LOCATION OF WORK/DESCRIPTION OF SERVICES
The Contractor shall provide all management, tools, equipment, supplies, and labor necessary to ensure that custodial services are performed at the Southeast Alaska Discovery Center (SEADC) in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance as stated in the Statement of Work (SOW). The Southeast Alaska Discovery Center is located at 50 Main Street, Ketchikan, Alaska.
The SEADC covers approximately 21,407 square feet of public space including exhibit and information areas, two public restrooms, office space, and two (2) restrooms for SEADC staff. There is approximately 20,000 square feet of floor carpet surface.
1. STATEMENT OF WORK
a. BASIC WEEKLY JANITORIAL SERVICES. The contractor shall accomplish all cleaning tasks to meet the requirements of this Statement of Work (SOW) and the Service Delivery Summary (SDS) for the Summer and Winter line item number. The minimum cleaning frequencies are established in Workload Factors.
i. Maintain Floors. All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, and wet mopped, as needed to ensure they have a uniform appearance and free of dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. Baseboards, corners, and wall/floor edges shall also be clean. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position.
ii. Remove Trash. All trash containers shall be emptied and returned to their initial location.
Boxes, cans, and papers placed near a trash receptacle and marked “TRASH” shall be removed. Any obviously soiled or torn plastic trash receptacle liners shall be replaced. The trash shall be deposited in the nearest outside trash collection container. Trash receptacles shall be left clean, free of foreign matter, and free of odors.
iii. Clean Interior Plexiglas/Glass/Mirrors. Clean all interior glass, including glass in doors, partitions, walls, display cases, directory boards, etc. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter.
iv. Clean Drinking Fountains. Clean and disinfect all porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.
v. Clean Stairways. All floor surfaces shall be cleaned in accordance with paragraph Maintain Floors, Vacuum Carpets, Clean Carpets, or Vacuum and Clean Floor Mats as appropriate for floor covering. Grease and grime shall be removed from stair guards, handrails and baseboards. Contractor shall remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls to provide or maintain a clean, uniform appearance based on weekly and monthly service requirements.
vi. Vacuum Carpets. Vacuum carpeted areas, to include corners and edges. After vacuuming, the carpeted area shall be free of all visible dirt, debris, litter, and other foreign matter. Any spots shall be removed by carpet manufacturer’s approved methods as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the government representative.
Area and throw rugs are included to receive this service.
vii. Clean Carpets. Spot clean or shampoo dirty carpets over an area of two (2) square feet or less. Spots must be removed immediately.
viii. Vacuum and Clean Floor Mats. Vacuum and clean interior and exterior floor mats. After vacuuming or cleaning, mats shall be free of all visible lint, litter, soil, and other foreign matter. Soil and moisture underneath mats shall be removed and mats returned to their normal location.
ix. General Spot Cleaning. Perform spot cleaning on a continual basis. Spot cleaning includes, but is not limited to removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push bars, kick plates, light switches, temperature controls, and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, and other evidence of soil.
x. General Dusting. All horizontal surfaces, to include but not limited to, counters, tabletops, computer stands, room dividers, filing cabinets, phones, conference room table, benches, and desks in individual offices, must be dusted or cleaned to eliminate dust collection (Contractor shall not remove paper work from desks to other work areas to dust or clean. If surfaces are not clear, then it is not necessary to dust or clean.). Office equipment that includes, but is not limited to, fax machines, printers, and television in conference room, must be dusted or cleaned to eliminate dust collection. Contractor shall follow manufacturer’s recommendations for cleaning of all exhibits.
xi. Clean Kitchen. Clean and disinfect sink, faucet, drain and stopper. Sink and surrounding areas shall be free of streaks, stains, spots, smudges, scale and other obvious soil. Clean and disinfect microwave oven inside and out, wipe down the refrigerator and wipe down the walls by the trash receptacles.
b. BASIC WEEKLY RESTROOMS CLEANING SERVICES. The contractor shall accomplish all cleaning tasks to meet the requirements of this Statement of Work and the Service Delivery Summary (SDS).
i. Clean and Disinfect. Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, walls, and other such surfaces, using a germicidal detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets.
ii. Descale Toilet Bowls and Urinals. Descaling shall be performed monthly at a minimum and as often as needed to keep areas free of scale, soap films, and other deposits. After descaling, surfaces shall be free from streaks, stains, scale, scum, urine deposits, and rust stains.
iii. Sweep and Mop Floor. After sweeping and mopping, the entire floor surface, including grout, shall be free from litter, dirt, dust and debris. Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water.
