 19.

C. American Society for Testing and Materials (ASTM).

1.03 QUALITY ASSURANCE

A. Concrete and concrete blocks shall be supplied by a commercial ready-mix firm.

B. Mix design and trip tickets shall be retained for the files.

1.04 TESTING

A. The following tests are not required if:

1. The concrete mix design used has been successfully tested within the past 24 months.

B. Compressive Strength Tests:

1. Obtain samples and conduct tests in accordance with ACI 301 Section 1.6.4.

2. One (1) set of three (3) cylinders per set shall be cast for testing for the concrete slabs, unless the slabs are placed on separate days, in which case one set of three cylinders shall be cast for each slab.

3. For each specified test: Cure one (1) cylinders for 28-day test age. Test one (1) cylinder at seven days, test one (1) cylinders at twenty-eight days, and hold one (1) cylinder in reserve as the CO directs. After fifty-six days, unless notified by the CO to the contrary, the reserve cylinder may be discarded without being tested for specimens meeting 28-day strength requirement.

4. Acceptance. Strength is satisfactory when:

i. The average of all tests equal or exceed the specified strength

ii. No individual test falls below the specified strength by more than 500 psi.

C. Slump Test:

1. Obtain samples and conduct slump tests in accordance with ASTM C143/C143M. Take concrete samples during concrete placement. Perform test at commencement of concrete placement and when test cylinders are made.

D. Air-Entrainment Test:

1. Obtain samples and conduct air-entrainment tests in accordance with ASTM C173/C173M. Test for air content at commencement of concrete placement and when test cylinders are made.

PART 2 - MATERIALS

2.01 FORM MATERIALS

A. Conform to ACI 301 Section 2 - Formwork and Form Accessories.”

B. Removal of Forms shall conform to ACI 301 Section 2.3.2 except strength indicated in ACI 301 Section 2.3.2.5 shall be 0.75 f’c.

C. Forms: Steel, wood, or other suitable material of size and strength to resist movement during concrete placement. Use straight forms, free of defects. Use flexible spring steel forms or laminated boards to form curved edges.

2.02 CONCRETE MIXTURES

A. Conform to ACI 301 Section 4 - Concrete Mixtures.

B. Provide concrete mixes conforming to the following requirements:

C. Mix Design Notes

1. Water Cement (W/C) ratio: Water-cementitious material ratios shall be based on the total weight of cementitious materials. Ratios not shown in the table above are controlled by strength requirements.

1. Cementitious content: The use of fly ash, other pozzolans, silica fume, or slag shall conform to ACI 301 Sec 4.2.2.8.B. Maximum amount of fly ash shall be 20% of total cementitious content unless reviewed and approved otherwise by the Project Engineer/LA.

2. Air content: Conform to ACI 301 Section 4.2.2.4. Horizontal exterior surfaces in contact with the soil require entrained air. Use “Severe Exposure”. Tolerance is ±1-½%. Air content shall be measured at point of placement.

3. Slump: Conform to ACI 301 Section 4.2.2.2. Slump shall be determined at point of placement.

4. Chloride Content: Conform to ACI 301 Section 4.4.1 and Table 4.1.1 for “Other Reinforced Concrete Construction.”

5. Non-Choride Accelerator: Non-chloride accelerating admixture may be used in concrete slabs placed at ambient temperatures below 50ºF at the Contractor’s option.

2.03 CONCRETE MATERIALS

A. Portland Cement: Portland cement shall conform to ASTM C150, Type I or Type II. The cement shall be of the same brand and type and from the same plant of manufacture.

B. Aggregate: Conform to ASTM C33. Aggregates shall be free from any substance that may be deleteriously reactive the alkalis in the cement and in a sufficient amount to cause excessive expansion of the concrete.

C. Fly Ash: Pozzolanic mineral admixture conforming to ASTM C618, Class F. Maximum loss on ignition to be 1%. Use fly ash from one single source for the whole project. When fly ash is used, the maximum amount shall be 30% weight of the total cementitious materials, unless otherwise noted.

D. Admixtures: Use of admixtures shall be the responsibility of the Contractor. When more than one admixture is used in the mix, furnish satisfactory evidence to the CO that the admixtures to be used are compatible in combination with the cement and aggregates. Provide only one brand of each type of admixture. Accelerating admixtures shall not be used. Unless approved by the CO, admixtures shall be free of calcium chloride and thiocynate (no more than 0.05% chloride ions). The following types of admixtures are approved:

1. Air-Entrainment Admixture: Master Builders “Micro-Air,” Grace “Davavair,” Sika “AEA-15,” or approved equal conforming to ASTM C260.