Moveable items shall be tilted or moved to sweep and damp mop underneath. Floors shall be cleaned as necessary to maintain sanitary conditions and a clean, uniform appearance.
iv. Stock Restroom Supplies. Contractor shall ensure restrooms are stocked sufficiently so that supplies including soap for the soap dispensers do not run out. Supplies shall be stored in designated areas. No overstocking shall be allowed.
c. ANNUAL JANITORIAL SERVICES. The contractor shall accomplish all cleaning tasks to meet the requirements of this Statement of Work and the Service Delivery Summary (SDS).
i. Annual--Clean Interior and Exterior Windows--May: Clean all interior office and exterior windows (glass surfaces) in the month of May. After surfaces have been cleaned, all traces of film, dirt, smudges, water, and other foreign matter shall be removed from frames, casings, sills, and glass.
ii. Annual – General Cleaning: Floors/surface—October -- Dust all windowsills and picture frames, clean all door windows at office main entrance area (interior and exterior).
Entrance/Office Areas -- dust and spot clean all exhibit walls, remove cob webs, dust window sills, window ledges, thermostats, fire extinguisher boxes, baseboards, molding, wainscoting, heater registers, wooden benches, and other horizontal surfaces throughout the building, furniture, information desks and sales areas. The annual general cleaning shall be performed in the month of October.
iii. Annual--Clean/Shampoo Carpets and Upholstered Chairs-- October: All carpets and upholstered chairs shall be cleaned in accordance with standard commercial practices. The annual clean/shampoo of carpets and upholstered chairs shall be performed in the month of October. This may be done in partial segments, due to size of the building, insuring that all carpeted areas and upholstered chairs are completed by October 31st each year. A heavy-duty spot remover may be required in heavily soiled areas. After shampooing, the carpeted area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath, and returned to their original location.
2. EMERGENCY OR SPECIAL EVENT CLEANING SERVICES
Upon notification, the contractor shall perform additional emergency or special event cleaning required in any building, area, or room covered under this contract. The Contracting Officer (CO) shall order cleaning services through issuance of a purchase order for the required work task(s). The Contractor shall begin emergency work, as determined by the Contracting Officer Representative (COR), within one hour of notification. The CO or designated representative, will notify the contractor as soon as a special event requirement is known, but no less than 24 hours prior to the event. A completion schedule shall be determined for each task order.
3. EMERGENCY CLEANING
Upon notification from the COR the contractor shall perform emergency cleaning of an accident (such as vomit or other bodily functions) in any building, area, or room covered under this contract. The contractor shall respond within two (2) hours of receiving notification that there is a need for emergency cleaning. Each emergency cleaning shall be billed as a separate line item with each months invoice if applicable.
4. PAYMENT
Upon inspection and acceptance of monthly services, payment will be made monthly. Additional services performed outside the monthly schedule shall be invoiced separately on a per job basis.
Invoicing/Payments. All payments are processed using The Invoice Processing Platform (IPP). 5. SERVICE DELIVERY SUMMARY
a. Service Delivery Summary - The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

Basic Cleaning Services.
Floors, baseboards, corners and wall edges are free of dirt, dust and debris. Trash is empty; Plastic liners are in good condition. Trash containers are free of odors and visible dirt. Trash is emptied into outdoor trash collection container. Glass and mirrors have no traces of film, dirt, smudges, or water. Drinking fountains and kitchen sink are disinfected and free of streaks, stains, spots, smudges, scale and other deposits. Stairways are free of dirt, debris, marks, smudges, scuffs and other foreign matter.
Carpets are free of dirt, debris, litter and other foreign matter.
Dust is not visible.
1.a. Not to exceed 5 customer complaints per month.
Basic Restrooms Cleaning Services.
Restrooms shall be disinfected and free of dirt, deposits, streaks, and odors. Shower is disinfected and free of soap films, scum and other deposits. Toilets and urinals are disinfected and free of scale, stains, scum and other deposits.
Floors are free of litter, dirt, dust and debris. Supplies are adequate until next service.
1.b. Not to exceed 5 customer complaints per month
Periodic Cleaning Services (Annual).
Floors have a glossy uniform appearance free of scuffmarks, heel marks, wax build-up, and other stains and discoloration.
Floors will be waxed and carpets shampooed at least once annually. Windows are free of film, dirt, smudges, water, and other foreign matter. Carpets are free of stains and discoloration.