2. Water reducing Admixture (Low Range): Master Builders “Pozzolith 322-N,” Grace “WRDA with Hycol,” Sika “Plastocrete 161,” or approved equal conforming to ASTM C494, Type A.

3. Water reducing Admixture (High Range): Master Builders “Rheobuild 1000,” Grace “WRDA-19,” Sika “Sikament 86,” or approved equal conforming to ASTM C494, Type F.

2.04 ACCESSORIES

A. Form Release Agent: Colorless material which will not stain concrete, absorb moisture or impair natural bonding or color characteristics of coating intended for use on concrete; Release #1, or Crystal Release as manufactured by Burke Concrete Accessories or approved equal.

B. Polyurethane Joint Sealer shall conform to ASTM C 920.

PART 3 - EXECUTION

3.01 FOOTING EXCAVATION AND BEDDING

A. Excavate footings to depths as indicated and in conformance with requirements of Section 31230.

B. Footing excavations require review and approval by the CO prior to construction of concrete formwork.

3.02 FORMWORK

A. Conform to requirements of ACI 301 Section 2 -Formwork and Form Accessories.

3.03 CONCRETE PLACEMENT

A. Preparation

1. Do not place concrete until the CO approves all required submittals.

2. Remove snow, ice, frost, water, and other foreign materials from form surfaces, reinforcement, and embedded items against which concrete is to be placed.

3. Place concrete on properly prepared and unfrozen subgrade and only in dewatered excavations and forms.

4. Do not allow mud or foreign materials into the concrete during placement operations.

5. When the ambient temperature necessitates the use of cold or hot weather concreting, make provisions in advance of concrete placement.

6. Do not begin placing concrete when the sun, heat, wind, or limitations of facilities furnished by the Contractor prevent proper consolidation, finishing and curing.

7. Do not begin placing concrete while rain, sleet, or snow is falling unless adequate protection is provided. Do not allow rainwater to increase mixing water or to damage the surface of the concrete.

B. Installation of Embedded Items

1. Position and secure in place expansion joint material, anchors, and other structural and non-structural embedded items before placing concrete. Contractor shall coordinate placement of all embedded items shown on the Drawings.

C. Reinforcing steel

1. Conform to the following cover requirements from ACI 301, Table 3.3.2.3, unless noted otherwise on the drawings. Concrete cast against earth – three inches. Concrete exposed to earth or weather

– two inches.

2. Field bending. Conform to ACI 301 Section 3.3.2.8 – Field Bending or Straightening. Bar sizes #3 through #5 may be field bent cold the first time. Other bars require preheating. Do not twist bars.

D. Concrete Measuring, Mixing, and Delivery

1. Conform to requirements of ACI 301 - Section 4.3.

E. Handling, Placing, Constructing and Curing Concrete

1. Conform to requirements of ACI 301 – Section 5.

3.04 FINISHES FOR UNFORMED SURFACES

A. General: Finish slab surfaces as described below. Finish all joints and edges with proper tools as approved.

B. Placement: Place concrete at a rate that allows spreading, straightedging, darbying or bullfloating before bleed water appears. Screed all slabs, topping fills to true levels and slopes. Work surfaces as required to produce specified finish. Do no finishing in areas where water accumulated; drain and re-screed. In no case use a sprinkling of cement and sand to absorb moisture.

C. Top of top course of concrete blocks: Broom Finish.

D. Sides of concrete blocks on outside face:

1. Remove fins and irregular projections from surfaces that are exposed or will be waterproofed.

Remove bulges and offsets with carborundum stones or discs. Remove localized, poorly-bonded rock pockets or honeycombed concrete, and replace with sound concrete or packed mortar in an approved manner.

2. Clean and point form tie cavities, holes, broken corners and edges, and other defects. Saturate the area with water. Finish the area with mortar that is less than 1-hour old. After the mortar is set, rub it (if required) and continue curing. Match exposed surfaces to surrounding concrete.