1.c. Not to exceed 2 customer complaints for the reporting period.
b. WORKLOAD FACTORS
Basic weekly cleaning shall be performed seven (7) days a week for the Summer schedule, beginning on May 1st through September 30th.
For the Winter schedule, from October 1st to April 30th, weekly cleaning shall be performed on a day of the week, to be determined and agreed upon by the Director/COR and the Contractor at the post-award walk through. The weekly cleaning shall be performed one (1) day a week for the winter schedule.
Annual Window Cleaning schedules shall be coordinated with the Contracting Officer’s Representative (COR), before work begins. The Annual Window Cleaning shall be performed once
(1) during the period of performance. All interior and exterior window cleaning shall be performed in the month of May (as described in item 1.c.i.)
Annual Deep Cleaning schedules shall be coordinated with the Contracting Officer’s Representative (COR), before work begins. Annual deep cleaning shall be performed once (1) during the period of performance. The annual deep cleaning shall be performed in the month of October (as described in item 1.c.ii and 1.c.iii)
All work performed under this contract shall be accomplished outside regular business hours.
Cleaning during the winter schedule should be performed, starting after the workday has ended, 7:30 p.m. or later. Cleaning during the summer schedule should be performed, starting after the workday has ended, 4:15 p.m. or later.
No janitorial service will be required on the following Federally Observed Holidays: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day. If the scheduled cleaning day falls on any of these holidays, then that service day will be skipped. Service will continue on the next service day.
Summer Hours of Operation:
May - September 8:00 a.m. to 4:00 p.m.
Open days: Sunday through Saturday Closed on Federal Holidays (Employees in the facility 7:45 a.m. to 4:15 p.m.)
Winter Hours of Operation:
October - April 10:00 a.m. to 7:00 p.m.
Open days: Friday Closed on Federal Holidays (Employees in the facility 7:45 a.m.to 7:30 p.m.)
The Contractor shall notify the Contracting Officer Representative (COR), at least 72 hours prior to performing services that may impact the Forest Service operations, such as Annual Deep Cleaning or Annual Interior and Exterior Window Cleaning, providing amble time for employees to clear work area.
In the event of a furlough (Government Office are closed due to funding), NO services will be needed during this time period, unless contacted by the Contracting Officer (CO).
c. CONDUCT The Contractor is prohibited from smoking in the building. The Contractor or his/her employees are prohibited from disturbing papers on desks, opening desk drawers or cabinets, or using telephones or office equipment. Any computer wiring, which becomes disconnected or unplugged while cleaning, shall not be reconnected by janitorial personnel. Janitorial personnel shall leave written notification for the COR indicating the location of any computer equipment disconnected. When providing cleaning services in the exhibit and lobby areas the contractor shall use the “House (fluorescent) Lights” only to comply with energy reduction requirements outlined in Executive Order 13693 titled, Planning for Federal Sustainability in the Next Decade to cut greenhouse gas emissions by 40%.
Contractor shall ensure that all windows are closed, doors are locked, alarms are set, and lights are turned off after completing work for the day.
The Contracting Officer may, in writing, require the Contractor to remove from the job any employee the Government deems incompetent, careless, or otherwise objectionable or for theft, possession and/or removal of materials, supplies, equipment, or any other Government-owned property.
6. GOVERNMENT-FURNISHED PROPERTY
The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with provisions of FAR 52.245-1 Government Property and FAR 52.245-9 Use and Charges as incorporated by reference as per FAR 52.252-2. There shall be no charges to the Contractor for water, electric, garbage disposal, or for use of the storage closet.

7. CONTRACTOR FURNISHED PROPERTY
The Contractor shall supply ALL supplies, equipment (ex. toilet paper, paper towels, vacuum cleaner, cleaning supplies, etc.), labor, and supervision not furnished by the government (as listed above in GOVERNMENT-FURNISHED PROPERTY), that are necessary to satisfactorily meet or exceed the performance standards of this contract.
8. HAZARDOUS MATERIAL
If hazardous materials will be used in the performance of this contract as defined in FAR Subpart 23.301, the Contractor shall provide a Material Safety Data Sheet to the designated Contracting Officer Representative (COR) prior to beginning contract work. The Contractor shall not use any chemical that may harm, cause damage to Government property, or endanger the health and safety of any person in the building. Contractor will be responsible for damage as a result of the misuse of chemicals. Provide adequate advance notice when using products that may produce noxious fumes, or when performing work that would impact daily operations.