4. 3.05 CONCRETE CURING

A. Conform to the requirements of ACI 301 – Section 5.

6. SECTION 06100

7. ROUGH CARPENTRY

PART 1- GENERAL

1.01 DESCRIPTION

A. This section of the specifications covers the requirements for the kiosk, guardrail, and signs.

1.02 REFERENCES

A. Provide lumber in accordance with official grading rules of The Western Wood Products Association (WWPA) Western Lumber Grading Rules, West Coast Lumber Inspection Bureau (WCLIB), or National Lumber Grades Authority (NLGA). Lumber does not need a grade stamp.

Before incorporating lumber into the project, provide 21 days’ notice for Contracting Officer to inspect that lumbar meets required grading rules.

B. International Building Code, current edition, Chapter 23 – WOOD.

C. American Society for Testing and Materials (ASTM).

1.03 HANDLING

A. Ship and store lumber to protect from exposure to moisture, store in dry location until incorporated into the work.

B. Handle lumber with rope slings. No cant dogs, peaveys, hooks or pike poles shall be used. Use slings or other devices to protect corners of heavy construction timbers and banded packages of heavy construction timber.

PART 2 - MATERIALS

2.01 TIMBER, LUMBER AND BOARDS

A. Lumber for Site Improvements

1. All lumber to be Alaska Yellow Cedar sawn full dimension, rough sawn, grade #1 or better.

2. Do not plane. Knock off mill fuzz with 80 grit sandpaper.

3. Moisture Content

i. Dimensional lumber less than 2”: kiln or air dried to a maximum moisture content of 19%.

ii. Dimensional lumber greater than 2”: unseasoned; air dried to ambient air moisture content.

2.02 METAL FASTENERS AND ACCESSORIES

A. Provide all necessary nails, screws, and bolts for proper installation of rough carpentry; sizes and quantities as indicated. Unless otherwise noted, fasteners shall be of a size and type to suit application. Accessories shall include bolts with necessary nuts and washers, timber connectors, drift pins, dowels, nails, screws, straps and other metal fasteners.

B. Bolts shall be provided with washers under nut and head. Washers shall be provided under lag screw heads.

C. Common nails shall be round wire of standard form.

D. All bolts, screws, nuts, dowels, washers, nails, drift pins and all other fastening hardware shall be galvanized in accordance with ASTM A153 unless otherwise noted.

PART 3 - EXECUTION

3.01 GENERAL

A. Construct all items in locations and to elevations indicated on the plans, in conformance with details. Prepare subgrades, footings and foundations in accordance with applicable sections of these Specifications. Coordinate the work of all trades.

5. 3.02 FASTENING

A. Nailing per IBC Table 2304.9.1 – Fastening Schedule unless indicated otherwise on Drawings.

Use sufficient nails, drift pins, screws, and bolts to insure rigidity and permanence. Use framing anchors as shown on the drawings or where specified nailing is not possible. Make tight connection between members. Install fasteners without splitting wood; pre-drill as required.

B. Pre-drill for all lag screws using two diameters, one for the shank and one for the threads. The lead hole for the shank is to be 1/16” diameter larger than the shank diameter and is to be bored to the depth of penetration of the shank. The lead hole for the threaded portion is to be 70% of the screw diameter as shown on the drawings and is to be bored at least to the length of the threads. Do not drive lag screws with a hammer.

C. Drill holes for bolts 1/16” larger than bolt diameter. Cut and peen all bolts after the nuts have been fully tightened, maximum 3/16”, touch up with galvanized paint.

D. Pre-drill holes for nails and spikes 75% of nail/spike diameter.

E. Bolts and screws shall be effectively tightened when installed and shall be re-tightened before final acceptance.

6. 3.03 FRAMING

A. Carefully layout and erect items. Install all work to required levels and lines, with members plumb, true to line, cut, and fitted.

B. Construct members of continuous pieces.

C. Fit to other construction; scribe and cope as needed for accurate fit.

D. Accurately cut and frame lumber in such manner that joints will have a close fit over the entire contact surfaces, except as noted otherwise in the drawings. No shimming will be permitted in making joints. Open joints not acceptable.

E. Align bolts and screws horizontally and vertically, countersink and plug where indicated. Plug to be flush with adjacent surface.

SECTION 09930

STAINS AND TRANSPARENT FINISHES

1.01 SUMMARY

A. Section includes exterior wood finish for all exposed wood surfaces on retaining wall railing, signs, and kiosk.

1.02 SUBMITTALS

A. Submittal procedures to comply with Section 013300.

1.03 DELIVERY, STORAGE & HANDLING

A. Storage and Protection: Store materials protected from exposure to harmful environmental conditions and at temperature and humidity conditions recommended by the manufacturer.

PART 2 - PRODUCTS

1.01 WOOD FINISH

A. Use PPG Proluxe Cetol 1RE and Cetol 2RE. Color: Natural Oak.

3.01 APPLICATION

A. Exterior wood finish: Apply one coat of 1RE and 2 coats of 2 RE per manufacturers recommendations. Apply in accordance with manufacturer’s directions.

8. SECTION 10140

9. SIGNS

A. This work includes furnishing materials, labor and equipment necessary to install the signs. Work includes:

1. Purchasing and installing entrance signs on a constructed base

2. Purchasing and installing destination signs on posts

1.02 QUALITY ASSURANCE

A. Sign Manufacturer:

1. The signs shall be fabricated by a manufacturer which regularly engages in the manufacture of wood sign for the United States Department of Agriculture, Forest Service.

2. The manufacturer shall be familiar with the USDA - "Forest Service Standards for Forest Service Signs and Posters", EM-7100-15. All signs purchased by the contractor to comply with the EM-7100- 15 with parameters noted on drawings.

1.03 SUBMITTALS

A. Submit scale drawings of each sign from the sign manufacturer.

PART 2 – PRODUCTS

2.01 CUSTOM SIGNS

A. Sign type, materials and size shall conform to the requirements of EM-7100-15

PART 3 – EXECUTION

3.01 ENTRANCE SIGN

A. Construct sign base according to drawings. Install contractor purchased signs as noted on drawings.

SECTION 31230

10. EXCAVATION AND FILL

PART 1- GENERAL

A. This work shall consist of excavation and shaping of gravel in locations noted on the plans. Work includes excavation of unsuitable material, embankment construction, and disposal of excavated material necessary for the completion of construction.

PART 2 - MATERIALS

2.01 EMBANKMENT MATERIAL

A. Crushed aggregate shall meet the requirements of D-1 aggregate Alaska DOT&PF Standard Specifications for Highway Construction 17th Edition http://www.dot.state.ak.us/stwddes/dcsspecs/assets/pdf/hwyspecs/sshc2017.pdf

B. Unclassified Borrow to meet the following specifications:

1. Maximum particle size: 6 in

2. Maximum mass passing no 200 sieve: 25%

3. USGS Classifications: gravel and sand; sand; silty gravel and sand or clayey gravel and sand

C. Suitable Excavated Material: Rock that can be accommodated in the constructed feature, free of duff and vegetative material with a recognizable granular texture

3.01 CLEARING AND GRUBBING

A. Clearing and grubbing shall be accomplished before excavation or embankment placement begins.

Within the clearing limits, clear trees, brush, downed timber and other vegetation.

B. Clearing limits are 5 feet from the edge of shown improvements.

7. 3.02 EXCAVATION

A. Excavate as required to accommodate the new construction. Establish subgrade to an elevation below the finished grade to accommodate embankment and surfacing as specified and detailed on the plans.

B. Make excavations for posts to dimensions shown on the drawings. Take care not to disturb bottom of excavations.

3.03 UTILIZATION OF EXCAVATED MATERIALS

A. Suitable excavated material as approved by the CO may be used in the construction of embankment, subgrade, bedding, and backfill for the structure.

B. Unsuitable material shall be excavated and disposed off Forest Service land. Excavated areas shall be backfilled with suitable material when necessary to complete the work. Frozen material shall not be placed in embankments.

C. Stockpile all excavated soil as approved and stockpile for use as planting soil.

8. 3.04 OVERBUILDING AND LANDSCAPE PROTECTION

A. Confine excavation and embankment material to within the clearing limits to protect the native landscape.

9. 3.05 GRADING

A. Uniformly grade areas within all work areas and establish natural transitions to adjacent undisturbed surfaces as approved by the CO. Finish surfaces free from irregularities and abrupt changes in grade.

10. 3.06 COMPACTION

A. Sign and Kiosk posts: Obtain compaction by hand, using nonmechanized compaction tools over the full area of each layer until visual displacement ceases.

B. Subgrade under new parking: Place embankment material in horizontal layers not exceeding 12 inches in compacted thickness. Obtain compaction by mechanical vibratory compactors or construction equipment over the full area of each layer until visual displacement ceases, but not fewer than three complete passes.

C. Crushed aggregate surfacing: Obtain compaction by mechanical vibratory compactors or construction equipment over the full area until visual displacement ceases, but not fewer than three complete passes.