9. BIO-PREFERRED
The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” and the Federal Acquisition Regulation to provide Biobased products.
The Contractor shall utilize products and material made from Biobased materials (e.g., Biobased greases, Biobased hydraulic fluids, Biobased absorbents) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).
The following is an example list of products that may be used in this contract for custodial services for which Biobased products are available. The list is not all inclusive. It is desirable that vendors be able to supply the greatest number of Biobased products listed meeting the health and environmental specifications.

Biobased products that are designated for preferred procurement under USDA’s BioPreferred program must meet the required minimum Biobased content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their Biobased products such as Biobased content.
In addition to the Biobased products designated by the U.S. Department of Agriculture in the BioPreferred Program, the Contractor is encouraged to use other Biobased products.
The Contractor shall submit with the initial quote a complete list of Biobased products, indicating the name of the manufacturer, cost of each material, and the intended use of each of the materials that are to be used in carrying out the requirements of the contract. Additionally, the Contractor on each anniversary date of the contract shall compile a complete list of Biobased products, including the information above, purchased to carry out the contract requirements. The Contractor shall list volume to be used and total cost for each individual product. This information will be used for reporting purposes.
The Contractor shall comply with the provision at FAR 52.223-1, Biobased Product Certification.
The Contractor shall comply with the clause at FAR 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts.
Within thirty (30) days of contract award, the Contractor shall submit an Operations and Maintenance Plan. The COR will review and concur, in writing, on the proposed plan. The contractor shall not commence work until the submittal has been reviewed and concurred on by the COR.

The Plan must be reviewed and updated annually, and as required by the COR. The Plan must contain and define the following elements:
(1) The Contractor’s written policy stating its commitment to the use of Biobased products, employee health and safety, and sound environmental management practices.
(2) Detail on how the Contractor intends to keep abreast of the development and increasing availability of Biobased products and how any new or improved products will be incorporated on an ongoing basis into contract performance.
(3) Proposed Biobased custodial products which must be selected in accordance with the criteria included above. At a minimum, the Plan must identify products by brand name for each of the product types.
(4) NOTE: A Contractor may propose more than one product within a product category and/or propose a product or products addressing more than one product category.
(5) The product guides which define standard operating procedures for instructing staff in the proper use, storage, and disposal of Biobased products; proper maintenance of equipment;
and other procedures/instructions to accomplish work under this contract.
The Contractor shall provide data on the quantity and dollar values of Biobased products used in this contract. The data will be submitted to the COR quarterly.
A demonstration of proper use, an effective training program, and technical assistance are essential to the success of the purchase and use of some Biobased products that may function differently than a conventional product. Therefore we will look for a Contractor who will 1) demonstrate products, and 2) when selected, offer any necessary training to all of the construction staff and 3) be available with technical assistance to trouble shoot problems.
The contractor shall coordinate the storage of supplies with the COR.
10. SAFETY
a. Contractors are subject to all applicable State and Federal OSHA rules and regulations. All equipment furnished by the contractor necessary to accomplish work under this contract must meet all applicable OSHA standards. Contractor shall not use any unsafe equipment or any equipment in need of repair.
b. All electrical equipment used by the Contractor shall be UL approved. This equipment must operate using existing building circuits. It shall be the responsibility of the Contractor to prevent the operation or attempted operation of electrical equipment or combinations of equipment which require power exceeding the capacity of existing building circuits.
c. Personal Protective Equipment
i. The contractor will train in the safe operation and use of equipment to all workers using such equipment.
ii. Personal protective equipment, including personal protective equipment for eyes, face, head and extremities shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards or processes encountered in a manner capable of causing injury or impairment in the function of any part of the body.
iii. Defective or damaged personal protective equipment shall not be used.
11. SECURITY
a. The Contractor shall protect Government property, buildings, equipment, materials, records, and data against unauthorized access, loss or damage.
b. The Contractor shall ensure that all keys issued by the Government are kept secure and not used by unauthorized persons. Government-issued keys shall not be duplicated. The Contractor shall reimburse the Government for replacement of locks or re-keying as a result of Contractor loss or negligence.
c. Only the Contractor’s employees are allowed in the building or on the job site. The Contractor is prohibited from opening locked areas to permit entrance of persons other than the Contractor’s employees.
d. The Contractor, upon entering the facility, shall determine if there are any employees still inside the building and if so will notify them of their presence. This shall be done before starting services and after services are completed. This will help ensure the security of the building is not compromised when the last person leave the facility.