SECTION 31231

EXCAVATION AND BACKFILL FOR RETAINING WALL

11. PART 1 - GENERAL

1.01 SUMMARY

A. This section specifies excavation and backfill for structures, including excavation; furnishing, hauling and placing of backfill material; disposal of excess or unsuitable backfill material; and grading. Follow equipment manufacturer's recommendations where more stringent.

B. Excavation, sediment control and erosion control measures.

1. All erosion and sediment control measures are to be placed prior to any disturbance caused by grading and or excavation and shall conform to the requirements of the appropriate regulatory agency for the State.

2. The Contractor shall be solely responsible for ensuring that erosion and sediment control measures are implemented and maintained at the site.

3. Submit an excavation plan 21 days prior to mobilization that describes measures, products and methods used to:

i. Address sediment and erosion

ii. Avoid material entering the stream during soil or bedrock excavation

iii. Avoid damaging stream or fish passage features

C. Material to be excavated is unclassified.

1.02 OWNER’S INSTRUCTIONS

A. Conform to the dimensions and elevations indicated on the Drawings. Suitable bearing may be encountered at different elevations from those on the Drawings. If so, the CO may direct, by written order, that the excavation elevations be changed to the elevation where suitable bearing was encountered. Extend excavation a sufficient distance from walls and footings to allow placing and removal of forms. Undercutting will not be permitted.

Prevent surface water from entering the excavation.

12. PART 2 - PRODUCTS

2.01 MATERIALS

A. Backfill Materials.

1. Backfill materials shall contain no organic or frozen material.

a. Structural Backfill

i. Maximum particle size: 3 in

ii. Material passing No. 200: 15 percent max

B. Composite Sheet Drain

1. Furnish a prefabricated geocomposite drain composed of a drainage core and a nonwoven geotextile that permits in-flow from both sides. Furnish geotextile and drainage core manufactured from long chain synthetic polymers composed at least 95 percent by mass of polypropylene, polyester, polyamide, polyvinyl chloride, polyolefin, or polystyrene. Build the core up in thickness by columns, cones, nubs, cusps, meshes, stiff filaments, or other configurations. Fabricate the core in sheets, panels, or rolls of adequate strength to resist installation stresses and long-term loading conditions.

2. Property values, with the exception of fungi resistance, in these specifications represent MARV in the weakest principal direction (that is average test results of any roll in a lot sampled for conformance or quality assurance testing must meet or exceed the specified values).

3. Furnish a nonwoven encapsulating geotextile meeting requirements below. Firmly attach the encapsulating geotextile to the core at the manufacturing plant, so that folding, wrinkling, or other movement cannot occur during handling or after placement. Use a nonwater-soluble adhesive, heat sealing, or other methods recommended by the geotextile manufacturer. Do not use adhesive on areas of the geotextile where flow is intended to occur.

b. Compressive strength at yield ASTM D 1621 (psi): 100

c. Applied normal compressive stress ASTM D 4716 (psi): 14.5

4. If heat sealing is used, do not weaken the geotextile below the required strength values. Extend the geotextile beyond the core length on all sides sufficiently to encapsulate the core and collector pipe.

a. Remove surface material to a depth of 4 inches in areas to be excavated.

2. Other Material.

a. Grade areas in vicinity of construction to prevent surface water from running into excavated areas.

3. Overexcavation Under Footings.

a. Increase the depth of the footing by the amount of overexcavation. Pour entire footing, including overexcavated volume, in one continuous pour to rest on undisturbed soil. See drawings.

B. Backfill.

1. Preparation for Backfill

a. Remove all forms from structure, and clean the excavated area of all debris. Remove any standing water from excavation. Prior to backfill, obtain approval from CO to backfill excavated area.

b. Backfilling all Structures

i. Do not backfill in a manner to cause structure to become point loaded. Place backfill in uniform lifts around structure.

c. Backfilling of Concrete

i. Do not backfill until concrete has been in place for 14 days or a strength of 3,000 psi has been reached, unless allowed in writing by CO.

d. Placing Backfill Material

i. Place embankment material in horizontal layers not exceeding 6 inches in compacted thickness.

Obtain compaction by mechanical vibratory compactors over the full area of each layer until visual displacement ceases, but not fewer than three complete passes.

ii. Do not use tracked or wheeled equipment to compact backfill.

C. Grading.

1. Grade surface uniformly between spot elevations or contours to match existing adjacent ground elevations.
